If he is allowed to construct 50000 houses in R-5 zone he can claim he benefited poor & that too in future capital + create his vote bank in that region; If that fails, he can instigate that 50000 families against Farmers & TDP by saying they didn’t allow that & also convince other poorer sections (YCheaP aligned) in the state that Amaravathi Farmers are not poor & TDP is against Poor.
