ఈనాడు-అమరావతి: తెలంగాణ రాష్ట్రం చేపట్టిన పాలమూరు-రంగారెడ్డి, నక్కలగండి ఎత్తిపోతల పథకాల విషయంలో కేంద్ర ప్రభుత్వం జోక్యం చేసుకుని చర్యలు తీసుకోవాలని కర్ణాటక జలవనరులశాఖ ముఖ్య కార్యదర్శి రాకేష్‌ సింగ్‌ కేంద్ర జలవనరులశాఖ కార్యదర్శికి లేఖ రాశారు. రాష్ట్రం 2016లో లేఖ రాసిందని, అందులో పేర్కొన్న విధంగా కేంద్రం చర్యలు చేపట్టాలని అందులో కోరారు. గతంలో రాసిన లేఖలను కూడా తాజా లేఖతో జతపరిచారు. బచావత్‌ ట్రైబ్యునల్‌ 1976లో ఇచ్చిన తన తుది నివేదికలో కర్ణాటక అభ్యంతరాలకు ఇచ్చిన వివరణ ప్రకారం‘‘ ఆంధ్రప్రదేశ్‌ మిగులు జలాలను వాడుకోకుండా ఏ విధమైన పరిమితులు విధంచలేం, ఆ నీళ్లు సముద్రంలో కలిసిపోయేవే’’ అంటూ స్పష్టత ఇచ్చిందని ఆ లేఖలో కర్ణాటక పేర్కొంది. నదికి సంబంధించి చివరి (లోయర్‌ రైపేరియల్‌) రాష్ట్రంగా సముద్రంలో కలిసిపోయే మిగులు జలాలు వినియోగించుకునేందుకు ఆంధ్రప్రదేశ్‌కు హక్కు ఉందని, ఆ హక్కును ఎగువ రాష్ట్రాలైన కర్ణాటక, మహారాష్ట్రలకు లేదని ఆ లేఖలో కర్ణాటక పేర్కొంది. రాష్ట్ర విభజన తర్వాత కర్ణాటక, మహారాష్ట్ర తరహాల్లోనే తెలంగాణ కూడా ఎగువ రాష్ట్రమే తప్ప మిగులు జలాలు వాడుకునే హక్కు ఉన్న దిగువ రాష్ట్రం కాబోదని తెలిపింది. అదే తరహాలో ఆంధ్రప్రదేశ్‌ పునర్‌ విభజన చట్టం 2014 సెక్షన్‌ 84(1) ప్రకారం.. సర్వోన్నత మండలి ఏర్పాటయినా మిగులు జలాల ఆధారంగా ఆ మండలి కొత్త ప్రాజెక్టులను ఆమోదించలేదని తెలిపింది. ఒక వేళ తెలంగాణకు ఆ మిగులు జలాలపై హక్కుంటుందని అనుకున్నా భారీ స్థాయిలో ప్రాజెక్టులు నిర్మించడానికి వీలు లేదని ఆ లేఖలో పేర్కొంది. తాము గతంలో రాసిన లేఖలపై కేంద్ర జలసంఘం తమకు లేఖ రాస్తూ కృష్ణా నదీ యాజమాన్యబోర్డును సంప్రదించాలని సూచించిందని మరో లేఖలో కర్ణాటక ప్రస్తావించింది. కృష్ణా బోర్డుతో కర్ణాటక, మహారాష్ట్రలకు ఎలాంటి సంబంధమూ లేదని అందులో ప్రస్తావించింది. తాజాగా పై రెండు లేఖలను జత చేస్తూ కేంద్రానికి మరో లేఖ రాసింది.

One wants TS to halt new projects on the Krishna and the other alleges under-reporting on water utilised
Two States neighbouring Telangana are trying to pressure the Centre to resolve problems they are facing from the new State.

While Karnataka has asked the Centre to intervene and stop Telangana from building projects on Krishna river, Andhra Pradesh has requested the Union government to give control to the Krishna River Management Board (KRMB) to prevent the neighbouring Telugu State from “under-reporting” the water it is utilising.

The Karnataka government has asked the Centre to stop Telangana from taking up the Palamuru-Rangareddy and the Nakkalagandi Lift Irrigation Schemes that will draw water from the foreshore of Srisailam Reservoir on the Krishna.

Karnataka Water Resources Department Principal Secretary Rakesh Singh, in a letter to his counterpart at the Centre, wrote that Telangana did not have the “right to take up the irrigation projects” (Palamuru-Rangareddy and Nakkalagandi).

