sonykongara Posted January 22, 2018 Author Share Posted January 22, 2018 సంధానం’తో సరి!22-01-2018 02:05:28 నదుల అనుసంధాన భారం రాష్ట్రాలకే ఆయా ప్రాజెక్టుల వ్యయం పంచుకోవలసిందే.. కేంద్రం భారీగా నిధులివ్వదు సంధానకర్త బాధ్యతకే పరిమితం.. ఆరుగురు సీఎంలతో త్వరలో భేటీ వారు సరేనంటేనే మహానది-కావేరి సాకారం.. మంత్రి గడ్కరీ కొత్త మెలిక అమరావతి, జనవరి 21 (ఆంధ్రజ్యోతి): జాతీయ స్థాయిలో నదుల అనుసంధానానికి శ్రీకారం చుడుతున్నామని చెబుతున్న కేంద్ర ప్రభుత్వం.. నిధుల విషయంలో చేతులెత్తేస్తోంది. మార్కెటింగ్, వివిధ రాష్ట్రాల మధ్య సంధానకర్తగా పనిచేయడం వరకే తన పాత్రను పరిమితం చేసుకోవాలని అనుకుంటున్నట్లు కనిపిస్తోంది. ఇటీవల నదుల అనుసంధానంపై కేంద్ర జల వనరుల మంత్రి నితిన్ గడ్కరీ రాష్ట్రాలతో సమావేశమయ్యారు. ఈ సందర్భంగా ఆయన చేసిన వ్యాఖ్యలను పరిశీలిస్తే నిధుల విషయంలో కేంద్రం అంత సుముఖంగా ఉన్నట్లు లేదని అవగతమవుతోందని రాష్ట్ర జల వనరుల శాఖ వర్గాలు చెబుతున్నాయి. విశ్వసనీయంగా తెలిసిన సమాచారం ప్రకారం.. నదుల అనుసంధాన ప్రక్రియను కేంద్రం చేపడుతున్నప్పటికీ.. నదీ జలాల అంశం రాష్ట్రాల పరిధిలోదే అయినందున.. రాష్ట్రాల సమ్మతితోనే ఈ కార్యక్రమం ముందుకు సాగుతుందని గడ్కరీ సదరు సమావేశంలో స్పష్టం చేసినట్లు తెలిసింది. ‘రాష్ట్రాలు ఇప్పటికే పలు ప్రాజెక్టులను భారీ వ్యయంతో నిర్మిస్తున్నాయి. అనుసంధానానికి ఉపకరించే ఆ ప్రాజెక్టులకయ్యే వ్యయాన్ని.. జలాలు అవసరమయ్యే రాష్ట్రాలే భరించాల్సి ఉంటుంది’ అని ఆయన తెలిపారు. కాళేశ్వరం ప్రాజెక్టుకు తెలంగాణ రూ.80,000 కోట్లకు పైగా వ్యయం చేస్తోందని, నదుల అనుసంధానం ద్వారా నీరు కావాలనుకుంటున్న ఇతర రాష్ట్రాలు ఈ మొత్తంలో వాటా భరించేందుకు సిద్ధంగా ఉండాలన్నారు. నదుల అనుసంధానానికి కేంద్రం సంధానకర్తగా వ్యవహరిస్తుందే తప్ప నిధులు భారీ స్థాయిలో విడుదల చేసేందుకు సిద్ధంగా లేదని స్పష్టీకరించారు. ఇప్పటిదాకా అనుసంధాన ప్రక్రియకు కేంద్రం 60 శాతం మేర నిధులిస్తుందని ఆశించిన నవ్యాంధ్ర, ఇతర రాష్ట్రాలకు గడ్కరీ పెట్టిన కొత్త మెలిక మింగుడు పడడంలేదు. అనుసంధానం తొలి దశలో గోదావరి జలాలను అకినేపల్లి నుంచి నాగార్జున సాగర్కు తీసుకెళ్లి.. అక్కడి నుంచి సోమశిల ద్వారా పెన్నా నదికి పంపి.. ఆ తర్వాత కావేరికి తరలించాలన్న ప్రతిపాదనను తీసుకొచ్చింది ఆయనే. దీనికి తెలంగాణ నీటి పారుదల మంత్రి హరీశ్రావు అంగీకరించలేదు. ముందుగా తెలంగాణ అవసరాల కోసం 1500 టీఎంసీల గోదావరి జలాలను కేటాయించాలని.. దీనికి అంగీకరిస్తేనే గోదావరి-కావేరి అనుసంధానానికి ఆమోదిస్తామని స్పష్టం చేశారు. ఆంధ్రప్రదేశ్ నుంచి ఈ సమావేశానికి హాజరైన అధికారులు మాత్రం కేంద్రం