Key is to make consequential big states( fl, tx etc) if not entire country more akin to Cali or Ny states, so for all practical purposes the national elections become a formality, more so like a foregone conclusion similar to the elections in golden state with humongous chunks of welfare populations. There will be no mystery how the pattern of voting goes when people expect much from govts in the form of freebees, the big wigs(soros and similar varieties of ilk & tribe) who operate seamlessly across nations for their businesses and designed worldviews, exactly want that situation & subdued populations. Offer some tax money in form of policies to people to be unproductive in exchange for votes, and keep themselves as elite premium in decision making, and enjoy the bonanzas that come their way. If the design of seamless borders & illegal immigration work their magic as intended (what's stopping!), for elite class - it may not be exactly similar to CCP, but with a small wrinkle- having Democracy & elections as just cover & show for academics, and in reality, the handpicked governing bodies will be delivering their wants without a miss.
