Upon spending atleast 80% of the grant we should show them utilization certificate to get the remaining 10%. CBN isn't even questioning that. He is a terrible failure in getting funds for the already completed work, forget getting funds in advance. Mana dabbulu ante Nabard nunchi vallu ippinche dabbulu anega ardam ..