Mr. Singh said even the apex council constituted under Section 84 (3)(ii) of the Andhra Pradesh Reorganisation Act, 2014, was not “competent to plan or approve these projects”.

Karnataka rejected the Centre’s suggestion to approach the Krishna River Management Board (KRMB) with their grievance saying that the powers of the river management board were applicable only to Telangana and Andhra Pradesh.

Karnataka was making necessary preparations to challenge the construction of these two Lift Irrigations Schemes in the apex court, sources said. Karnataka wrote four letters to the Union government asking it to stop Telangana from taking up the project.

‘Unauthorised diversion’

Andhra Pradesh Water Resources engineers are alleging that Telangana drew 50 tmcft from Jurala last year, and this year another 37 tmcft was unaccounted for till now. This was happening as the KRMB had no powers or monitoring mechanism.

Andhra Pradesh engineers allege that T.S. was resorting to unauthorised diversion of water to the Rajolibanda Diversion Scheme, Koilsagar and Nettampadu reservoirs. While the Bhachawat Tribunal awarded 17.1 tmcft for erstwhile Andhra Pradesh, which is the present Telangana, much more water was being drawn, the AP engineers allege. This was easy to establish from comparing the readings of Central Water Commission (CWC) gauges above and below Jurala project, the engineers say.

Telangana has been scuttling all attempts by A.P. to expedite the process of KRMB getting jurisdiction (control) over reservoirs that are common to Telenagna and Andhra Pradesh, the engineers have been alleging.

కృష్ణా ప్రాజెక్టుల ఆపరేషన్‌ ప్రొటోకాల్‌లో తుంగభద్ర మోడల్‌ని అమలు చేయాలంటే కొన్ని సవరణలు చేయాల్సి ఉందని విశ్వేశ్వరరావు చెప్పారు. గోదావరి ధవళేళ్వరం ప్రాజెక్టు దగ్గర కావాల్సినంతగా నీరు అందుబాటులో ఉన్నట్లు ఓ ప్రశ్నకు సమాధానం ఇచ్చారు. ఆధునీకీకరణ నివేదికలో కాలువల నీరు కూడా కృష్ణా బేసిన్‌లో వినియోగిస్తున్నట్లు పేర్కొన్నారని వైద్యనాథన్‌ ప్రస్తావించినా.. ప్రస్తుతం ఆ కాలువల నీటిని వాడటం లేదని స్పష్టం చేశారు. గురువారం సుప్రీంకోర్టులో పోలవరం కేసు విచారణ ఉన్న నేపథ్యంలో ఇరుపక్షాల న్యాయవాదులు విజ్ఞప్తి మేరకు మధ్యాహ్నం విచారణ చేపట్టేందుకు ట్రైబ్యునల్‌ అంగీకరించింది.

ఈనాడు, దిల్లీ: పోలవరం ప్రాజెక్టు పూర్తయ్యే వరకు పట్టిసీమ నుంచి వరద జలాల విడుదల ఉంటుందని, పోలవరం పూర్తయితే పట్టిసీమ అవసరం ఉండదని ఆంధ్రప్రదేశ్‌ తరఫు సాక్షి విశ్వేశ్వరరావు తెలిపారు. జస్టిస్‌ బ్రిజేష్‌కుమార్‌ ట్రైబ్యునల్‌లో బుధవారం ఆంధ్రప్రదేశ్‌ తరఫు సాక్షి, నీటిపారుదల రంగ నిపుణుడు విశ్వేశ్వరరావును తెలంగాణ సీనియర్‌ న్యాయవాది వైద్యనాథన్‌ క్రాస్‌ ఎగ్జామినేషన్‌ చేశారు. ఈ సందర్భంగా పోలవరం ప్రాజెక్టు వద్ద 75 శాతం నికర జలాలు అందుబాటులో ఉన్న నేపథ్యంలో 80 టీఎంసీల నీటిని కృష్ణాకు విడుదల చేయవచ్చుకదా అని వైద్యనాథన్‌ ప్రశ్నించగా.. 80 టీఎంసీల వరద నీటిని ప్రస్తుతం పట్టిసీమ ద్వారా తాత్కాలికంగా విడుదల చేసి కృష్ణాకు మళ్లిస్తున్నామని విశ్వేశ్వరరావు తెలిపారు. పోలవరం ప్రాజెక్టు పూర్తయితే పట్టిసీమ ప్రాజెక్టు ఉండదన్నారు. పోలవరం ప్రాజెక్టుని వ్యతిరేకిస్తూ ఒడిశా, ఛత్తీస్‌గఢ్‌ వేసిన పిటిషన్లలో తెలంగాణ కూడా ఇంప్లీడ్‌ అయిందని ఈ నేపథ్యంలో వివాదం తేలే వరకు పోలవరం ప్రాజెక్టు పూర్తి కావడానికి సమయం పట్టొచ్చని విశ్వేశ్వరరావు తెలిపారు. ధవళేశ్వరం బ్యారేజి ఆయకట్టు అవసరాలు పూర్తయ్యాక గోదావరి నుంచి సముద్రంలో కలిసిపోయే వరద జలాలను మాత్రమే పట్టిసీమ నుంచి మళ్లిస్తున్నామని స్పష్టంచేశారు. నికర జలాలను మళ్లించడం లేదని తెలిపారు. గురువారం కూడా క్రాస్‌ ఎగ్జామినేషన్‌ కొనసాగనుంది.

