తుళ్ళూరు: తాత్కాలిక సచివాయలం అనుకున్న సమయానికి నిర్మించి ప్రభుత్వానికి అప్పగించేందుకు ఎల్‌అండ్‌టీ, షాపూరీ ్జపల్లోంజీ కంపెనీలు పోటీపడుతున్నాయి. శనివారం తాత్కాలికక సచివాలయ ప్రదేశంలోకి 30 మీటర్లలోతు నుంచి కాంక్రీట్‌ పిల్లర్లు (పైల్స్‌) వేయటానికి భారీ యంత్రాలు వచ్చాయి. నరసరావుపేట ప్లాంటు నుంచి కాంక్రీటు స్థంభాలను ఇక్కడకు తరలించారు. వీటిని భూమిలోకి వంద అడుగులు హేమరింగ్‌ రిడ్జి తో దించుతారు. వీటి మీద భవన నిర్మాణాలు చేస్తారు. ఈ పైల్స్‌కు యం-80 కాంక్రీటు వాడారు. ప్రదేశంలో కంపెనీలు సాయల్‌ టెస్ట్‌ ప్రారంభించారు. పనులకు అవసరమైన విద్యుత్‌ను సరఫరా చేయాలని రెండు కంపెనీలు విద్యుత్‌ శాఖకు దరఖాస్తు చేసుకున్నాయి. దీనిపై విద్యుత్‌ శాఖ వెంటనే స్పందించినట్టు తెలిసింది. అందుకు ట్రాన్నఫార్మర్‌లు ఏర్పాటు చేశారు. 

 

HUDCO loans Rs 90 crore to AP

The state-owned Housing and Urban Development Corporation (HUDCO) has sanctioned a loan of Rs 90 crore for the Andhra Pradesh Capital Region Development Authority (APCRDA), Lok Sabha was told today.

 

The loan was sanctioned last month and the legal paperwork for the same is in progress, Minister of State for Housing and Urban Poverty Alleviation Babul Supriyo said in a written reply.

 

To another query, the minister said 64,942 houses were built for urban poor in Andhra Pradesh under the Jawaharlal Nehru Urban Renewable Mission and Rajiv Awas Yojana. Of these, 40,331 houses have been occupied by the beneficiaries, he said.

 

A total of 80,999 houses were sanctioned for Andhra Pradesh under these schemes, which have now been merged under the Prime Minister Awas Yojana (Urban) launched in June last year.

 

Supriyo said the state government has been asked to finish construction of these houses by March 31 next year

Hope some Quality checks are being done independently from government side.

 

Quality checks should be done even for all irrigation works going on in state.

Earlier there is a plan to put up a helipad for the Chief Minister’s use. But it is now shelved. We are told that this decision was taken to allow expansion of these buildings.

The government is of the opinion that instead of going for renting and leasing, additional floors in these buildings will be more feasible and will also make sure the administration is carried out from one place.

All the HOD offices are also likely to be accommodate here. The government will take a final decision on this very soon. ఆంధ్రప్రదేశ్‌ తాత్కాలిక సచివాలయ నిర్మాణ పనులు శరవేగంగా సాగుతున్నాయి. జూన్‌ ఒకటో తేదీ నాటికే నిర్మాణం పూర్తి చేయాలన్న లక్ష్యంతో గుత్తేదారులు పనిచేస్తున్నారు. ఆరు భవనాలకుగానూ ఐదింటి నిర్మాణం మొదలైంది. శాసనసభ భవన నిర్మాణ పనులు ఇంకా ప్రారంభించాల్సి ఉంది. అమరావతిలో తొలి ప్రభుత్వ భవనాలు ఇవే కావడం, రాజధాని నిర్మాణం పూర్తయి శాశ్వత భవనాలు సమకూరే వరకూ ముఖ్యమంత్రి సహా ప్రభుత్వ యంత్రాంగం మొత్తం ఇక్కడి నుంచే పని చేయాల్సి ఉండటంతో వీటి నిర్మాణాన్ని అత్యంత ప్రతిష్ఠాత్మకంగా భావిస్తున్నారు. శాసనసభ, శాసన మండలి సమావేశాలూ ఈ ప్రాంగణంలోనే జరుగుతాయి. అందుకే దీనిని ప్రభుత్వం ‘మధ్యంతర ప్రభుత్వ భవన సముదాయం’గా వ్యవహరిస్తోంది. స్వల్ప వ్యవధిలోనే భవనాల నిర్మాణం పూర్తి చేయాల్సి ఉన్నప్పటికీ నాణ్యతలో రాజీ పడకుండా జాగ్రత్తలు తీసుకుంటున్నారు. ఇంత వరకూ 25శాతం పనులు పూర్తయినట్టు అధికారులు చెబుతున్నారు. భవన నిర్మాణాలను రూ.201 కోట్లతో చేపట్టారు. లోపల అలంకరణలు, ఫర్నీచరు, ఈ భవన సముదాయం వెలుపల రహదారులు, నీటి సరఫరా, విద్యుత్‌ వ్యవస్థల ఏర్పాటుకు మరో రూ.100 కోట్ల వరకూ వెచ్చించాల్సి ఉంటుందని అంచనా.

