Time to change our Election procedure

EC failed miserably after Modi became PM. It’s time to change our election policy and procedure to instill confidence in the voter.

 

Elections anedhi oka pandaga laga jarapali, with good basic facilities like drinking water, toilets, separate queues for old, disabled and pregnant persons. Wait stations undani instead of queues. When your voter number is displayed or called, you can go and vote. We can upgrade our post offices and eSeva centers and other govts offices which can fulfill the purpose.

 

let the VVPAT slips be counted 100%. 

Election results can be declared in two ways. First result should be soft result where the results are declared based on EVM results.

 

within 2 weeks a hard result will come out which says the manual count of votes. 

 

For a Democracy like India, we need a fool proof solution.

First of all remove that form 7 $hit. That JS against the principle of EC. 

 

With one hand, EC gives advertisements to enroll new voters. With other hand they accept form 7 from public. 

 

Ideally form 7 should be submitted along with death certificate from MRO and common man should never have access to this form.

అమరావతి: ఏపీ సీఎం చంద్రబాబు మరోసారి హస్తిన బాట పడుతున్నారు. కేంద్రంపైనా, ఈసీపైనా న్యాయపోరాటం సాగించనున్నారు. ఆంధ్రప్రదేశ్‌ ఎన్నికల్లో జరిగిన పరిణామాలు, హింస, సాంకేతిక సమస్యలనే ఆయుధాలుగా ఎక్కుపెట్టారు. దీంతో ఎన్డీయే రహిత రాజకీయ పార్టీలన్నీ చంద్రబాబు అభ్యంతరాలపై చర్చిస్తున్నాయి. మరోసారి ఒకే వేదికగా పోరాటం సాగించేందుకు ప్రయత్నిస్తున్నాయి. ఆంధ్రప్రదేశ్‌ ముఖ్యమంత్రి చంద్రబాబు నాయుడు ఢిల్లీ కేంద్రంగా సాగుతున్న కుట్ర రాజకీయాలపై సమరశంఖం పూరించారు. హస్తిన వేదికగా సాగుతున్న వ్యవహారాలపై కన్నెర్రజేశారు. ఢిల్లీ వేదికపైనే తేల్చుకుంటానని తేల్చి చెప్పారు. ఓవైపు కేంద్ర ప్రభుత్వం, మరోవైపు ఎన్నికల కమిషన్‌ అధికారాల దుర్వినియోగంపై కార్యాచరణ రూపొందించబోతున్నట్లు స్పష్టం చేశారు. 'సేవ్‌ డెమోక్రసీ... సేవ్‌ నేషన్‌' నినాదంగా అన్ని రాజకీయ పార్టీలను ఏకం చేస్తానని ప్రకటించారు. రాజ్యాంగం కల్పించిన బాధ్యతలను సక్రమంగా నెరవేర్చకుండా.. అధికారాలను దుర్వినియోగం చేస్తున్న బండారాన్ని బట్టబయలు చేస్తానని చెప్పారు.

 

 

కేంద్రంలో ఎన్డీఏ ప్రభుత్వాన్ని నడిపిస్తున్న బీజేపీ నియంతృత్వంపై ప్రశ్నించినందుకు.. కొంతకాలంగా ఆంధ్రప్రదేశ్‌ ప్రభుత్వంపై కేంద్రం కుట్రలు పన్నుతోందని చంద్రబాబు మండిపడ్డారు. ఇప్పుడేమో ఏపీలో ఎన్నికల వేళ ప్రజాస్వామ్యం ఏ విధంగా అపహాస్యం అయ్యిందో మొరాయించిన ఈవీఎంలే నిదర్శనమని ఆగ్రహం వ్యక్తంచేశారు. ప్రజలు ప్రజాస్వామ్యయుతంగా ఎన్నుకున్న ప్రభుత్వం రాష్ట్రంలో అధికారంలో ఉండగా.. ఓవైపు ఏకపక్షంగా ఎన్నికల కమిషన్‌ తీవ్రమైన నిర్ణయాలు తీసుకొని.. అధికార వ్యవస్థను భయభ్రాంతులకు గురిచేసిందని ఆరోపించారు. ప్రభుత్వాన్ని బెదిరింపులకు గురిచేస్తూ.. కొంతమంది ప్రయోజనాల కోసమే ఎన్నికల కమిషన్‌ పనిచేస్తోందని చంద్రబాబు ధ్వజమెత్తారు.

