Ramesh39 Posted January 31, 2017 Share Posted January 31, 2017 సిలికాన్‌ వ్యాలీని ఢీకొనేందుకు సై.. వాషింగ్టన్‌: అమెరికా అధ్యక్షడు డొనాల్డ్‌ ట్రంప్‌ ఇప్పుడు ఇంట గెలిచేందుకు సిద్ధమవుతున్నారు. స్వదేశీ దిగ్గజ కంపెనీలన్నీ వ్యతిరేకిస్తున్నా.. ఉద్యోగాల్లో స్వదేశీయులకు పెద్దపీట వేసే బిల్లును ఆయన కార్యవర్గం సిద్ధం చేస్తోంది. ఇప్పటికే సిలికాన్‌ వ్యాలీలోని గూగుల్‌, ఫేస్‌బుక్‌, అమెజాన్‌ మైక్రోసాఫ్ట్‌ తదితర సంస్థలు ముస్లిం ఆధిక్య దేశాలపై విధించిన నిబంధనలను తీవ్రంగా వ్యతిరేకిస్తున్నాయి. కానీ ఇవేవీ పట్టించుకోని ట్రంప్‌ కార్యవర్గం ఇంటిపోరును ఎదుర్కొనేందుకు వేగంగా సిద్ధమైపోతోంది. వర్క్‌వీసా కార్యక్రమంలో సమూల మార్పులు చేస్తూ జారీ చేయనున్న ఎగ్జిక్యూటివ్‌ ఆదేశాలను సిద్ధం చేస్తున్నారు. అత్యధిక టెక్నాలజీ కంపెనీల భవిత దీనిపై ఆధారపడి ఉన్నాయి. ఈ ఎగ్జిక్యూటివ్‌ ఆదేశాలు ఒక సారి జారీ అయ్యాయంటే అమెజాన్‌, యాపిల్‌, మైక్రోసాఫ్ట్‌ వంటి సంస్థలు ప్రతిభావంతులను నియమించుకునే విధానాలు మారతాయి.. ఇక భారతీయ సంస్థల నియామక విధానాల్లో అయితే సమూల మార్పులు తప్పవు. ఇన్ఫోసిస్‌, విప్రో వంటి సంస్థలు అమెరికా శాఖల్లో అమెరికన్ల నియామకానికే తొలిప్రాధాన్యం ఇవ్వాలి. ఒక వేళ విదేశీ ఉద్యోగులను నియిమించుకునేట్లైతే అత్యధిక వేతనం ఉన్న స్థానాల్లో అమెరికన్లే ఉండాలి. ఈ ఇమ్మిగ్రేషన్‌ పాలసీలో అమెరికా జాతికే తొలి, అత్యధిక ప్రాధాన్యాలు ఇస్తారు. విదేశీ ఉద్యోగుల వీసా కార్యక్రమం అమెరికా ఉద్యోగుల, చట్టప్రకారం అమెరికాలో ఉండే వారి పౌరహక్కులను రక్షించే విధంగా ఉంటుంది. అమెరికాలో విదేశీయులకు వర్క్‌ వీసాల విధానం అక్కడి కంపెనీల సౌకర్యార్థం సిద్ధం చేసింది. స్థానికంగా అర్హులైన ఉద్యోగులు దొరకనప్పుడు ఈ విధానం కింద విదేశీయులను ఉద్యోగులుగా నియమించుకోవచ్చు. చాలా కంపెనీలు సైన్స్‌ అండ్‌ టెక్నాలజీ, ఇంజినీరింగ్‌, గణిత (ఎస్‌టీఈఎం) రంగాల్లో అత్యున్నత ఉద్యోగాల కోసం వీరిని నియమించుకుంటున్నాయి. కానీ ఇటీవల కాలంలో అమెరికన్లు అందుబాటులో ఉన్నా.. తక్కువ వేతనానికి పనిచేస్తారని విదేశీయులను తీసుకోవటం మొదలుపెట్టారు. దీంతో అక్కడ గగ్గోలు మొదలైంది. ‘‘ కొత్త కంపెనీల్లో అయితే ఎస్‌టీఈఎం ఉద్యోగులే అత్యధికభాగం ఉంటున్నారు. వీరి కృషితో కొత్త పేటెంట్లను సాధించి అమెరికన్‌ కంపెనీలు ఎదిగి.. వేలసంఖ్యలో ఉద్యోగాలను సృష్టిస్తున్నాయి. అటువంటి వాటిని రానీయకపోవడం అమెరికాకు అవసరం అని ఎలా అనుకుంటాం’’ అని బ్రూకింగ్‌ ఇన్‌స్టిట్యూట్‌లో ఉద్యోగ మార్కెట్‌పై రీసెర్చి చేస్తున్న గ్యారీ బ్రూట్‌లెస్‌ తెలిపారు. ప్రస్తుతం సిద్ధమవుతున్న ఎగ్జిక్యూటివ్‌ ఆర్డర్‌పై స్పందించేందుకు ట్రంప్‌ కార్యవర్గం నిరాకరించింది. కానీ ఎగ్జిక్యూటివ్‌ ఆర్డర్‌ తయారీ సందర్భంగా ట్రంప్‌ ఎన్నికల్లో వాగ్దానాలను పరిగణనలోకి తీసుకుంటున్నట్లు సమాచారం. ముఖ్యంగా ఆటోమొబైల్‌, టెక్నాలజీ రంగాలు అమెరికన్లనే ఉద్యోగాల్లోకి తీసుకునేలా దీనిలో ఏర్పాట్లు ఉండే అవకాశం