swas Posted August 15, 2015 Share Posted August 15, 2015 http://epaperbeta.timesofindia.com/Article.aspx?eid=31809&articlexml=No-structural-damage-to-OGH-heritage-block-15082015006029 `No structural damage to OGH heritage block' Hyderabad: TIMES NEWS NETWORK Experts have given their verdict: there is no structural damage in the heritage blockbuilding of Osmania General Hospital.In a detailed report released in the city on Friday, members of Indian National Trust for Art and Cultural Heritage (Intach), while stressing on the need to “protect and preserve these important facets of cultural heritage and human civilization“, strongly recommended the rehabilitation and restoration of the historic structure “in consonance with the architectural aesthetics and ambience of the original design“. Demolition, they reiterated, was out of the question. Listing out the works that the block needs, the committee, comprising structural engineers, conservation architects and experts from other related multi-disciplinary fields, suggested ways of enhancing the lifespan of the block by another 100 years or more. Re-plastering ceilings with “appropriate mortar mix“, repairing damaged walls using “traditional ingredients and techniques“, fixing the issue of waterlogging on the terrace by opting for “polymerbased flexible waterproofing systems without disturbing the structural stability“ and resorting to coating surfaces with “fungicides and weedicides to avoid the recurrence“ of biological growth, were some of the recommendations put forth by the team in its final report. Finding faults with the JNTU report, which limited the life of the heritage building to just about five years post repairs, the Intach `Inspection Report' claimed that the JNTU study did not make it clear “as to what evidences or presumptions led to this conclusion“. “The report categorically mentions it being based on visual inspection. Allocating a definite timeframe re garding its age without adequate monitoring, documentation, analysis and testing of materials and their strength is arbitrary and presumptuous“, the Intach team stated. It went on to add how the flaking of plaster in wet areas, wearing out of floors and the acute issue of dampness, among other concerns, were all rectifiable through use of appropriate raw material for its repairs and better maintenance. “And despite all this, the cost of refurbishing the heritage block would work out to be much cheaper than the total price of pulling it down,“ said heritage expert Sajjad Shahid, also the co-convener of In tach (Hyderabad chapter). He added: “All the talk around heritage in the city is related to their destruction; there is no effort made to conserve them. Such is the plight that three years after its last term, there is still no move to reconstitute the Heritage Conservation Committee. Even the long-pending demand for an Urban Arts Commission, is gathering dust.“ Echoing similar sentiments, city architect G Srinivas Murthy said how it was pertinent to protect the over 90-year-old structure that had stood the test of time. “There is a lot of open space and encroachments around the old block. These can be usedremoved to make way for multi-storied buildings, in case the authorities need to increase the space available within the premises so as to improve healthcare facilities for patients.“ In fact, while recommending the construction of “modern services and support systems“, while not undermining the “character of the heritage building“, the Intach report highlights how these structures “should incorporate the latest principles in the design of hospital buildings to take care of requirements of bio-medical infrastructure, electrical, sanitation, environment and other safety aspects“.
