yes. its failure of some corrupt officers. extra judicial executions and judicial punishment complement each other. if judicial punishment doesn't prevent crimes government uses extra judicial methods. 

can you change snake mindset? you can cut snake teeth to make it harmless temporarily but its teeth grows after some time . you have to kill snake to protect yourself permanently. similarly you can keep gangster in jail temporarily but he gets bail does business as usual when his favorable politician become cm.  yogi did right thing. 

we celebrate extra judicial methods used by reel heroes in movies but when real heroes does something for greater good we cry about human rights, constitution etc. what an hypocrisy?
