‘Great opportunity for two countries to work together’

: A dialogue between the Indian and Russian defence industries, organised by the Federation of India Chamber of Commerce & Industry (FICCI) here on Tuesday witnessed positive development in the area of shipbuilding activity as the State-owned shipbuilding corporation of Russia expressed its keenness on developing the industry in Andhra Pradesh.

It was also an occasion for the Indian side to recall the long association between India and Russia and the latter’s significant contribution in building the Visakhapatnam Steel Plant and the Naval Dockyard.

President of the United Shipbuilding Corporation of Russia Alexey L. Rakhmanov, who led the Russian delegation, said the corporation, which had a market share of 95 per cent in that country, was interested in setting up a manufacturing unit in A.P. to meet the requirements of the domestic and export markets.

Mr. Rakhmanov found a great opportunity for the two countries to work together in the defence manufacturing area and said the Russian corporation which had great expertise in building merchant vessels, warships and weapon systems could also manufacture vessels for inland waterways of AP.

“We take the Make-in-India campaign very seriously. We believe there is a great opportunity for Russia and India to co-operate in defence manufacturing sector and we are particularly enthusiastic about Andhra Pradesh, as Chief Minister N. Chandrababu Naidu is evincing great interest in this sector,” he said.

Flag Officer Commanding-in-Chief of Eastern Naval Command H.C.S. Bisht, while recalling the long association between the two countries, hoped the two would continue to play an equally significant role in developing Visakhapatnam, an important city of the State. CMD of Hindustan Shipyard Limited Rear Admiral L.V Sarat Babu said the shipbuilding industry had received infrastructure status from the government and graded assistance was also likely to be provided.

He said Russia and India, AP in particular, could set up joint manufacturing facilities. At present, nearly 45 per cent of components that go into ship-building were being imported and Russia and India could manufacture the same in India through joint ventures or any other way, he felt.

Director of Department of Industries and Commerce Kartikeya Mishra explained the investment opportunities.

Ambassador-designate to Romania S.V.S. Ramesh Chandra, CEO of AP Economic Development Board J. Krishna Kishore, FICCI’s senior director and its defence and aerospace wing head Vivek Pandit, co-chairman of the wing Shiv V. Khemka, and Chairman of the AP council of FICCI M. Prabhakara Rao spoke.

Later delegates from the Indian and Russian Defence industries discussed various issues.

ఆంధ్రప్రదేశ్‌లో మరిన్ని రష్యన్‌ కంపెనీలు పరిశ్రమలు నెలకొల్పనున్నాయని ఎపి ఎకనామిక్‌ డెవల్‌పమెంట్‌ బోర్డు సిఇఒ జె కృష్ణ కిషోర్‌ అన్నారు. డిఫెన్స్‌, ఆటోమొబైల్‌ రంగాలలో ఉత్పత్తి యూనిట్లు వస్తే ఇక్కడ ఉపాధి పెరుగుతుందనే ఆలోచనతో ముఖ్యమంత్రి చంద్రబాబు నాయుడు జూలై నెలలో రష్యా వెళ్లి అక్కడి కంపెనీలతో చర్చించారన్నారు. ఇందులో భాగంగానే రష్యన్‌ కంపెనీలు తాజాగా విశాఖలోనూ, ఆంధ్రప్రదేశ్‌లోని ఇతర ప్రాంతాలలో పరిశ్రమలు పెట్టేందుకు సుముఖత చూపుతున్నారన్నారు. యునైటెడ్‌ షిప్‌ బిల్డింగ్‌ కార్పొరేషన్‌ ప్రపంచంలోనే అతిపెద్ద కంపెనీ అని ఆయన తెలిపారు. రక్షణ రంగ అవసరాలలో 95 శాతం తీరుస్తున్నది ఈ కంపెనీయేనని చెప్పారు. యునైటెడ్‌ షిప్‌ బిల్డింగ్‌ రాకంతో ఆంధ్రప్రదేశ్‌కు మరిన్ని కంపెనీలు వచ్చే అవకాశముందన్నారు. త్వరలో షిప్‌ మాన్యుఫ్యాక్చరింగ్‌ హబ్‌కు సంబంధించి ఈ కంపెనీతో ఒప్పందం కుదుర్చుకోనున్నట్లు కృష్ణ కిశోర్‌ తెలిపారు. ఢిపెన్స్‌ మాన్యుఫ్యాక్చరింగ్‌ యూనిట్ల ఏర్పాటుపై రష్యన్‌ కంపెనీతో ఒప్పందం చేసుకోబోతున్న మొట్టమొదటి రాష్ట్రం ఆంధ్రప్రదేశ్‌ అని వాణిజ్య, పరిశ్రమల శాఖ కార్యదర్శి కార్తికేయ మిశ్రా తెలిపారు.

