Chandrababu Naidu on Friday said Visakhapatnam would become a hub for manufacturing medical devices by attracting 200 to 300 units with an investment of Rs. 25,000 crore to Rs. 30,000 crore to create 25,000 jobs. He was speaking after laying the foundation stone for India’s first medical devices manufacturing park at Nadupuru in the Peda Gantyada mandal near the Visakhapatnam Steel Plant. Andhra Med Tech Zone Limited, a company floated by the government, will execute the project. Allotment of 226 acres, registration, and State Cabinet clearance and sanction by the Union Ministry of Health, had been done in a fast-track mode in less than six to seven months, Mr. Naidu said. He hoped that the park would start functioning within a year to bring down the cost of healthcare drastically, and substitute dependence on imports from the Europe, the United States, China and other countries to make India an exporter. ‘A trendsetter’ After laying the stone, Mr. Naidu held a lively interaction with investors from all over the country as well as representatives from various trade Modies, including the Association of Indian Medical Device Industry. Mr. Naidu said the medical devices manufacturing park being established in the city under the aegis of the Andhra Med Tech Zone Limited would be a unique experiment under the ‘Make in India’ programme to make Andhra Pradesh a trendsetter. Following is news about it - old news from April 2016. ------------------------------- VIJAYAWADA: Andhra Pradesh will have another Central Institute of Plastic Engineering and Technology (CIPET) to train 5,000 plastic engineers and technicians every year and it will be set up in Anantapur district. Union Minister of Chemicals and Fertilisers Ananth Kumar made the announcement while laying a stone for the CIPET at Surampalli near Vijayawada, the first in the state, on Friday. On the occasion, he also showered the state with a few more sops, much to the delight of Chief Minister N Chandrababu Naidu. He announced an Agri-Plastic Park for Vijayawada region with an investment of Rs 1,000 crore. It will provide employment for 1 lakh youth in and around Vijayawada. However, the State Government has to provide 200 to 250 acres of land for the park. He also agreed to set up a bulk drug park in Andhra Pradesh, which is one of the three bulk drug parks that the Central government has decided to set up in the country. One of them has already been sanctioned in Gujarat. He also announced that a plastic waste management centre would be set up in Vijayawada and agreed to take up the issue of setting up the National Institute of Pharmaceutical Education and Research (NIPER) in Visakhapatnam. Chandrababu Naidu has immediately announced 250 acres of land at Malavalli village of Bapulapadu mandal in Krishna district for the Agri-Plastic Park and 500 acres in Visakhapatnam for the Bulk Drug Park. He said already a Medical Equipment Park has been sanctioned for the port city and the city will become a pharmaceutical hub like Hyderabad. He announced 25 acres for ALEAP (Association of Lady Entrepreneurs of Andhra Pradesh) at Veerapanenigudem to promote women entrepreneurs. Ananth Kumar, who began his speech in Telugu, said plastic is vital for the development. “We should not be against plastic, but against the plastic waste. It is time for recycling, reusing and reducing plastic,” he said. Pointing out that plastic has become an undeniable part of every aspect of human civilisation today, he said efforts need to be made to use the plastic in a responsible manner to benefit the people at large. “There is a need for 10 lakh plastic engineers and technicians, but we are only producing 65,000 a year now. Realising the need for skilled manpower in plastic sector, we have set up 15 CIPETS during the last 18 months in addition to the existing 23,” he said. Welcoming the suggestion of Chief Minister N Chandrababu Naidu that plastic devices should be used in agriculture, Ananth Kumar said CIPET, Vijayawada will specialise in Agri-Plastics Engineering. He even agreed to the CM’s request for completing the construction of CIPET in one year. “Your Chief Minister is in a hurry to develop the state. He wants to have CIPET campus, which usually takes three years to complete, constructed in just one year and inaugurate it on next Hanuman Jayanthi,” he said. On the occasion, Union Minister for Urban Development M Venkaiah Naidu asked Chief Minister N Chandrababu Naidu to make rain water harvesting structures mandatory for every building in the state, as the water crisis will be severe in the coming years. Appreciating Chandrababu Naidu for readily allocating lands for the development projects, he was critical of those opposing land acquisition and called them anti-development. Venkaiah Naidu was all praise for Anantth Kumar and said it was due to his efforts that there was no shortage of urea in the country now. “Now, his ministry is supporting the waste-to-compost policy under which one metric tonne of waste for compost will be given a subsidy of Rs 1,500,” he said. With India's potential market size pegged at 125 million mobile phones in the current year, Foxconn's relentless capacity addition at Sri City only demonstrates the kind of job creation potential mobile phone segment holds in coming days in the country. Foxconn had started its smart phone assembly plant in a 40,000 square-foot facility in May 2015 at Sri City industrial park in Andhra Pradesh. As more number of companies opted Foxconn for their 'Made in India' plans, the company had almost continuously added the assembly capacity at its Sri City factory, whose combined shop floor area now runs into 2.65 lakh square feet. Apart from these two brands, Foxconn also makes mobile phones for Micromax, Lava, Asus among other brands from here. "One more facility is being built at the existing site by Foxconn and 2,000-3,000 are likely to be added to the existing workforce once these new assembly lines are ready to start production," a source told Business Standard. On its plans and customers, Foxconn Technology Group refused to give any details: "Foxconn follows a strict company policy of not commenting on any matters related to current or potential customers, or any of their products," Foxconn spokesperson said in response to an e-mail query related to their Sri City operations. According to a senior AP government official, Foxconn was currently producing 1 million mobile phones per month at its Sri City plant and the company has plans to ramp up the capacity to 4 million mobile handset per month. Xiaomi spokesperson, whose company is currently using Sri City facility for 75 percent of its mobile handsets sold in India, has refused to comment on the additional capacity being built for the company at the existing location or the status of two new factories it had proposed to set up through Foxconn in other locations. Xiaomi had recently announced that its quarterly sales crossed 1 million phones in March as well as in June quarters in this year. With new factories announced by Foxconn in states like Maharashtra or the ones being planned by Xiaomi India taking more time, the demand pressure on the existing facility has only been growing by the day, according to sources. "Watching the company's activity in Sri City and the kind of manpower availability surveys being commissioned by the Taiwanese company in AP, one would only get an impression that the company is going to double its operations in Sri City very soon " an official working in Sri City said on condition of anonymity. Rumours were also abuzz about a possible tie-up with Foxconn by Reliance Jio to make the latter's LYF brand smartphones in India. However, Foxconn refused to make any comment on this as well. Reliance Jio had launched two smart phone models at a price of Rs 3,499 and Rs 2,999 along with 4G services. According to a Reliance Jio spokesperson, the Rs 2,999 model was particularly gaining popularity and its stocks were getting depleted very fast. Mass production of these entry level smartphones will make more sense if produced locally as locally manufactured phones enjoy tax cuts. Sensing the job creation potential of of this segment, AP government had set a manufacturing target of 20 million mobile hand sets in the state. The government had offered land and other facilities to 4-5 domestic companies to develop a mobile handset manufacturing cluster near Tirupati in addition to Sri City's Foxconn operations. The state government had extended tax incentives including reimbursement of net VAT, a 10 year central sales tax waiver among other things to Foxconn. The government also gives Rs 10,000 towards training cost of each employee hired by Foxconn. The company has established this factory in the name of Rising Star Mobiles India (P) Ltd.
