పోలవరం ప్రాజెక్టును పరిశీలించిన నాబార్డు బృందం

పోలవరం: పశ్చిమ గోదావరి జిల్లాలో జరుగుతున్న పోలవరం పనులను నాబార్డు చీఫ్‌ జనరల్‌ మేనేజర్‌ కే.సురేశ్‌కుమార్‌ మంగళవారం పరిశీలించారు. ఈ సందర్భంగా ఆయన మాట్లాడుతూ.. కేంద్ర ప్రభుత్వ ఆదేశాలతో పోలవరం ప్రాజెక్టుకు ఆర్థిక సాయం అందిస్తున్నామన్నారు. ఇప్పటికే రహదారులు, వంతెనల నిర్మాణానికి రూ.479 కోట్లు అందజేశామన్నారు. మరికొన్ని ప్రాజెక్టులకు రెండు నెలల్లో రూ. 1,070 కోట్లు అందించేందుకు ప్రణాళిక రూపొందించామన్నారు. ఆయన వెంట నాబార్డు జీఎం కేఎస్‌ రఘుపతి, డీజీఎం బీ సూరిబాబు, ప్రాజెక్టు సలహాదారు వీఎస్‌ రమేశ్‌బాబు ఉన్నారు.

పోలవరం, న్యూస్‌టుడే: పోలవరం ప్రాజెక్టు పనులను ఐదుగురు సభ్యులతో కూడిన నాబార్డు పర్యవేక్షణ బృందం మంగళవారం పరిశీలించింది. ప్రాజెక్టు సమగ్ర వివరాలు జల వనరుల శాఖాధికారుల నుంచి సేకరించారు. పనులు జరుగుతున్న తీరును ఫొటోలు తీసుకున్నారు. ప్రాజెక్టు హిల్‌వ్యూపై నుంచి స్పిల్‌వే, స్పిల్‌ ఛానల్‌ పనులు పరిశీలించారు. పోలవరం ప్రాజెక్టు సలహాదారు వీఎస్‌ రమేష్‌బాబు నాబార్డు సీజీఎం కె.సురేష్‌కుమార్‌ ప్రాజెక్టు క్యాంపు కార్యాలయంలో పవర్‌పాయింట్‌ ప్రజెంటేషన్‌ ద్వారా పనులు గురించి వివరించారు. ఇప్పటి వరకు 56.69 శాతం పనులు పూర్తయినట్లు తెలిపారు. 2019 జూన్‌ నాటికి గ్రావిటీ ద్వారా నీరు, 2019 డిసెంబరు నాటికి ప్రాజెక్టు నిర్మాణం పూర్తిచేయాలన్న సంకల్పంతో రాష్ట్ర ప్రభుత్వం ఉన్నట్లు వివరించారు.మొత్తం 98 వేల కుటుంబాలకు పునరావాసం కల్పించాల్సి ఉందన్నారు. ఇప్పటి వరకు జరిగిన పనులకు సంబంధించి కేంద్రం నుంచి రూ.2,232 కోట్లు రావాల్సి ఉందన్నారు. ఎన్ని లక్షల ఎకరాలకు నీరు అందుతుందని నాబార్డు జీఎం కేఎస్‌ రఘుపతి అడిగారు. మొత్తం మీద 40 లక్షల ఎకరాలకు సాగునీరు అందుతుందని వివరించారు. అనంతరం నాబార్డు బృందం సభ్యులు స్పిల్‌వే, డయాఫ్రమ్‌వాల్‌ నిర్మాణాలను చూశారు. గోదారమ్మ పరవళ్లు చూసి ఇంత నీరు వృథాగా సముద్రంలో కలిసిపోతుందా అని ఆశ్చర్యపోయారు. దేశంలోని భారీ నీటి పారుదల ప్రాజెక్టులు, ఎత్తిపోతల పథకాలకు నాబార్డు ద్వారా ఆర్థిక సాయం చేస్తున్నట్లు నాబార్డు చీఫ్‌ జనరల్‌ మేనేజర్‌ (సీజీఎం) కె.సురేష్‌కుమార్‌ అన్నారు.  నాబార్డు డీజీఎం బి.సూరిబాబు, ఏజీఎం కె.కల్యాణ్‌సుందరం, ప్రాజెక్టు ఈఈలు ఉన్నారు.

