this is not advance. It is mentioned as "reimbursement" in the GO.

The word reimbursement doesn't mean that cost borne by the govt. reimbursement is just a repayment, it might be paid by  govt but from his salary. here in 4th point clearly mentioned that it is advance from his salary.

you are changing the meaning of reimbursement.

4th point merely stating the section under which this expenditure should go. That section covers many including salaries, advances, medical reimbursement.

As far as it’s as per norms there is nothing wrong. We all know that Dasari got a reimbursement of about Rs3 crores for his treatment in Hyderabad. He took treatment in a suite in the hotel where assistant had a separate living room. It were the amenities given by Government as per the protocols and it happens. If we dig like this there will be plenty of examples. Another Ex Jaya Lalitha! How many crores bill was paid to Apollo is unimaginable !

Yanamal garu before the Official Trip to Singpore under went Dental treatment in Hyderabad at AP Dental Hospital, Road No 10, Jublie Hills, Hyderabad with Dr.Kadiyala Rajendra

Treatment had not completed due to time constraint to rush Yanamala Garu to Singapore official trip of AP Government

After he reached Singapore, unfortunately he faced unbearable pain due to his Dental problem which was unfinished in Hyderabad 
$$$
Immediately Yanamala went for medical treatment at Singapore to get relief from pain, there needed Flap Surgery & Bone Grafting.

It can be verified through Dr.Kadiyala Rajendra for facts.

As far as costing is concerned, it is high side in Singapore as they charge around 4000 to 5000 Dollars for this treatment.

Yanamala Garu went to Singapore with the commitment to discharge his duties on behalf of AP Government though his treatment had in progress just before starting to Singapore

 his moral that there were 4 caps required for him to install to his tooth, but he did not take in Singapore and get treatment for that in Hyderabad.