 

 

ఈ పరిస్థితుల నేపథ్యంలో ప్రపంచంలోనే రెండో అతిపెద్ద ప్రజాస్వామ్య దేశమైన భారత్‌లో ప్రమాద ఘంటికలు మోగుతున్నాయని ఆంధ్రప్రదేశ్‌ ముఖ్యమంత్రి చంద్రబాబు అసహనం వ్యక్తం చేశారు. ప్రజాస్వామ్యంలో ముఖ్యఘట్టమైన ఎన్నికల నిర్వహణను బాధ్యతారాహిత్యంగా మార్చేశారని మండిపడ్డారు. తమకున్న అధికారాలను వినియోగించుకొని బాధ్యతలు నెరవేర్చాల్సిన ఈసీ.. తన విధులు పక్కనబెట్టి.. మోదీ కనుసన్నల్లో అధికార దుర్వినియోగానికి పాల్పడుతోందని ఆగ్రహం వ్యక్తంచేశారు. అందుకే దేశాన్ని కాపాడుకుందాం.. ప్రజాస్వామ్యాన్ని రక్షించుకుందాం అనే నినాదంతో ఢిల్లీ వెళ్తున్నానని చంద్రబాబు చెప్పారు. ఈవీఎంల మొరాయింపు, అవకతవకలపై న్యాయపోరాటం చేస్తామన్నారు. సుప్రీంకోర్టులో రివ్యూ పిటిషన్‌ వేస్తామన్నారు. అక్రమాలను నిరూపించేందుకు తాను సిద్ధమంటూ ఈసీకి సవాల్ విసిరారు చంద్రబాబు.

 

 

పవిత్రమైన పోలింగ్‌ పర్వాన్ని రాగద్వేషాలకు అతీతంగా.. పారదర్శకంగా నిర్వహించేందుకే ఎన్నికల కమిషన్‌కు అధికారాలు ఇచ్చారని, కానీ ఇప్పుడున్న ఈసీ యంత్రాంగం మాత్రం ప్రభుత్వాలనే నడిపిస్తోందని చంద్రబాబు తీవ్రస్థాయిలో కన్నెర్ర జేశారు. ఇంత పనికిమాలిన ఎలక్షన్ కమిషన్‌ను తానెప్పుడూ చూడలేదని చంద్రబాబు మండిపడ్డారు. నేరస్తులు ఏమి చెబితే అది ఈసీ పాటిస్తోందన్నారు.

 

 

ఏపీలో జరిగిన పోలింగ్‌పై తీవ్ర స్థాయిలో విరుచుకుపడిన సీఎం చంద్రబాబు ఈసీ తీరుపై మండిపడ్డారు. ఈవీఎంలు మొరాయించడంపైనా చంద్రబాబు అనుమానాలు వ్యక్తం చేశారు. రిపేర్ పేరుతో ఈవీఎంల మేనిపులేషన్ జరిగిందని అనుమానాలు వ్యక్తంచేశారు. ఎన్నడూ లేని విధంగా అత్యంత హింసాత్మక విధానంలో ఎన్నికలు జరగటం ఈసీ అసమర్థతకు నిదర్శనం అన్నారు. ఇప్పుడున్న ఎలక్షన్‌ కమిషన్‌ ప్రజాస్వామ్యంతో ఆడుకుంటోందన్నారు. అసలు ఈవీఎంలు ఎలా పనిచేస్తాయో తెలియని కుర్రాళ్లను తీసుకొచ్చి ఈవీఎంలకు ఇంచార్జిలుగా చేశారని విమర్శించారు.

 

 

ఈవీఎంలు రిపేర్ చేస్తున్నారా.. ఇంకేమైనా చేస్తున్నారా?

 

 

అసలు ఈవీఎంలు మొరాయించడం ఏంటి ? వాటిని రిపేర్‌ చేయడమేంటి ? అసలు వాళ్లు రిపేర్‌ చేస్తున్నారా? ఇంకేం చేస్తున్నారో కూడా తెలియని పరిస్థితి నెలకొందన్నారు చంద్రబాబు. సాంకేతిక లోపాల పేరుతో ఓటర్లను ఆడుకున్నారని ఈసీపై ఆగ్రహం వ్యక్తం చేశారు. తెలియని టెక్నాలజీని ప్రజలపై రుద్దడానికి మీరెవరని ఈసీని ప్రశ్నించారు. వ్యవస్థను కాపాడాల్సిన బాధ్యత మరిచి వ్యవస్థను భ్రష్టు పట్టిస్తున్నారని మండిపడ్డారు.