The region suffered most during the deficit years, AP’s witness tells Brijesh Kumar Tribunal

The Telangana region in the erstwhile combined Andhra Pradesh has suffered more than the Rayalaseema and Coastal Andhra regions in the Krishna Basin during the deficit years, AP’s witness before the Krishna Water Disputes Tribunal (KWDT-II) M. Visveswara Rao, a retired irrigation engineer, has admitted.

As part of the ongoing hearing by the KWDT-II headed by Justice Brijesh Kumar in New Delhi on Thursday Mr. Visveswara Rao was cross-examined by senior counsel for Telangana C.S. Vaidyanathan. He admitted before the tribunal that the suffering in Telangana region was higher compared to the other two regions of the erstwhile AP during the deficit year between 1972-73 and 2007-08.

The AP’s witness also admitted to the argument put forward by the counsel for Telangana, with the support of documentary evidence, that the average utilisation in the region under the projects other than the common reservoirs Srisailam and Nagarjunasagar as also Jurala in 36 years period between 1972-73 and 2007-08 was only 81.58 tmc ft against the earmarked share of 139.45 tmc ft.

Rayalaseema gained

During the same period, the average utilisation under Tungabhadra dam and Kurnool-Cuddapah Canal, also served by Tungabhadra river in the Krishna Basin, and excluding the Rajolibanda Diversion Scheme (RDS) in the Rayalaseema region, was 103.08 tmc ft as against the earmarked share of 93.9 tmc ft, the witness admitted. He, however, suggested to the tribunal to consider the utilisations up to 2017-18 for more correctness of the data.

After stating that the utilisation in the minor irrigation sector would reach its capacity with Mission Kakatiya, taken up by Telangana for reviving the MI tanks, the AP’s witness avoided answer when asked whether MK involved feeding tanks through canals from projects. He also expressed ignorance when pointed out that AP government had issued eight GOs between 2015 and 2018 for linking MI tanks in the Krishna Basin with canals from projects.

No capacity

Mr. Visveswara Rao denied the Telangana counsel’s suggestion that the MI tanks in the Krishna Basin were not in position to utilise the earmarked capacity of 89 tmc ft during the erstwhile AP. He stated that the utilisation was more than 89 tmc ft during 1975-77, 1978-79, 1983-84 and 1988-91 and it was 97.39 in 1973-74. However, he admitted, that the utilisation did not touch 89 tmc ft in 16 years from 1992-93 to 2007-08.

The AP’s witness said he would have to verify the records that stated that the average flow between Nagarjunasagar and Prakasam Barrage during nine most deficit years in the 36 year period from 1972-73 to 2007-08 was 111 tmc ft.

AP counsel tries for clarification on many issues

Agricultural economist K Palanisami, been hired by Telangana to study water requirements, was unable to give the answer sought by senior counsel of Andhra Pradesh A K Ganguli in a cross-examination in front of the Brijesh Kumar Tribunal (Krishna Water Disputes Tribunal-II) on the second day in New Delhi on Thursday.

Mr. Palanisami said he could not recall on seven occasions and that he would have to get back to the counsel later.

Answering question number 50 on data to calculate evapotranspiration taken from the Gannavaram and the Machilipatnam meteorological stations of the Krishna Basin, the Telangana witness said “since the work was done one year back, I will check the worksheet and get back.”

