As far as I know...state Government functions on the name of governor. Its a constitutional position. That’s why every bill has to signed by the governor.

Moreover, Governor is the one who can invite a political group to form government.

Resolutions of TVK : 26 resolutions passed andulo koni ivi... 

1. Condemnation of Central Govt : Strongly opposes BJP-led policies harming democracy and federalism.

2. Against "One Nation, One Election": Sees it as a threat to democracy.
