sonykongara Posted December 7, 2017 Author Share Posted December 7, 2017 భూసేకరణ ద్వారా బందరు పోర్టుకు భూములు07-12-2017 13:41:38 భూసేకరణ ద్వారా బందరు పోర్టుకు భూములు రూ.700 కోట్లు అంచనాతో ప్రభుత్వానికి నివేదిక రైతుల సమ్మతి కోసం మార్పులు ఆంధ్రజ్యోతి, మచిలీపట్నం(కృష్ణా జిల్లా): పోర్టు భూముల కోసం తొలుత 2015లోనే భూసేకరణ నోటిఫికేషన్‌ విడుదల చేశారు. అప్పట్లో రైతుల నుంచి వ్యతిరేకత రావడంతో భూసమీకరణ చేపట్టారు. అయినప్పటికీ రైతుల నుంచి పూర్తి సమ్మతి రాకపోవడంతో భూసేకరణకు సిద్ధమయ్యారు. మారిన పరిస్థితుల దృష్ట్యా రైతులు భూసేకరణకే మొగ్గు చూపుతున్నట్టు తెలుస్తోంది. దీంతో ఆ ప్రక్రియే అమలు చేసేందుకు సిద్ధమయ్యారు. బందరు పోర్టు నిర్మిస్తామని 2014 ఎన్నికల్లో టీడీపీ అధినేత చంద్రబాబు హామీ ఇచ్చారు. దాన్ని అమలు చేసేందుకు 2015 నుంచే చర్యలు చేపట్టినా సత్‌ఫలితాలు కానరావడం లేదు. పోర్టు, పరిశ్రమల కారిడార్‌, మెగాటౌన్‌షిప్‌ కోసం 33,177 ఎకరాలు అవసరం అవుతాయని ప్రభుత్వం గుర్తించింది. వాటిలో పోర్టు భూములు 5292.75 ఎకరాలు కాగా భూసమీకరణ ద్వారా ఇప్పటివరకు 3736.79 ఎకరా లు సమీకరణ ద్వారా రైతుల నుంచి తీసుకున్నారు. ఆ భూములను ఈ ఏడాది మార్చిలోనే కాకినాడ పోర్టు డైరెక్టర్‌కు కలెక్టర్‌ ద్వారా అప్పగించారు. నిర్మాణ సంస్థ నవయుగ ఇంజనీరింగ్‌ కంపెనీకి లీజుపై అప్పగించాల్సి ఉంది. పట్టా భూములు లేకుండా కేవలం ప్రభుత్వ, అసైన్డ్‌ భూ ములు తీసుకోడానికి నవయుగ ముందుకు రాక పోవడంతో పనుల ప్రారంభానికి జాప్యం జరుగు తోంది. సమస్యను పరిష్కరించడానికి ఇటీవల ముఖ్యమంత్రి భూములపై సమీక్ష నిర్వహించారు. మంత్రి కె.రవీంద్ర, ఎంపీ కొనకళ్ల నారాయణరావుతోపాటు కలెక్టర్‌ లక్ష్మీకాంతం మచిలీపట్నం అర్బన్‌ డెవలప్‌ మెంట్‌ అథారిటీ (ఎంయూడీఏ) అధికారులు, నిర్మాణ సంస్థ నవయుగ ప్రతినిధులు పాల్గొన్న సమావేశంలో అవసరమయితే భూసేకరణ చేపట్టాలనే నిర్ణయం తీసుకున్నారు. మూడేళ్లుగా భూ అమ్మకాలు, కొనుగోళ్లు నిలిచి పోవడం, రిజిస్ట్రేషన్‌కు అవకాశం లేకపో వడం, బ్యాంకులనుంచి రుణాలు పొందే సదుపాయం లేక పోర్టు భూముల రైతులు ఇబ్బందులకు గురవుతున్నారు. భూ సమీకరణకు అమరావతి తరహాలో ప్యాకేజి ప్రకటించినప్పటికీ కొంతమంది రైతులు మాత్రమే ముందుకొచ్చారు. తద్వారా 2278.32 పట్టాభూములకు 751.75 ఎకరాలు తీసుకో గలిగారు. మిగిలిన 1526 ఎకరాల పట్టా భూములను భూసేకరణ ద్వారా తీసుకోడానికి తుది కసరత్తు జరుగుతోంది. 