 

30 మీటర్ల లోతు వరకు స్తంభాలు..

తాత్కాలిక సచివాలయ భవనాల కోసం మొత్తం 45 ఎకరాల్ని ప్రభుత్వం కేటాయించింది. ఇందులో 20 ఎకరాల్లో భవనాల నిర్మాణం జరుగుతోంది. మిగతా స్థలాన్ని వాహనాల పార్కింగ్‌ వంటి వసతులకు వినియోగిస్తారు. జీ+1 విధానంలో మొత్తం ఆరు భవనాలు నిర్మిస్తున్నారు. శాసనసభ భవనం తప్ప మిగతావన్నీ పొడవు 72 మీటర్లు, వెడల్పు 72 మీటర్లు ఉంటాయి. ప్రస్తుతానికి జీ+1 నిర్మాణాలే చేస్తున్నా, భవిష్యత్తులో మరో ఆరు అంతస్తులు నిర్మించడానికి వీలుగా వీటిని డిజైన్‌ చేశారు. పునాదులు పటిష్ఠంగా నిర్మిస్తున్నారు. ఆరు భవనాల్ని మూడు ప్యాకేజీలుగా విభజించారు. ఎల్‌అండ్‌టీ సంస్థకు రెండు ప్యాకేజీలు, షాపూర్‌జీ పల్లోంజీ కంపెనీకి ఒక ప్యాకేజీ పనులు ఇచ్చారు. ఇక్కడి నేల స్వభావాన్ని దృష్టిలో ఉంచుకుని పైల్‌ ఫౌండేషన్‌ వేస్తున్నాయి. భూమిలోపల రాయి తగిలేంత వరకూ తవ్వుతూ వెళ్లి అక్కడి నుంచి కాంక్రీటు స్తంభాలు నిర్మిస్తున్నారు. వీటినే పైల్స్‌ అంటారు. గరిష్ఠంగా 30 మీటర్ల లోతు వరకూ ఇలాంటి స్తంభాలు వేయాల్సి వస్తోంది.

ఇదీ ప్రక్రియ.. * మొత్తం ఆరు భవనాలకుగానూ 1109 పైల్స్‌ వేస్తున్నారు. 1200, 900, 600 మి.మీ. చుట్టుకొలత కలిగిన స్తంభాలు వేస్తున్నారు.

* మొదట భారీ రిగ్గులతో రాయి తగిలేంత వరకూ తవ్వుతున్నారు. నేలలోమట్టి పొరల స్వభావాన్ని బట్టి తవ్వే పరికరాన్ని (బకెట్‌లు) మారుస్తున్నారు. లోతుకి తవ్వే క్రమంలో మట్టిపెళ్లలు విరిగి పడకుండా బెంటోనైట్‌ క్లే అన్న పదార్థాన్ని నీటితో కలిపి లోపలికి పంపిస్తున్నారు. కొన్ని చోట్ల పాలిమర్‌ అనే ద్రవరూప పదార్థాన్ని వాడుతున్నారు.

* కావాల్సిన లోతు వరకూ తవ్విన తర్వాత ఉక్కుతో తయారు చేసిన కేజ్‌లను లోపలికి పంపిస్తున్నారు. దానిలోకి కాంక్రీటు వేయడానికి ట్రెమీ పైప్‌ కాంక్రీటింగ్‌ అన్న విధానాన్ని అనుసరిస్తున్నారు. ఒక గొట్టాన్ని భూమి లోపలి వరకు పంపిస్తున్నారు. పైన గరాటు వంటి పరికరం ద్వారా కాంక్రీటు లోపలికి పంపిస్తున్నారు.