ఈనాడు-అమరావతి: కర్ణాటక జలవనరులశాఖ మంత్రి శివకుమార్‌ త్వరలో పట్టిసీమ ఎత్తిపోతల, పోలవరం ప్రాజెక్టులతో పాటు గోదావరి కృష్ణా జిల్లాల్లో వివిధ సాగునీటి ప్రాజెక్టుల సందర్శనకు రానున్నారు. ఈ మేరకు ఆయన ఆంధ్రప్రదేశ్‌ రాష్ట్ర జలవనరులశాఖ మంత్రి దేవినేని ఉమామహేశ్వరరావుకు ఆసక్తి వ్యక్తం చేస్తూ లేఖ రాశారు. జులై నెలాఖరులో ప్రాజెక్టుల సందర్శనకు రావాలని ఆయనను ఆహ్వానిస్తూ మంత్రి దేవినేని ఉమామహేశ్వరరావు గతంలో లేఖ రాశారు.

they are going to build navigation channel after completion of dam  at polavaram . it will get completed by 2021.

navigation channel mentioned by @ravindras is not for right canal. that channel is to connect polavaram upstream to downstream (Bhadrachalam-Rajahmundry). Polavaram back water to right canal navigation is difficult. Need to go through a hill.

Vijayawada: Chief Minister N Chandrababu Naidu announced an incentive of 25 paise per tonne to promote inland waterways in the State. He said Andhra Pradesh has more potential for development of waterways and stressed on the need for development of inland waterways to prevent pollution and said that he wants to make AP a role model for inland waterways.

Participating as chief guest of stakeholders summit for development of national waterway-4 organised here on Thursday, the CM expressed concern over  poor usage of waterways which stands at 0.3 per cent in India against 46 per cent in Norway.

 

 

 

 

 

 

 

 

 

 

Naidu said that AP has more potential for waterways development with linking of Godavari-Krishna and other rivers. He said the proposed Kakinada-Pondicherry, Muktyala-Amaravati, Polavaram right canal and Polavaram right canal linking Visakhapatnam would provide great opportunity to transport coal, cement and rice at cheapest transport cost and help to reduce pollution.

 

The CM asked the Inland Waterways Authority of India officials to appoint global consultants to design world class inland waterways and AP is ready to extend necessary cooperation to promote water transport.
He said that three canals are passing through Vijayawada city and is planning to provide lung space along the canals by beautifying them. 

 

He said the development of waterways will also help to develop tourism in the region and said that the government has been asking the Government of India to allot INS Virat to Visakhapatnam to develop it as a start hotel  with 1,000-room capacity as it is having aircraft landing facility. 

 

This would help to bring awareness among people on the role of Navy in  protecting the country. Naidu said that they are planning to commission a logistics university, water university and energy university to promote all these sectors which will play key role in development of the State. Earlier, explaining the details of progress Inland waterways Authority of India chairman Amitabh Verma said 80 per cent of survey was completed. 

 

He said the tender works would be completed in 15 days for development of inland waterways from Muktyala  to Amaravati. He said that there is great potential for inland waterways as it would help for transport facility for coal, cement and rice to several ports in the State. 

 

Former Chief of Eastern naval Satish Soni explained on the progress of inland waterways in various countries.Minister for Water Resources Devineni Umamaheswara Rao, Secretary to Energy and Infrastructure and Investments Ajay Jain, chief engineer of Inland waterways authority of India S Dandapat and others were present.

అమరావతి, జూలై 26(ఆంధ్రజ్యోతి): పోలవరం ప్రాజెక్టులో కీలక డిజైన్లకు కేంద్రం ఎట్టకేలకు ఆమోదముద్ర వేసింది. అయితే భూసేకరణ, పునరావాసం, తుది అంచనాల విషయంలో.. అంటే ఆర్థిక విషయాల్లో మాత్రం కొర్రీలను కొనసాగిస్తోంది. మరింత రంధ్రాన్వేషణ చేయాలని కేంద్ర జలసంఘాన్ని ఆదేశించింది. మంగళ, బుధవారాల్లో జల సంఘం(సీడబ్ల్యూసీ) అధికారులతో రాష్ట్ర జల వనరుల కార్యదర్శి శశిభూషణ్‌కుమార్‌, ఈఎన్‌సీ ఎం.వెంకటేశ్వరరావు బృందం నిర్వహించిన సమీక్షలో పలు కీలక డిజైన్లకు ఆమోదముద్ర పడింది. రేడియల్‌ గేట్లు, స్పిల్‌వే ఎత్తు పెంపునకు జలసంఘం సమ్మతించింది. రేడియల్‌ గేట్లకు సంబంధించి లేవనెత్తిన సందేహాలకు అధికారులిచ్చిన సమాధానాలతో సంతృప్తిచెందింది. రివర్‌ స్లూయిస్‌ గేట్స్‌, స్టాప్‌లాగ్‌ గేట్స్‌, రెండోదశ ఎంబెడెడ్‌ పార్ట్స్‌, ప్రెస్ట్రెస్డ్‌ కాంక్రీట్‌కు కూడా ఆమోదం తెలిపింది. కాంక్రీట్‌ పనుల విషయానికొస్తే.. స్పిల్‌వే ఎత్తును 28.2 మీటర్ల నుంచి 38.2 మీటర్లకు, రివర్‌ స్లూయిస్‌ పెయిర్స్‌ ఎత్తును 16.5 మీటర్ల నుంచి 31 మీటర్లకు పెంచేందుకూ సరేనంది. 2019 నాటికి ప్రాజెక్టును పూర్త్తిచేయాలన్న లక్ష్యం మేరకు మిగతా డిజైన్లకూ త్వరితగతన ఆమోదముద్ర వేస్తామని తెలిపింది. కానీ ఈ డిజైన్ల ప్రకారం పనులు చేయాలంటే నిధులు అవసరం. వాటిపై మాత్రం కేంద్రం మరింత మొండి వైఖరి అవలంబిస్తోంది. ప్రాజెక్టు వ్యయ నివేదికలను కూలంకషంగా పరిశీలించాలని.. నిర్వాసితులకు పరిహారం పంపిణీపై కన్నేయాలని.. తప్పులు దొర్లితే ఏ మాత్రం ఉపేక్షించొద్దని కేంద్ర ఆర్థిక, జలవనరుల శాఖలు కేంద్ర జలసంఘాన్ని ఆదేశించినట్లు విశ్వసనీయంగా తెలిసింది.