ఉంది. ట్రంప్‌ జారీ చేయబోయే ఎగ్జిక్యూటివ్‌ ఆర్డర్‌ తీవ్రత ఇంతవరకు బయటకు రాలేదు.. కానీ మరోపక్క మాత్రం కాంగ్రెస్‌ వీసా సంస్కరణలపై ఇతర పార్టీల ఆమోదం పొందేలా ప్రయత్నాలు చేస్తోందని డెమొక్రటిక్‌ కాంగ్రెస్‌ వుమెన్‌ జోయి లాఫ్‌గ్రెన్‌ తెలిపారు. దేశీయ ఐటీ దిగ్గజాలు ఈ పరిణామాలపై ఆందోళనతో ఉన్నాయి. తాము అమెరికా కార్పొరేషన్లు అత్యుత్తమ సాంకేతిక విధానంతో మరింత సమర్థంగా పనిచేసేందుకు సాయపడుతున్నామని వాదిస్తున్నాయి. దీంతోపాటు జరిగే పరిణామాలను ఆయా కంపెనీలు నిశితంగా గమనిస్తున్నాయి. Its not really about experience, its about skill-set . Don't really know about IT field, but here in GE Appliances and in core engineering jobs, I have seen H-1B employees with more than 10+ years only paid around $70K, while freshers/US students with min'm experience get paid more than them. Companies like GE, sometimes hire H-1Bs through service providers like Tech M on a contractual basis and even pay more than they pay for their regular full-time employees, because they are looking out for employees with high skill-set. But Tech M always prefer paying their employees low salaries, otherwise their business is not sustainable. Such legislation will either force companies like Tech M to pay more salaries to their H-1B employees to match the new criteria, or motivate companies like GE to hire local employees. Though its still not clear and well defined at this stage on how they are going to do it, the way I see Zoe Lofgran's proposed H-1b bill, it seeks to make path easier for those students from US colleges/universities easier to get H-1Bs. mannam Posted January 31, 2017 Share Posted January 31, 2017 I don't understand the rationality of the bill. For me, I work for an Agricultural company in Mississippi. They pay me around 77K which is probably equal to more dollars in California or New York. So if the bill passes, does every job and every job location must be paid at 130 K? Doesn't make sense. mannam Posted January 31, 2017 Share Posted January 31, 2017 Salaries also depends on the type of job, place of work, company etc. Not even many higher position employees of some companies are paid at 130 K. I hope they will consider all these factors into consideration. Just for an example, the gas price in MS is $2 per gallon where as $4 in California. So obviously they need more money. If they pay me 130 K in MS, I will be rich in few months as the cost of living is less in my state. Not even some doctors doesn't earn that much per year.
