Situation between govt. employees and politicians is because of two reasons... corruption and fear 1) Corruption, Both politicians and govt. employees are corrupt and give certificates with out checking, they get their share. They don't care about consequences as they know they can play with loop holes in system and laws by supporting each other. Reason: Greed for easy money 2) Fear, Though employee does not like to certify with out checking, as politicians force, their fear for loosing job and difficulties they create in their job makes them to do what politicians want.