Alexey Alekseev, Deputy Director of Radar MMS, a joint-stock Russian company based in St. Petersburg, offered to implement an Integrated Intelligent System Project for the development of Andhra Pradesh at an industry interaction organised by the A.P. Economic Development Board (AP-EDB) and the Confederation of Indian Industry (CII) here on Wednesday. Radar MMS is a global leader in developing special and civil purpose radio electronic systems and suites, precision instruments and special software, for which it had received several awards, including two commendations from the President of the Russian Federation. Giving a presentation, Mr. Alekseev said the project was one of the possible areas of collaboration discussed earlier with the A.P. Government and he looked forward to a positive movement on that front.

 

Diverse applications

The products of the Radar MMS have diverse applications in sea-based and coastal facilities, intelligent buildings and transport systems, perimeter security and a host of other civilian as well as defence utilities.

The Ekranoplanes, which were extensively used for high-speed military transportation during the Soviet era, could become part of the civil aviation sector of A.P. if the partnership materialised. These vehicles are a class between hovercraft and aircraft and fly at low levels over the surface of the water.

Hydrofoils, a special class of boats fitted underneath with foils that lift the hulls clear of water, and maritime robotics are the other offerings.

It has applications for coastal monitoring that could be done from the three functional ports in Andhra Pradesh — Visakhapatnam, Krishnapatnam and Kakinada. “Radar MMS products,” Mr. Alekseev said, “have won global acclaim and we are keen on joining hands with the Government of A.P. to enable it to adopt the latest technologies in radio electronics that helps it in becoming a pioneer in real-time governance among other areas”.

Naidu hopes it will usher in a new era in cooperation

In a significant step towards consolidating the economic relations between the Russian Federation and Andhra Pradesh (A.P.), two Russian companies – United Shipbuilding Corporation (USC) and TechnoNICOL Corporation – signed Memorandums of Understanding with the A.P. Economic Development Board (AP-EDB) and SUN Group on Wednesday for the establishment of a shipbuilding facility and a waterproofing, roofing and insulation products manufacturing unit in A.P.

The USC has committed an investment of Rs. 100 crore in the shipbuilding facility, the location of which has not yet been finalised, while TechnoNICOL will bring a direct investment of $ 62 million into the project for which it is partnering with the SUN Group.

Speaking at an interactive session with the top brass of the government of A.P. and the captains of industry where the pacts were signed, Denis Manturov, Russia’s Minister of Industry & Trade , said: “Partnerships forged by Russia and A.P. provide the much-needed impetus to their economic and commercial engagement. This should usher in new era in development and pave the way for Indo-Russian economic and industrial cooperation which will stand the test of time.”

Mr. Manturov said IT and biotechnology were promising areas of collaboration between the Russian companies and those in A.P. and that he would encourage more delegations sponsored by Business Russia to explore the opportunities in A.P. and forge mutually beneficial partnerships.

A.P. Chief Minister N. Chandrababu Naidu said he had a discussion with Mr. Manturov over partnerships in technology, manufacturing, agriculture, food processing, aerospace and defence and the latter evinced interest in tying up with A.P. companies in irrigation and inland water transportation and navigation systems.

Mr. Naidu welcomed the delegates from Russia and said: “Russia and India have been strategic partners and Russia’s relations with A.P. are a testimony to that. I hope this delegation led by Minister Manturov will forge stronger partnerships in a new era of industrialisation,” and expressed happiness that Sudoexport, a subsidiary of USC, was studying the inland waterway project in A.P.

Finance Minster Yanamala Ramakrishnudu, EDB CEO J. Krishna Kishore, Business Russia President Repik Alexey, USC President Alexei L. Rakhmanov, TechnoNICOL Corp. CEO Sergei Kolesnikov, CII – AP Chairman G.S. Shiv Kumar and SUN Group Vice-Chairman Shiv Khemka were among those present.