విధానం ఏమిటో తెలుసుకునేదాకా.. తమ అభిప్రాయాన్ని వెల్లడించరాదన్న అభిప్రాయంతో మౌనం దాల్చారు. కావేరిలోకి 150 టీఎంసీలకు బదులు 50 టీఎంసీలనే ఎందుకు ప్రతిపాదించారని తెలంగాణ, కర్ణాటక అధికారులు గడ్కరీని ఈ సందర్భంగా అడిగారు. ఆయన స్పందిస్తూ.. తొలి దశలో 50 టీఎంసీలను.. మలిదశలో మహానది-కావేరి అనుసంధాన పథకాన్ని అమలు చేస్తే.. మిగిలిన 100 టీఎంసీలను అందిస్తామని వివరించారు. అయితే.. భారీ స్థాయిలో కేంద్రం నిధులిస్తుందని అనుకోవద్దన్నారు. గోదావరి జలాల్లో తమ వాటాను స్పష్టం చేయాలని హరీశ్రావు కోరడంతో ఒడిసా, ఆంధ్రప్రదేశ్, తెలంగాణ, తమిళనాడు, కర్ణాటక, మహారాష్ట్ర ముఖ్యమంత్రులు, జల వనరుల మంత్రులు, ఆ శాఖ కార్యదర్శులతో సమావేశాన్ని త్వరలోనే ఏర్పాటు చేస్తామని గడ్కరీ చెప్పారు. ఆ భేటీలో ముఖ్యమంత్రులు వెల్లడించే అభిప్రాయం మేరకు మహానది-గోదావరి-కృష్ణా-పెన్నా-కావేరి నదుల అనుసంధాన ప్రక్రియపై నిర్ణయం తీసుకుందామని తెలిపారు. జాతీయ నదుల అనుసంధాన ప్రక్రియలో గతంలో ఉన్న 90:10గా ఉన్న కేంద్ర రాష్ట్ర ప్రభుత్వాల వాటాను 60:40గా కుదించిన కేంద్రం.. ఇప్పుడు దాని నుంచి కూడా తప్పించుకునే పనిలో పడిందని గడ్కరీ మాటల ద్వారా అర్థమవుతోందని జల వనరుల శాఖ వర్గాలు అనుమానిస్తున్నాయి. As long as the ground water table is stable enough for agriculture, that's all they need. Even at lower levels too we have some capability with macchumarri but we can add more pretty quickly given how fast lift irrigation projects can be completed (pattiseema). Also with the whole NS and krishna delta dependency out of Krishna water, TG will fall in line with us. We just need to do that asap. 3) I don't think this will happen anytime soon. I might disagree with you brother, as they don't have water they are not expecting. I have seen places in Anathapur where they were planting paddy even when one bore in the farm is working. once these people get used to the taste of getting water and cultivating lands...you cannot stop them.. Seema has to have floods for few years to fill water tables. Luckily this year we had good rains, but maintaining ground level is not that easy. Main reason, at polavaram godavari is just 20 meters altitude and right canal is 50 meters Annagaru...I am optimistic that govt will save around 30 tmc of water till mid-may and start releasing water for early Kharif. in order to send water, we still might need these pumps.