2013 భూసేకరణ చట్టం ద్వారా తీసుకోవాలనే తలంపుతో ఉన్నారు. ఈ ప్రక్రియకు మంగినపూడి, తవిసిపూడి, కరగ్రహారం, పోతేపల్లి, చిలకలపూడి, బందరు రూరల్‌ గ్రామాల రైతులను సీఎం సమావేశపర్చేందుకు అధికారులు సమాయత్తమయ్యారు. భూసేకరణ ప్రక్రియ అమలు కోసం ఆయా గ్రామాల్లో భూములు, సంబంధిత రైతుల వివరాల సేకరణ జరుగుతోంది. sonykongara Posted January 6, 2018 Author Share Posted January 6, 2018 భూములపై తుది కసరత్తు 06-01-2018 10:41:10 8న సీఎంతో రైతుల ముఖాముఖి కొలిక్కిరానున్న భూముల సమస్య ఆంధ్రజ్యోతి-మచిలీపట్నం: పోర్టుభూములపై తుది కసరత్తు జరుగుతోంది. రైతులు ముఖ్యమంత్రి చంద్ర బాబు నాయుడుతో భేటీ కానున్నారు. ఈనెల 8న సీఎంతో రైతుల ముఖాముఖి జరగనుంది. ఈ సమావేశం సఫలీకృతమైతే భూముల సమస్య ఒక కొలిక్కివచ్చే అవకాశం ఉంది. పోర్టు నిర్మాణానికి అవసరమైన భూముల కోసం మూడేళ్ళ నుంచి కసరత్తు జరుగుతున్న విషయం విదితమే. దశాబ్దాలుగా మరుగున పడిన పోర్టు నిర్మాణంపై 2014 ఎన్నికల్లో టీడీపీ అధినేత చంద్రబాబునాయుడు హామీ ఇచ్చారు. అధికారంలోకి వచ్చిన ఆరునెలల్లో పనులు ప్రారంభిస్తామన్నారు. ఈ విషయంలో ప్రభుత్వం చిత్తశుద్ధితో ఉన్నా భూముల సమస్య పరిష్కారం కాలేదు. ఈ నేపథ్యంలో పోర్టు నిర్మాణంపై దృష్టి సారించి మార్చి లేదా ఏప్రిల్‌లో పనులు ప్రారంభిం చాలనే సంకల్పంతో ఉన్నారు. ఈలోగా భూసమస్యలు పరిష్కారానికి చురుగ్గా అడుగులేస్తున్నారు. పోర్టు నిర్మాణం కోసం ప్రభుత్వం 2015 నుంచే కసరత్తు ప్రారంభించింది. నిర్మాణానికి అవసరమైన భూముల కోసం ఆ ఏడాది భూసేకరణ నోటిఫికేషన్‌ విడుదల చేయగా, తదనంతర పరిణామాలతో భూసమీకరణ చేపట్టారు. అయినప్పటికీ లక్ష్యం నెరవేరలేదు. పోర్టుకు అవసరమైన భూముల్లో 3014ఎకరాల ప్రభుత్వ అసైన్డ్‌ భూములు గతేడాది మార్చిలోనే కాకినాడ పోర్టు డైరెక్టర్‌కు అప్పగించారు. పట్టా భూముల విషయంలోనే రైతులను ఒప్పించడంలో జాప్యం జరుగుతూ వస్తోంది. పోర్టు నిర్మాణానికి అవసరమైన 2282 ఎకరాల పట్టా భూముల్లో భూసమీకరణ ద్వారా ఇప్పటివరకు దాదాపు 700 ఎకరాలు సేకరించ గలిగారు. ఆయా భూములకు మాత్రమే రైతుల నుంచి అంగీకారపత్రాలు రాగా, మిగిలిన భూముల సేకరణ సందిగ్ధంలోనే ఉన్నాయి. భూసమీకరణ ద్వారా పోర్టు నిర్మాణానికి భూములిచ్చిన రైతులకు అమరావతి తరహాలో ప్యాకేజీ అమలు చేస్తున్నా భూములిచ్చేందుకు రైతులు ముందుకు రావడంలేదు. దీనిపై రైతులకు అవగాహన కల్పించేందుకు ప్రజాప్రతినిధులతో పాటు అధికారులు, పోర్టు గ్రామాల రైతుల చుట్టూ తిరుగుతూనే ఉన్నారు. ఈ దశలో భూ సమీకరణ కాకుండా భూ సేకరణకు రైతులు మొగ్గు చూపే అవకాశం ఉందని గ్రహించి అందుకు అవసరమైన కసరత్తు మొదలు పెట్టారు. భూ సమీకరణ రైతులకు మేలైన ప్యాకేజీ అయినప్పటికీ అందుకు ఇష్టపడని రైతులకు భూసేకరణ అమలు చేయాలనే ఉద్దేశంతో ప్రభుత్వం ఉన్నట్టు తెలుస్తోంది.