Simply put, rioters intent and their rage will subdue on the same day.. they are not dangerous to the society at other times whereas terrorists are mentally oriented towards destroying the country, their idea is to incite violence... their motive is to kill people.. there is no retribution from such a mindset.... that's y these kind of people have to be put to death and made an example. not that the capital punishment deters other criminals, but it will prove the stand of state.
