Next govts. can't get sinple rupee on it for 30 years but they need to maintain any repairs. Government acquires land and handover to private partner. He build road , maintain it for agreed fixed years , collect toll to recover cost and share revenue with nhai . Once the time period completed , he will handover road back to government. Highways, ports, airports built on this model. HAM - hybrid annuity model - nhai gives 40% of construction cost to private player. Private player build road, maintain road and share revenue with nhai as per agreed period . later handover road to nhai. EPC - engineering procurement construction. Government pays private player to construct asset as per bid price. TOT - toll operate transfer. Government monetize existing assets to raise funds for building new assets. Government sells property for fixed duration to private player. He maintains property and collect toll as per agreed period. Later he handover property back to government.