 

రాష్ట్రవ్యాప్తంగా 35శాతం ఈవీఎంలు మొరాయించాయని చంద్రబాబు తెలిపారు. ఏపీ వ్యాప్తంగా అల్లకల్లోలం సృష్టించారని మండిపడ్డారు. ఈవీఎంలు పనిచేయకపోతే ఓటర్లు మూడుసార్లు వెళ్లి మళ్లీ వచ్చారని స్పష్టంచేశారు. ముఖ్యమంత్రి నివాసం ఉన్న ప్రాంతంలోనే 30శాతం ఈవీఎంలు పనిచేయలేదంటే ఈసీ విధులు ఏస్థాయిలో నిర్వర్తించిందో అర్థం చేసుకోవచ్చునన్నారు చంద్రబాబు. స్వయంగా రాష్ట్ర ఎన్నికల ప్రధాన అధికారి గోపాలకృష్ణ ద్వివేదికి కూడా ఈ చేదు అనుభవం ఎదురైంది. గుంటూరు జిల్లా తాడేపల్లి 35వ పోలింగ్ కేంద్రంలో ఓటు వేసేందుకు ఆయన వెళ్లిన సమయంలో.. ఈవీఎం మొరాయించింది. ఈ పరిణామంపై.. ద్వివేది ఆగ్రహం వ్యక్తం చేశారు. వెంటనే ఈవీఎం మార్చాలని సిబ్బందిని ఆదేశించారు. ద్వివేది దాదాపు రెండు గంటల పాటు ఓటుకోసం నిరీక్షించాల్సి వచ్చింది.

 

 

సాక్షాత్తూ రాష్ట్ర ఎన్నికల ప్రధాన అధికారే ఈవీఎంలో వచ్చిన వెంటనే ఓటు వేయలేకపోవడాన్ని చంద్రబాబు ప్రస్తావించారు. సీఈవోనే ఓటేయలేకపోతే సామాన్యుల పరిస్థితి ఏంటి? అని ప్రశ్నించారు. ఈవీఎంలు సక్రమంగా పనిచేయవనడానికి ఇదే నిదర్శనమన్నారు. ఈవీఎం పర్యవేక్షణ, రిపేర్లకోసం ఎవరిని పడితే వాళ్లను నియమించామని సీఈవోనే చెప్పారని చంద్రబాబు తెలిపారు. అంతేకాదు.. రెండు గంటల పాటు ఈవీఎంలు మొరాయిస్తే అక్కడ రీపోలింగ్‌ నిర్వహించాలన్న నిబంధన ఉందని చంద్రబాబు గుర్తు చేశారు. ఎన్నికల కమిషన్‌ ఆ నిబంధనలను ఎందుకు పాటించడం లేదని ప్రశ్నించారు.

 

 

