Basically initial swiss challenge defines the scope and rest will submit tenders.Gujarat followed same and Haryana(BJP CM) following same for projects where scope is not defined exactly by govt. Kani mukkodu irrigation&Thermal power ki swiss challenge follow avutunandu. Already 90K irrigation lo 85K Andhra contractors. Thermal lo mottam dora batch. Okka media lo kuda dani meda discussion ledu. Malli prati gottam gadu Amaravati swiss challenge meda expert. By the way Mana gajadonga time lo e challenge ledu projects ki adi vere vishayam. sonykongara Posted July 18, 2016 Author Share Posted July 18, 2016 రాజధాని నిర్మాణానికి అంతర్జాతీయ బిడ్లు ఆహ్వానంవిజయవాడ : ఆంధ్రప్రదేశ్‌ నూతన రాజధాని నిర్మాణానికి స్విస్‌ ఛాలెంజ్‌ పద్ధతిన అంతర్జాతీయ బిడ్లను ఆహ్వానిస్తూ సీఆర్డీఏ ప్రకటన జారీ చేసింది. బిడ్ల దాఖలుకు సెప్టెంబర్‌ ఒకటో తేదీ వరకు గడువు ఇచ్చారు. సింగపూర్‌ కన్సార్టియం అందజేసిన ప్రతిపాదనపై అభ్యంతరాలకు ఆగస్టు 5 వరకు గడువుగా నిర్ణయించారు. ఆగస్టు 8న ఉదయం 11 గంటలకు ప్రీబిడ్‌ కాన్ఫరెన్స్‌ నిర్వహించనున్నారు. ఆగస్టు 18న అభ్యంతరాలపై అథారిటీ స్పందించే అవకాశం ఉంది. సెప్టెంబర్‌ 6న రాజధాని నిర్మాణ అభివృద్ధిదారును ప్రకటిస్తారు. కమర్షియల్‌ బిడ్‌ ఓపెనింగ్‌ ఆఖరితేదీ సెప్టెంబర్‌ 8. అదే నెల 19న అభివృద్ధిదారును ఖరారు చేస్తూ ఒప్పంద పత్రం ఇచ్చే అవకాశం ఉందని సీఆర్డీఏ అధికారులు తెలిపారు. 2017 ఫిబ్రవరి 28 వరకు ఈ బిడ్‌కు కాలపరిమితి ఉంటుంది. బిడ్‌ దరఖాస్తులుwww.apeprocurement.gov.inవెబ్‌సైట్‌లో అందబాటులో ఉంటాయని సీఆర్డీఏ తెలిపింది. sonykongara Posted July 19, 2016 Author Share Posted July 19, 2016 అభివృద్ధికి స్విస్‌‘ఛాలెంజ్‌’ ఏపీ రాజధాని ప్రధాన అభివృద్ధిదారు ఎంపికకు టెండర్ల ఆహ్వానం 50 దేశాలకు అవకాశం తొలుత 684 హెక్టార్లలో స్టార్టప్‌ రూ.3137.3 కోట్ల వ్యయం ఈనాడు - అమరావతి ఆంధ్రప్రదేశ్‌ రాజధాని అమరావతిలో ప్రధాన అభివృద్ధిదారు (మాస్టర్‌ డెవలపర్‌) ఎంపికలో రాష్ట్ర ప్రభుత్వం ముందడుగు వేసింది. సింగపూర్‌కు చెందిన అసెండాస్‌-సింగ్‌బ్రిడ్జి, సెంబ్‌కార్ప్‌ సంస్థల కన్సార్టియం స్విస్‌ ఛాలెంజ్‌ విధానంలో ఇచ్చిన ప్రతిపాదనను ఆమోదించిన ప్రభుత్వం పోటీ బిడ్లు ఆహ్వానిస్తూ సోమవారం అంతర్జాతీయ టెండరు ప్రకటన జారీ చేసింది. బిడ్లు దాఖలు చేసేందుకు సెప్టెంబరు ఒకటో తేదీ వరకు గడువు ఇచ్చింది. సింగపూర్‌ కన్సార్టియం ఇచ్చిన ప్రతిపాదన ప్రకారం... అమరావతిలోని కేంద్ర రాజధాని ప్రాంతంలో (సీడ్‌ కేపిటల్‌) 684 హెక్టార్ల (6.84 చ.కి.మీ.) ప్రాంతాన్ని తొలిదశలో స్టార్టప్‌ ఏరియాగా అభివృద్ధి చేస్తారు. దీనికి రూ.3137.3 కోట్లు ఖర్చవుతుందని అంచనా. సింగపూర్‌ సంస్థల కన్సార్టియం, రాజధాని నగర అభివృద్ధి నిర్వహణ కార్పొరేషన్‌ లిమిటెడ్‌తో (సీసీడీఎంసీఎల్‌) కలసి ఈ స్టార్టప్‌ ఏరియాను అభివృద్ధి చేస్తాయి. సింగపూర్‌ సంస్థలు అక్కడి చట్టాల ప్రకారం ఒక జాయింట్‌ వెంచర్‌ కంపెనీని (జేవీసీ) ఏర్పాటు చేస్తాయి. ఆ జాయింట్‌ వెంచర్‌ కంపెనీ, సీసీడీఎంసీఎల్‌ కలసి అమరావతి డెవలప్‌మెంట్‌ పార్ట్‌నర్‌ (ఏడీపీ) పేరుతో ఒక స్పెషల్‌ పర్పస్‌ వెహికిల్‌ని (ఎస్పీవీ) నెలకొల్పుతాయి. దీనిలో సింగపూర్‌ సంస్థల జేవీసీకి 58 శాతం, సీసీడీఎంసీఎల్‌కి 42 శాతం వాటా ఉంటుంది. రెండు సంస్థల మధ్య ఆదాయ పంపిణీ ఏ నిష్పత్తిలో ఉంటుందన్న విషయాన్ని సింగపూర్‌ కన్సార్టియం విజ్ఞప్తి మేరకు రహస్యంగా ఉంచారు. దానిని సింగపూర్‌ కన్సార్టియం ప్రభుత్వానికి సీల్డ్‌కవర్‌లో అందజేసింది. ఆన్‌లైన్‌లో ఉంచిన టెండరు పత్రాల్లో చాలా పేజీలను ‘ప్రొప్రైటరీ’ పేరుతో ఖాళీగా ఉంచారు. ఆదాయ పంపిణీకి సంబంధించిన కీలకఅంశాలు ఈపత్రాల్లోనే ఉంటాయి. ప్రధాన అభివృద్ధిదారు ఎంపికకు ‘ఆదాయ పంపిణీ’ అన్నదే ప్రధాన ప్రాతిపదిక. ఆంధ్రప్రదేశ్‌ ప్రభుత్వానికి ఆదాయంలో ఎక్కువ వాటా ఇచ్చే సంస్థనే అభివృద్ధి భాగస్వామిగా ఎంపిక చేస్తారు. టెండర్లు దాఖలు చేసే సంస్థల్లో ఏవైనా సింగపూర్‌ కన్సార్టియంకంటే ఏపీ ప్రభుత్వానికి ఎక్కువ మొత్తం ఇచ్చేందుకు ముందుకు వస్తే... ఆ సంస్థ ఇచ్చిన ప్రతిపాదనను సింగపూర్‌ కన్సార్టియం పరిశీలనకు పంపిస్తారు. సింగపూర్‌ కన్సార్టియం ఆ సంస్థ ఇచ్చినంత మొత్తం ఇచ్చేందుకు ముందుకు వస్తే సింగపూర్‌ కన్సార్టియమే ప్రధాన అభివృద్ధి భాగస్వామిగా ఎంపికవుతుంది. లేకపోతే ఎక్కువ మొత్తం ఇచ్చేందుకు ముందుకు వచ్చిన సంస్థ ప్రధాన అభివృద్ధి భాగస్వామిగా ఎంపికవుతుంది. స్విస్‌ ఛాలెంజ్‌ విధానంలో ప్రధాన అభివృద్ధి భాగస్వామి ఎంపికను పారదర్శకంగా నిర్వహిస్తున్నామని, సుప్రీంకోర్టు తీర్పు, కేల్కర్‌ కమిటీ సిఫారసులను అనుసరించే టెండర్లు పిలిచామని సీఆర్డీఏ పేర్కొంది. 50 దేశాలకు టెండరు నోటీసులు స్విస్‌ ఛాలెంజ్‌ టెండరు ప్రకటనలను మెకిన్సే అండ్‌ కంపెనీ సంస్థ సిద్ధం చేసింది. పారదర్శకంగా ఈ ప్రక్రియను నిర్వహించేందుకు టెండరు నోటీసును స్థానిక, జాతీయ, అంతర్జాతీయ పత్రికల్లో ప్రచురించారు. సీఆర్డీఏ కమిషనరు నుంచి మన దేశంలోని 50 దేశాలకు చెందిన రాయబార కార్యాలయాలు, కాన్సులేట్‌లకు ఈ-మెయిల్స్‌ వెళ్లాయి. అలాగే విదేశాల్లోని భారత రాయబార కార్యాలయాలకు టెండరు ప్రకటనను పంపించారు. మాస్టర్‌ డెవలపర్‌గా ఎంపికైన సంస్థ స్టార్టప్‌ ఏరియాగా ఎంపికైన ప్రాంతంలో అభివృద్ధి చేసే భవనాలు, ప్లాట్లకు ఆకృతుల రూపకల్పన, భవనాల నిర్మాణం, ఆర్థిక వనరుల సమకూర్చడం, మార్కెటింగ్‌ వంటి బాధ్యతలు నిర్వర్తించాలి. The area is spread over 6.84 sq km (1,691 acres). Andhra Pradesh Capital Region Development Authority (APCRDA) has invited competing counter proposals from eligible prospective bidders for selection of the Master Developer for the capital city. The AP government entered into a memorandum of understanding with the government of Singapore in December 2014 for development of the new capital city on the banks of Krishna river, between Vijayawada and Guntur. The Singapore, in turn, nominated Ascendas- Singbridge and Sembcorp Development Ltd to participate in the development of Amaravati as the Master Developer. The Singapore consortium on March 12 submitted a suo motu proposal, through 'Swiss Challenge' approach as per the AP Infrastructure Development Enabling Act-2001, to be the Master Developer of Amaravati. The consortium estimated the cost of developing infrastructure in the "start-up area", which includes a central business district, commercial hubs, business parks and high-density residential zones, at Rs 3,137.3 crore. It proposed to undertake development of the area in three phases over a period of 15 years (five years for each phase). The State Cabinet, on June 24, approved the Singapore consortium's proposal and it was subsequently notified by a Government Order (GO) on July 4. Based on the GO, the APCRDA today invited international competitive bids from eligible developers to counter the Singapore proposal. Under 'Swiss Challenge' route, a developer is asked to presents a bid. Then, other prospective developers would be asked to present counter bids. If the latter is lower, the first bidder will be asked to submit another bid. If the first bidder comes up with lower bid, then he gets the right or if he fails, the one with lower bid gets the project.