Evapotranspiration is the process by which water is transferred from the land to the atmosphere by evaporation from the soil and other surfaces and by transpiration from plants.

‘Will check and get back’

Answering question 65 about the “time period” used in the CLIMWAT software, he said, “I don’t exactly remember, but I will check.” When the AP counsel tried to get a clarification about CLIMWAT software in the very next question, Mr. Palanisami said, “Since this was done a year ago, I don’t exactly remember the notes given at that time.”

Similarly he could not give answers to questions 83, 90, 95 and 96 related to evapotranspiration values taken from the Gannavaram and the Machilipatnam meteorological stations.

The cross examination of Mr. Palanisami will continue on Friday.

ఈనాడు, దిల్లీ: కృష్ణాజలాల పంపిణీపై జస్టిస్‌ బ్రిజేష్‌కుమార్‌ ధర్మాసనం ముందు గురువారం తెలంగాణ తరఫు సాక్షి పళనిస్వామిని ఏపీ తరఫు న్యాయవాది ఏకే గంగూలీ క్రాస్‌ ఎగ్జామినేషన్‌ చేశారు. పంటకాలంలో నీటివినియోగం, ఆవిరిపై ప్రశ్నించారు. ఆయా వివరాలు ఎక్కడ నుంచి సేకరించారని ప్రశ్నించారు. పొటెన్షియల్‌ ఎవాపోట్రాన్స్‌పిరేషన్‌, ఎవాపో ట్రాన్స్‌పిరేషన్‌ల మధ్య పెద్దగా వ్యత్యాసం ఉండదని, వాతావరణ విభాగం నుంచి వివరాలు సేకరించానని తెలిపారు. ఎవాపోట్రాన్స్‌పిరేషన్‌ వివరాలు రాయచూరు, అనంతపురం కేంద్రాలు మినహా మిగతా కేంద్రాల నుంచి సేకరించినట్లు తన ప్రమాణపత్రంలో మార్పులు చేయాలని పళనిస్వామి కోరారు. సాక్షికి సమాధానం మార్పు చేసుకొనే అవకాశం ఉందని జస్టిస్‌ బ్రిజేష్‌కుమార్‌ పేర్కొనడంతో మార్పులు చేశారు. క్రాస్‌ఎగ్జామినేషన్‌ శుక్రవారానికి వాయిదా పడింది.

Hearing in the case related to sharing of Krishna waters by Telangana and Andhra Pradesh States was resumed by the Brijesh Kumar Tribunal, Krishna Water Disputes Tribunal-II, in New Delhi on Wednesday, with counsel for AP A.K. Ganguli cross-examining Telangana’s witness K. Palanisami.

Methodology discussed

An agricultural economist by profession, Mr. Palanisami from Coimbatore in Tamil Nadu was engaged by the Telangana Government to study the water requirements under several irrigation projects in the two States.

The cross-examination of Telangana’s witness by the AP counsel on the day-one revolved around the methodologies adopted in calculating the crop water estimation or irrigation water requirement.

Mr. Palanisami told the tribunal that he and a few scientists of State Agricultural University were also associated with his study and he also had discussions with scientists of Indian Institute of Rice Research (IIRR) and Central Research Institute of Dryland Agriculture (CRIDA), both located in Hyderabad, for the purpose of his exercise on crop water requirement.

The Telangana witness further told the tribunal, on being asked by the counsel for AP, that after examining 4 to 5 methods he along with his associates had agreed upon using the Penman Monteith Method for calculation of crop water requirement stating that the other methods were useful for micro environment in calculating evapo- transporation, the process by which water is transferred from the land to the atmosphere by evaporation from the soil and other surfaces and by transpiration from plants, as part of crop water requirement estimation.

Optimum use of water

He explained to the tribunal that his assignment was basically to work out crop water requirement based on scientific methodology and optimum utilisation of water. For the analysis, he had availed three sets of data – project-wise area, crop-related co-efficient and cropping pattern-cropped area provided by the Irrigation Department of Telangana.

During the hearing, Chief Engineer (Inter State Water Resources) S. Narasimha Rao and other officials of the Irrigation Department of Telangana were present.

‘Correction factor’ not applied for computation of values, he says

Agroeconomist K. Palaniswami groped for answers to the questions on the worksheets filed by the Telangana Government and the topography of Andhra Pradesh, at the Brijesh Kumar Tribunal (Krishna Water Disputes Tribunal) hearing held in New Delhi on Friday.