* ఒక చోట అవసరాన్ని బట్టి పక్కపక్కనే రెండు నుంచి నాలుగు పైల్స్‌ వేస్తున్నారు. తర్వాత వాటికి పైల్‌ కేపింగ్‌ చేస్తున్నారు. ఒక ప్రాంతంలో వేసిన మూడు నాలుగు పైల్స్‌ని కలుపుతూ దానిపై నిర్మించే పటిష్ఠమైన సిమెంట్‌ దిమ్మనే పైల్‌క్యాప్‌ అంటారు. పైల్‌క్యాప్‌ ఎత్తు ఆరు అడుగుల వరకు ఉంటోంది. ఈ పైల్‌క్యాప్‌పై నిలువు స్తంభం (కాలమ్‌) నిర్మిస్తున్నారు. సగటున రోజుకి 50 పైల్స్‌ నిర్మాణం పూర్తవుతోంది.

* భూమి లోపలి వరకూ తవ్వడానికి భారీ హైడ్రాలిక్‌ డ్రిల్లింగ్‌ మెషీన్లు వాడుతున్నారు. 50 మీటర్ల లోతు, 2500 మి.మీ. చుట్టుకొలతగల రంధ్రాలు చేయగల సామర్థ్యం ఈ రిగ్గులకు ఉంది. 35 టన్నుల సామర్థ్యంగల క్రేన్లు వినియోగిస్తున్నారు.

* ఇంత వరకూ ఎల్‌అండ్‌టీ సంస్థ సుమారు 300, షాపూర్‌జీ సంస్థ 260 వరకూ పైల్స్‌ నిర్మాణం పూర్తి చేసింది. ఈ నెలాఖరుకు మొత్తం పైల్స్‌ వేయడం పూర్తి చేయాలన్నది లక్ష్యం.

* పైల్‌ క్యాప్స్‌ వేయడం పూర్తయ్యాక వాటిపై నిలువు స్తంభాలు (కాలమ్స్‌) నిర్మిస్తారు. ఆ తర్వాత ప్లింత్‌ బీమ్స్‌ వేసి, గ్రౌండ్‌ ఫ్లోర్‌ కోసం శ్లాబ్‌ వేస్తారు.

* 3.2 మీటర్ల ఎత్తులో గ్రౌండ్‌ ఫ్లోర్‌ శ్లాబ్‌, ఆ తర్వాత 3.2 మీటర్ల ఎత్తులో మొదటి అంతస్తు శ్లాబ్‌ వేస్తారు. ఇక్కడ వేసే స్తంభాలను (బీమ్స్‌) ముందే సిద్ధం చేసి, ఇక్కడికి తీసుకువచ్చి అమర్చనున్నారు.

* తాత్కాలిక సచివాలయ నిర్మాణ పనుల్లో కార్మికులు మొదలుకుని, ఇంజినీర్ల వరకు సుమారు 900 నుంచి 1000 మంది పనిచేస్తున్నారు. వీరి కోసం ఆ ప్రాంగణానికి సమీపంలోనే తాత్కాలిక వసతి ఏర్పాటు చేశారు.

* వేగంగా పనులు పూర్తి చేయాల్సి ఉండటంతో రాత్రి పగలు అన్న తేడా లేకుండా షిఫ్టుల్లో పని చేస్తున్నారు.

* తాత్కాలిక సచివాలయానికి ఫిబ్రవరి 17న భూమి పూజ జరిగింది. గుత్తేదారులకు ఫిబ్రవరి 20న స్థలం అప్పగించారు. అదే నెల 24 నుంచి పనులు మొదలయ్యాయి. మార్చి నెలాఖరుకు పునాదుల నిర్మాణం పూర్తి చేయాలని, మే 15కి మొదటి అంతస్తు శ్లాబ్‌, మే నెలాఖరుకి రెండో అంతస్తు శ్లాబ్‌ నిర్మాణం పూర్తి చేయాలన్నది లక్ష్యం.

* తాత్కాలిక సచివాలయంలో ఒక్కో అంతస్తులో లక్ష చదరపు అడుగుల నిర్మిత ప్రాంతం వస్తుంది. ఒక్కో ఉద్యోగికి సగటున 70 చ.అడుగులు అవసరమవుతుందని అంచనా.
