proposed lift irrigation project lift 7,000 cusecs.  any project requires assured supply of water.if water supply stops in the middle/last stages of crop farmers don't get required yield.  yes, in this year we got good inflow from munneru.
if we transfer 11,500 cusecs water for 24 hours it is equivalent to 1 tmc
floods from munneru won't be more than a month. this year we lost 40 tmc. out of 40 tmc with 7,000 cusecs lift capacity we can utilize 30*7000/11500 = 18 tmc . we can store 10 tmc in  vykuntapuram barrage . make it total 28 tmc . this year is best year since 2014 . we can't expect same water availability in every year
polavaram spillway and coffer dam will be completed by may 2019. polavaram rmc discharge capacity at head end is 17,500 cusecs. from june 2019 polavaram rmc discharge water at the rate of 17,500 cusecs ( discharge rate at polavaram head with bed level width 85 meters).  around 3.2 lakh acres will be irrigated along polavaram rmc. 11,500 cusecs(discharge rate at polavaram tail with bed level width 73 meters) will be reached to pavithra sangamam near prakasam barrage. even if no farmers along the polavaram rmc don't use water , still 11,500 cusecs will be reached to prakasam barrage.

i will give one analogy you have two pipes with different diameters. both pipes are connected .assume one pipe with 2 meters diameter another pipe with 1 meter diameter. try to send water from one end to other end at maximum possible rate. water discharge capacity will be decided by pipe with smaller diameter.
another example 1 liter  kinley water bottle . kinley bottle diameter is high at the bottom and middle sections . bottle width is lower at top section.  when you drink water from kinley water bottle, dicharge will be at the rate of top section. if you want more discharge remove top section(cone section) of bottle and try to drink water from bottle. same concept  apply to any canal.
any canal in general  will be build in trapezoidal section. water discharge capacity decided by bed width, width at top, depth , gradient of canal(mean sea level at head end to mean sea level at tail end and length of canal).  if there are curves in canal then canal discharge capacity will be reduced .this is the one of the reason canal width is more at curves. 
gradient =  (start point height - end point height) / distance between two points . in general canal gradients in the ratio varies from 1: 5000 to 1: 10,000
you mentioned chintalapudi lift  is plus. chintalapudi lift canal is build for serving upland areas of westgodavari, krishna districts , nsp left canal 3rd zone in andhra pradesh.  chintalapudi lift canal is not parallel canal till prakasam barrage(or pavithra sangamam). cbn plans to lift water from chintalapudi lift canal to polavaram rmc  near Kovvurupadu village in west godavari . once polavaram cofferdam is completed water will be discharged through gravity to polavaram rmc with full capacity. there is no need to lift water from chintalapudi canal to polavaram rmc. suppose water is lifted from chintalapudi lift canal to polavaram rmc which is already carrying water with full capacity, water will be spillover to nearby fields . this water won't reach prakasam barrage.
as per my knowledge  polavaram rmc cannot discharge more than 11,500 cusecs to prakasam barrage. these 11,500 cusecs are required for krishna delta to irrigate fields at tail end of krishna ayacut canals.
my question is where we get 7,000 cusecs for proposed project out of 11,500 cusecs at prakasam barrage. can we depend just on flood water from munneru which is flowing only one month.
if water is released to krishna delta using on and off method, then proposed lift irrigation project is useful for  irrigating dry crops in nsp right canal and providing drinking water to guntur , prakasam district. if nsp right ayacut want to cultivate paddy crop this project is not enough. 
anyway this project is interim arrangement for godavari penna link.  
in my opinon,  godavari penna link needs to started with maximum possible capacity immediately after completing polavaram. we can't delay anymore . atleast if cbn acquires land for main canal , bollapalle reservoir asap it will help  us in not increasing land acquisition costs. land acquisition cost becomes biggest bottleneck for any project. 
cbn needs to complete godavari-penna first takeup  amaravathi - anantpur expressway later .otherwise land acquisition cost will increases enormously for link canal which makes it impossible to acquire project.  before vajpayee building national highways land prices are around 2 to 3 lakhs in fertile westgodavari districts . now it costs increases badly. db members in guntur,praksasam ,nellore can ask their parents about land prices before 1999.
i wrote to pmo around 4 times that help ap on polavaram, godavari-penna . i  asked them not to start amaravathi-anantpur expressway until completing godavari-penna link .

మంగళగిరి: అమరావతిలో అతిపెద్ద రైల్వేస్టేషన్‌ నిర్మాణంపై కేంద్ర, రాష్ట్ర ప్రభుత్వాల మధ్య చర్చలు జరుగుతున్నట్లు గుంటూరు డివిజనల్‌ రైల్వే మేనేజరు విజి భూమా తెలిపారు. ఏపీ పర్యాటక శాఖ ఆధ్వర్యంలో ఆధునికీకరించిన మంగళగిరి రైల్వేస్టేషన్‌లోని పలు కళాత్మక రూపాలను బుధవారం ప్రజలకు అంకితం చేశారు. తొలుత డీఆర్‌ఎం భూమా, ఆంధ్రప్రదేశ్‌ పర్యాటక అభివృద్ధి సంస్థ చైర్మన్‌ జయరామిరెడ్డి, ముఖ్య కార్యనిర్వహణ సాధించగా, ఈ ఏడాది ఇప్పటి వరకు 16 శాతం వృద్ధి సాధించినట్టు చెప్పారు. గతేడాది కంటే మెరుగైన ఫలితాలు సాధిస్తామని ధీమా వ్యక్తం చేశారు. మంగళగిరి స్టేషన్‌ మాదిరిగానే తిరుపతి, విజయవాడ, గుంటూరు, గుంతకల్‌ స్టేషన్లను ఈ ఏడాది చివరి నాటికి సర్వాంగ సుందరంగా తీర్చిదిద్దుతామన్నారు. రాష్ట్రంలోని అన్ని రైల్వే స్టేషన్లు, బస్టాండ్‌లు, ఇతర రద్దీ ప్రాంతాలలో నీరు, మరుగుదొడ్లు, సమాచార కేంద్రాలు, క్యాబ్‌ సర్వీసులు, ఇతర మౌలిక సదుపాయాలు కల్పించేందుకు కృషి చేస్తున్నామన్నారు.   రాష్ట్రంలో పది వేల మంది క్యాబ్‌ డ్రైవర్లకు శిక్షణ ఇవ్వాలని లక్ష్యంగా నిర్దేశించుకుని, 800 మందికి శిక్షణ పూర్తిచేశామని చెప్పారు. ఏపీ టూరిజం ఆధ్వర్యంలో విశాఖ, తిరుపతి, కోయంబత్తూర్‌, చెన్నై, ఇతర ప్రాంతాలకు ప్రత్యేక బస్సు సర్వీసులను కూడా నడుపుతున్నామన్నారు. రాబోయే రోజుల్లో ఓలా, ఊబర్‌ వంటి ప్రైవేటు సంస్థలతో కలిసి పర్యాటకులకు మెరుగైన రవాణా