Mr. Palaniswami also admitted that he did not “apply the correction factor” to compute the evapotranspiration values of lands in Andhra Pradesh. When asked by senior A.P. counsel A.K. Ganguli if he had applied the “correction factor,” the witness said he did not do so as the Food and Agriculture Organisation (FAO) manual said that “nearby solar radiation data” was sufficient to compute the evapotranspiration values.

Inconsistencies galore

There appeared to be many inconsistencies in the answers given by the Telangana witness on the third day of the hearing.

When asked to identify the worksheets in Annexure X containing the “detailed computation sheets of evapotranspiration,” the witness said he had prepared the worksheets but could not remember when he gave them to the government officials. When the senior counsel asked the witness crucial questions about the topography such as how deep inland Khammam was, the witness said he was “not sure.”

All the calculations in the worksheets were based on the longitude, latitude and altitude provided in the logs of the India Meteorology Department (IMD), the witness said. Explaining why he had not applied the “correction factor” to compute the values, he said the FAO manual stipulated that the correction factor was not necessary if the “next available data series” was used to compute the values if data from the required area was not available.

The cross-examination of Telangana’s witness K. Palanisami, an agricultural economist, by the counsel for Andhra Pradesh before the Brijesh Kumar Tribunal (KWDT-II) for the second day on Thursday revolved around the technicalities involved in the calculation of crop/irrigation water requirement.

Senior advocate appearing for AP A.K. Ganguli, who probed the Telangana’s witness with 48 questions on Wednesday, cross-examined Mr. Palanisami with 49 more questions on Thursday — all related to working out evapo-transpiration (ET) values as part of estimating the crop water requirement.

Evaporation

On being asked by the AP’s counsel, the Telangana’s witness told the tribunal that there was not much difference between the ET and potential evapo-transpiration (PET).

Evapo-transpiration is the process by which water is transferred from the land to the atmosphere by evaporation from the soil and other surfaces and by transpiration from plants used for estimating the crop water requirement.

Water requirement

Mr. Palaniswami stated that estimation of crop water requirement was worked out following the Penman Monteith method adopted and approved by Food and Agriculture Organisation (FAO) of the United Nations.

Asked about the source of input data for calculating the crop water requirement, the Telangana’s witness explained that data from Agrimet publication from Indian Meteorological Department (IMD) Pune, IMD Climatological Normals 1961-1990 and that the Cropwat and Climwat softwares were used.

Percolation loss

Asked by the tribunal whether percolation loss has any relevance in arriving at ET values, the Telangana’s witness stated that it is one of the components used in the estimation of crop water requirement and not in ET estimation.

He also explained before the tribunal how the Penman Monteith and Agrimet methods help in estimating ET properly compared to Modified Penman and other methods which over-estimate the ET.

Senior advocate for Telangana V. Ravinder Rao, Chief Engineer (Inter-State Water Resources) S. Narasimha Rao, agriculture scientists Pidigem Saidaiah and Anil Kumar, engineers of Irrigation Department, including Raghunatha Sharma, were present during the hearing.

The cross-examination of Telangana witness will continue on Friday too.

అప్పుడు కూడా పళనిస్వామి క్రాస్‌ఎగ్జామినేషన్ కొనసాగుతుందని ట్రిబ్యునల్ స్పష్టంచేసింది.

article 3  talks about parliament rights about  changing boundaries of states or forming new states or merging states. kcr want water reallocation among karnataka, maharashtra, ap , telangana. modi didn't agree for that proposal .telangana filed petition in supreme court. maharashtra and karnataka opposed petition. supreme court strike down telangana petition by saying "if telangana divided into telanagana a and telangana b , will you ask again to redistribute among all states". kcr want water share from maharashtra and karnataka.

unfortunately maharashtra letting krishna river water to arabian sea for power generation.

may be you are ture, idi kadu anukunta mastaru, endukante tribunal lo ide vadanalu initial ga jarigithe right away tribunal kottesindi. this law applicable for only ap&ts ani, a taruvatha ne TS court ki vellaru. court kooda koottesindi. anduke right now ap&ts madya ne arguements jaruguthunnayi.

another argument tg making is krishna and godavari water allocation should be proportional to catchment area . they are arguing that andhra has less catchment area but it is utilzing more water.