ఈ నేపథ్యంలో చంద్రబాబు ఢిల్లీ టూర్ జాతీయ స్థాయిలో హాట్‌టాపిక్‌గా మారింది. ప్రతి అంశాన్ని ఆధారాలతో సహా.. నిబంధనలను ఉటంకిస్తూ చంద్రబాబు లేవనెత్తుతున్న అభ్యంతరాలు ఎన్డీఏ మిత్రపక్షాలు మినహా అన్ని రాజకీయ పార్టీలను ఆలోచింపజేస్తున్నాయి. ఈ క్రమంలో పలువురు ప్రాంతీయ పార్టీలనేతలు, జాతీయస్థాయి నాయకులు ఇప్పటికే చంద్రబాబుతో టచ్‌లోకి వచ్చినట్లు తెలుస్తోంది. ప్రజాస్వామ్యాన్ని అపహాస్యం చేసేలా ప్రవర్తిస్తోన్న ఎన్నికల కమిషన్‌, కేంద్ర ప్రభుత్వం వ్యవహారాలపై ఉమ్మడిగా పోరాడేందుకు కార్యాచరణ రూపొందిస్తున్నట్లు సమాచారం. జాతీయ స్థాయిలో చంద్రబాబు పోరాటం ఇప్పుడు కొత్తేమీ కాదు. ఓ సమయంలో జాతీయ రాజకీయాలను శాసించిన నాయకుడు. దేశవ్యాప్తంగా ఉన్న ప్రాంతీయ పార్టీలు, జాతీయ పార్టీలతో సత్సంబంధాలు ఉన్నాయి. కేంద్రానికి వ్యతిరేకంగా 22 రాజకీయ పార్టీలను ఏకతాటిపైకి తీసుకొచ్చిన చరిత్ర చంద్రబాబుకు ఉంది. అయితే.. ఇప్పుడు చంద్రబాబు ఉగ్రరూపం.. కేంద్రంలో ప్రకంపనలు సృష్టిస్తోంది. మరోసారి కేంద్రానికి వ్యతిరేకంగా అన్ని రాజకీయ పార్టీలు ఏకమయ్యే పరిస్థితి నెలకొంది. ఇప్పుడు ఆంధ్రప్రదేశ్‌లో జరిగిన ఎన్నికలను.. మోదీ, ఆయనతో చేతులు కలిపి రాష్ట్ర ప్రయోజనాలకు అడ్డుపడుతున్న కేసీఆర్, నేర చరిత్ర ఉన్న జగన్ కలిసి భ్రష్టు పట్టించిన ఎన్నికలుగా చంద్రబాబు అభివర్ణించారు. నేరస్తులతో కలిసి అటు కేంద్రమే కాదు.. ఇటు ఈసీ కూడా తానా తందానా అంటున్న తీరును చంద్రబాబు ఎండగట్టారు. తనలాంటి సీనియర్‌ రాజకీయవేత్తలనే టార్గెట్‌ చేసుకుంటే ఏమవుతుందో నిరూపిస్తానని సవాల్‌ చేశారు. ప్రజల అండతో నడుస్తున్న ప్రభుత్వంపై కుట్రలు పన్నితే చూస్తూ ఊరుకునేది లేదని తెగేసి చెప్పారు.

 

తెల్లవారుజాము వరకు పోలింగ్ ఏంటి? 

 

 

తెల్లవారుజామున వరకు పోలింగ్ జరిగిందంటే.. ఎన్నికల కమిషన్ దీనికి ఏం సమాధానం చెబుతుంది అని చంద్రబాబు ప్రశ్నించారు. అసలు విధుల పట్ల ఈసీకి నిబద్దత ఉందా? అని ప్రశ్నించారు చంద్రబాబు. జనం తమ భవిష్యత్తును నిర్ణయించే పోలింగ్‌లో ఎంతో చైతన్యంతో పాల్గొంటే.. వాళ్ల ఉత్సాహంపై నీళ్లుచల్లేలా వ్యవహరించారని చంద్రబాబు ఆగ్రహం వ్యక్తంచేశారు. తమ రాష్ట్రం కోసం, తమ భవిష్యత్తుకోసం జనం.. ముఖ్యంగా మహిళలు వెల్లువలా తరలివచ్చి ఓట్లేశారన్నారు చంద్రబాబు. ప్రజాస్వామ్యాన్ని కాపాడుకోవాలి, రాష్ట్రాన్ని కాపాడుకోవాలన్న స్ఫూర్తితో మహిళలు తిరిగి వచ్చి మరీ పోలింగ్‌లో పాల్గొనడం ఓ ఉద్యమంగా చంద్రబాబు అభివర్ణించారు. ఇలాంటి స్ఫూర్తిని తన జీవితంలో ఎప్పుడూ చూడలేదన్నారు చంద్రబాబు.

 

 

అసలు ఈవీఎంల పోలింగ్‌లో పారదర్శకత ఉందా అని ప్రశ్నించారు. బజారులో అమ్ముకునే సరుకుగా తయారు చేశారన్నారు. ఐదు కోట్ల రూపాయలు ఇస్తే.. ఈవీఎంలను తారుమారు చేసి ఎమ్మెల్యేను చేస్తామంటున్నవాళ్లు కూడా పుట్టుకొచ్చారని చంద్రబాబు మండిపడ్డారు. ఇక.. ఢిల్లీ కేంద్రంగా పోరాడే ప్రధానాంశం.. వీవీప్యాట్‌ల లెక్కింపు అని చంద్రబాబు చెప్పారు. వీవీప్యాట్‌లు లెక్కించడానికి ఆరురోజుల సమయం పడుతుందని ఈసీ చెప్పడం విడ్డూరంగా ఉందన్నారు. చివరకు కోర్టును కూడా తప్పుదారి పట్టించారని మండిపడ్డారు. గతంలో బ్యాలెట్‌ పేపర్‌తో ఓటింగ్ నిర్వహించిన అనుభవం ఇప్పటి ఈసీ యంత్రాంగానికి తెలియదా అని ప్రశ్నించారు. 22 రాజకీయ పార్టీలు ఒక్కతాటిపైకి వచ్చి.. బ్యాలెట్‌ ఎలక్షన్స్‌ నిర్వహించాలని కోరితే విలువ లేదా అని, ఇదేనా ప్రజాస్వామ్యమని చంద్రబాబు నిలదీశారు.