 

భూసేకరణ, పరిహారం, సహాయ పునరావాస కార్యక్రమాల విషయంలో లోతైన అధ్యయనం చేయాలని రహస్య నోట్‌ పంపినట్లు సమాచారం. సహాయ పునరావాసంపై ఆంధ్రప్రదేశ్‌ ప్రభుత్వం అందించే నమూనాలో కాకుండా తాను సూచించిన ప్రత్యేక ఫార్మాట్‌లో సమాచారం సేకరించాలని కేంద్ర జల వనరుల శాఖ ఆదేశించినట్లు తెలిసింది. బీజేపీ రాష్ట్ర నేతలు, ఇతర పార్టీల నుంచి కేంద్ర జలసంఘానికి, కేంద్ర జలవనరుల శాఖకూ కొన్ని ఫిర్యాదులు అందినట్లు రాష్ట్ర జలవనరుల శాఖ వర్గాలు తెలిపాయి. కాగా, కేంద్రం కొర్రీలను ఎప్పటికప్పుడు పరిష్కరించేందుకు వీలుగా రాష్ట్ర జల వనరుల శాఖకు చెందిన 14మంది ఇంజనీరింగ్‌ అధికారులు ఢిల్లీలోనే మకాం వేశారు.

 

ఆంధ్ర కట్టుబడి ఉంది: కేంద్రం

పోలవరం నిర్వాసితులకు చట్టపరమైన ప్రయోజనాలు కల్పించడానికి ఏపీ ప్రభుత్వం కట్టుబడి ఉందని కేంద్ర గిరిజనశాఖ సహాయ మంత్రి సుదర్శన్‌ భగత్‌ స్పష్టం చేశారు. 2013 డిసెంబరు 31 వరకు 1894 భూసేకరణ చట్టం ప్రకారం, ఆ తర్వాత తేదీ నుంచి 2013 భూసేకరణ చట్టం ప్రకారం ప్రయోజనాలను కల్పిస్తుందన్నారు. పోలవరం రిజర్వాయర్‌ ఆపరేషన్‌ షెడ్యూల్లో మార్పులేదని సీడబ్ల్యూసీ స్పష్టం చేసిందని కేంద్ర మంత్రి అర్జున్‌రామ్‌ మేఘ్వాల్‌ లోక్‌సభలో తెలిపారు.

 

నిలదీస్తున్నారనే..?

ఇటీవల ఢిల్లీ వెళ్లిన ఉన్నతాధికార వర్గాలు అందించిన విశ్వసనీయ సమాచారం మేరకు.. ప్రాజెక్టు కోసం సేకరించిన భూమి, అందిస్తున్న పరిహారం, సహాయ పునరావాసాలపై రాష్ట్ర జల వనరులశాఖ అందించిన తుది అంచనాలపై ఉన్న సందేహాలన్నీ నివృత్తి చేసుకోవాలని కేంద్ర జల సంఘానికి.. పై రెండు శాఖల నుంచి స్పష్టమైన ఆదేశాలు అందాయి. రాష్ట్ర విభజన చట్టంలోని హామీలు, ప్రత్యేక హోదా, పోలవరంపై ఏపీ ప్రభుత్వం, టీడీపీ ఎంపీలు ప్రతి రోజూ తనను నిలదీస్తుండడమే ఈ కఠిన వైఖరికి కారణమని తెలుస్తోంది. అయినప్పటికీ సందేహాలను తీర్చేందుకు ాష్ట్ర బృందం ఇప్పటికే ఢిల్లీలో మకాం వేసింది. కొర్రీలకు బదులిచ్చేందుకు ఇంజనీరింగ్‌ అధికారులు అక్కడే సిద్ధంగా ఉన్నారు.
