Building a commercially viable small scale quantum computer along with software / algorithms around it, will take a minimum of 10-15 years. Quantum valley is a huge aspirational step - ahead of time by many years - Till it gains momentm by 2030 hopefully - subsequent governments also should hold this brand "Quantum valley" otherwise this term "Quantum valley in AP" will die - very tough for any leader to hold this without any immediate practical usecases - just CBN things.

It is a tough challenge for Lokesh to be relevant even when not in power.    KTR was the cynosure when in power, now none "dekh"s him - faded completely out of news.   Leaders with strong followership like NTR, CBN, KCR, YSJ etc maintain the limelight even when not in power.    Hope Lokesh develops such strong pull irrespective of the power position.  
ps: Calling YSJ leader only for the context, otherwise he is a big misfit with followership. 

This should depend on how fast ecosystems develop and the need for more infra. GMR will keep on upgrading their infra and employees as per demand.

Quantum push is good but too optimistic to expect everyone to understand and adapt to it at scale 
as of today , few handful researchers understand it to a limited extent and not clear yet on how to build these at scale 
Cant doubt human capability but will unlock god mode whoever cracks it at scale.