 

 

రాష్ట్రవ్యాప్తంగా 2583 బూత్‌లు మొరాయించాయన్నది అధికారికంగా వచ్చిన నివేదిక అన్నారు చంద్రబాబు. కానీ డిప్యూటీ ఎన్నికల కమిషనర్‌ ఉమేష్‌ సిన్హా ఏపీలో ఈవీఎంల సమస్య పెద్ద సమస్యే కాదనడంపై చంద్రబాబు తీవ్రస్థాయిలో ఆగ్రహం వ్యక్తం చేశారు. ఈ పరిణామాలన్నీ చూస్తే.. ప్రతిపక్ష వైసీపీతో ఈసీ కుమ్మక్కయ్యిందన్న వాస్తవం బోధపడుతోందన్నారు చంద్రబాబు. ఈ నేపథ్యంలోనే హస్తిన బాట పట్టిన ఆంధ్రప్రదేశ్‌ ముఖ్యమంత్రి.. ఈసీతో, కేంద్రంతో తాడోపేడో తేల్చుకుంటానన్న మాదిరిగా వ్యాఖ్యానించడం జాతీయస్థాయిలో చర్చను లేవనెత్తింది. ఇప్పటికే కేంద్రం వ్యవహారశైలిపైనా, ఎన్నికల కమిషన్‌ తీరుపైనా మండిపడుతున్న రాజకీయ పార్టీలన్నీ చంద్రబాబు తాజా కార్యాచరణతో ఏకం కానున్నాయి. ఈవీఎంలతో పోలింగ్‌ను వ్యతిరేకిస్తున్న పార్టీలన్నీ మరోసారి కోర్టుమెట్లు ఎక్కే పరిస్థితి కనిపిస్తోంది. ప్రజాస్వామ్య వ్యవస్థలో20కి పైగా రాజకీయపార్టీలు ఒకే నిర్ణయానికి వచ్చి.. ఈవీఎంలతో ఎన్నికలు వద్దని చెప్పినా.. పెడచెవిన పెట్టడంపై ఇప్పటికే తీవ్ర ఆగ్రహంతో ఉన్న పార్టీలన్నీ చంద్రబాబు నేతృత్వంలో పోరాటం సాగించనున్నాయి.

Since they are implementing VVPAT which are new machines there will be some bad apples, they should be directly replaced instead of trying to fix them, each centre should have a few extras.

I am surpised no one is talking abt approaching supreme court on the unethical practices and helplessness of EC. They have one job to conduct elections every few years and they screw up big time

Modi's biggest asset is the Lack of opposition party. Unfortunately, there is no true opposition leader in the country for people to believe in.

Given the investment, I don't think they will go back to ballot, which can be manipulated more easily.

They allowed extra time na, only objectionable thing is people facing problems, they should have backup evm's in such cases instead of repairs. 

The main objection I have with EC is with regards to more streamlining of voter registration and removal.

Why can’t EC print a barcode on VVPAT slip and count them with a scanner? Appudu 100% count cheyochu

If you are arguing EC is conducting elections in atleast one state every year, they should have evolved in a better way with that experience. Instead, the EVM issues comes up big time. The EC is now expertise in creating hurdles rather than conduction fair and free elections.

Who is penalized here? Are there any retrospective actions after the elections? Why is BEL not held responsible for these malfunctioning? EOD it is this company that is providing these malfunctioning EVMs and they don’t even allow opening these EVMs by third parties for auditing the system and software (citing patent issues)

Me thinks, They got lakhs of evms and already state wise stockup chesinattu unnaru for elections, so first time error ratio might be more than they expect, they should have had backup plan by having extra evm's instead of going repair route.