ఈ విషయాన్ని స్వయాన ముఖ్యమంత్రి చంద్రబాబు నాయుడు సమక్షంలో స్పష్టం చేసేందుకు మంత్రి కొల్లు రవీంద్ర, ఎంపీ కొనకళ్ళ నారాయణరావులతో పాటు ‘ముడా’ అధికారులు పావులు కదిపారు. దానిలో భాగంగానే ఈనెల 8న పోర్టు గ్రామాల రైతులను సీఎం చంద్రబాబునాయుడుతో భేటీకి ముహూర్తం ఖరారు చేశారు. ఈ ముఖా ముఖిలో భూసమీకరణ వల్ల ప్రయోజనాలు, భూసేకరణ లాభనష్టాలు రైతులకు క్షుణ్ణంగా వివరించే అవకాశం ఉంది. అనంతరం రైతుల అభిప్రాయాలను పరిగణలోకి తీసుకుని వారికి అనుగుణంగా ప్రభుత్వం నిర్ణయం తీసుకునే అవకాశం ఉంది. ముఖాముఖి తరువాత పోర్టు భూముల సమస్య ఒక కొలిక్కి వస్తుందనే అభిప్రాయం వ్యక్తమవుతోంది.పోర్టు నిర్మాణానికి అవసరమైన భూములివ్వడానికి రైతులు వ్యతిరేకం కాకపోయినప్పటికీ వారిలో నెలకొన్న అనుమానాలు, అపోహలతో ముందుకు రాలేక పోతున్నారు. ముఖ్యంగా కొన్ని గ్రామాల్లో మాగాణి భూములుగా ఉన్న తమ భూము లను మెట్టభూములుగా నమోదుచేశారని, తద్వారా తక్కువ లీజు పొందాల్సివస్తుందనే అభిప్రాయం రైతులలో ఉంది. భూసమీకరణ ద్వారా భూములిచ్చిన రైతులకు పదేళ్ళపాటు కౌలు చెల్లిస్తారు. మాగాణికి ఏడాదికి రూ.50 వేల వంతున,మెట్ట భూమికి 30 వేల రూపా యల వంతున ప్రతి ఏడాది10 శాతం పెంపుతో ఈ కౌలు చెల్లింపు జరుగుతుంది. దీంతో మెట్ట భూమిగా గుర్తించిన తమ భూములను మాగాణి భూములుగా పరిగణించాలనే డిమాండ్‌ రైతులలో ఉంది. తమ భూములకు బదులుగా తమకు కేటాయించే కమర్షియల్‌, రెసిడెన్షియల్‌ భూములు ఎక్కడిస్తారో స్పష్టం చేయాలనే అభిప్రాయంతో ఉన్నారు. భూ సమీకరణకు రైతులంతా వ్యతిరేకం కానప్పటికి అవసరాల రీత్యా భూ సేకరణ కోరుతున్న రైతుల విన్నపాన్ని ప్రభుత్వం ఆలకిస్తుందేమో చూడాల్సి ఉంది. సానుకూలత.. పోర్టు నిర్మాణ పనులు త్వరితగతిన ప్రారంభించాలనే అభిప్రాయంతో ప్రభుత్వం ఉంది. భూ సేకరణ ద్వారా రైతులకు చేకూరే ప్రయోజనాలు వివరించి, కానిపక్షంలో భూ సేకరణ అంశాన్ని సీఎం చంద్రబాబునాయుడు దృష్టికి తీసుకు వెళతాం. దానిలో భాగంగానే ఈనెల 8న పోర్టు గ్రామాల రైతులను సీఎంతో భేటీకి ఏర్పాటు చేశాం. ఆ రోజు సాయంత్రం 6 గంటలకు రైతులతో ముఖాముఖిలో ముఖ్యమంత్రి పాల్గొంటారు. ఈ సమావేశం ఫలితాలు సానుకూలంగా ఉంటాయని ఆశిస్తున్నాం. - మంత్రి కొల్లు రవీంద్ర Link to comment Share on other sites More sharing options...

swarnandhra Posted January 18, 2018 Share Posted January 18, 2018 govt should stop grandiose this port project to 30000 acres industrial corridor ...etc. otherwise pooling, acquisition, DPR, pooling, acquisition will be going in a circle for two decades. better use the 10k-14k govt land and acquire private land just to make it contiguous land mass and get the project going.
