Nole entered Australia with that exemption and it was pure politicical drama since he entered Australia because he is been denying to disclose his vaccination status from the beginning and Australian govt was under lot of criticism with recent development of booster doses and lot other issues linked to Corona they got a big celebrity to play their politics. Technical reason was also one of the reason, they don't put their own country in risk just because some authorities did not give enough time for Nole to respond. Read it again to understand better.
