  3. Andhra and Telangana continue talks on post-bifurcation issues, governor holds meeting However, no decision was taken during the meeting. Sunday, March 26, 2017 - 17:30 ESL Narasimhan, who is the joint Governor for Telangana and Andhra Pradesh, held a meeting on Sunday with ministers and officials of the two Telugu states to sort out pending issues arising from bifurcation of Andhra Pradesh in 2014. The meeting discussed the issues related to division of employees and handing over of the buildings of Andhra Pradesh Secretariat in Hyderabad to Telangana. However, no decision was taken during the meeting. Telangana government's Advisor G. Vivekanand told reporters after the meeting that they decided to hold another round of talks on April 17. Andhra Pradesh's Labour Minister K. Atchan Naidu said they discussed division of teachers, police personnel and employees of electricity department but did not come to a conclusion. On handing over the buildings of Andhra Pradesh Secretariat and legislature to Telangana, he said a decision in this regard would be taken after consultation with Andhra Pradesh Chief Minister N. Chandrababu Naidu. The Labour Minister said two senior officials of electricity department had submitted their reports on sharing of electricity and a decision was expected in the next meeting. Andhra Pradesh was represented by Atchan Naidu, Finance Minister Y. Ramakrishnudu and Telugu Desam Party Chief Whip Kalva Srinivasulu, besides other senior officials. Irrigation Minister Harish Rao, Energy Minister Jagdish Reddy, Advisor G. Vivek and other officials represented Telangana. This was the third in a series of meetings the Governor was holding with the ministers and officials of the two states since last month, to sort out all post-bifurcation issues. The two states had decided last month to sort out all issues with mutual agreement instead of fighting in courts. The two states have had differences over various issues, including sharing of electricity and water and division of institutions listed in the 9th and 10th Schedules of the Andhra Pradesh Reorganisation Act and also the High Court here. Several meetings held between the officials of the states over the past two-and-half years failed to sort out issues. A group of employees from Telangana, who are discharging their duties from the Andhra Pradesh Secretariat in Amaravati, had submitted a memorandum on Saturday to Atchan Naidu that he should take initiative for sending them to the Telangana Secretariat. In the representation, the employees mentioned that as many as 238 employees, having local status in Telangana, are working at the Andhra Pradesh Secretariat.

Hike in fares likely as Indian Railways mulls ways to raise resources NEW DELHI: Train passengers may have to shell out more as Railways is mulling increasing fares in a bid to raise resources after the Finance Ministry rejected its proposal of a special safety fund. According to the proposal, a safety cess will be levied to generate funds for strengthening track and upgrading signalling system and elimination of unmanned level crossings among other safety-related works to prevent mishaps. Earlier Railway Minister Suresh Prabhu had written a letter to Finance Minister Arun Jaitley seeking Rs 1,19,183 crore to create the special Rashtriya Rail Sanraksha Kosh for undertaking various safety works. However, the proposal did not find much favour with the Finance Ministry and it asked the Railways to raise resources on its own by raising fares. The Finance Ministry agreed to provide only 25 per cent and suggested that Railways raise 75 per cent resources itself for the special safety fund, sources said. "Though the Railway Minister is not in favour of raising fares at this juncture when passenger bookings are falling and fares of AC-2 and AC-1 are already on higher side, the reluctance of Finance Ministry to provide a bail-out package has left the minister with no option," a source said. According to the plan, the cess on Sleeper, Second Class and AC-3 will be higher while it will be marginal for AC-2 and AC-1. A final decision on raising fares is yet to be taken as modalities are still being worked out, sources added. Railways is witnessing train derailments on almost regular basis - two in quick succession in the recent past causing heavy casualties. Experts say these mishaps have taken place due to the lack of upgrading and proper maintenance of track and signalling system. GST rate structure finalised, panel fixes rates at 5%, 12%, 18% & 28% NEW DELHI: A 4-tier GST tax structure of 5, 12, 18 and 28 per cent, with lower rates for essential items and the highest for luxury and de-merits goods that would also attract an additional cess, was decided by the all- powerful GST Council today. With a view to keeping inflation under check, essential items including food, which presently constitute roughly half of the consumer inflation basket, will be taxed at zero rate. The lowest rate of 5 per cent would be for common use items while there would be two standard rates of 12 and 18 per cent under the Goods and Services Tax (GST) regime targetted to be rolled out from April 1, 2017. Announcing the decisions arrived at the first day of the two-day GST Council meeting, Finance Minister Arun Jaitley said highest tax slab will be applicable to items which are currently taxed at 30-31 per cent (excise duty plus VAT). Luxury cars, tobacco and aerated drinks would also be levied with an additional cess on top of the highest tax rate. The collection from this cess as well as that of the clean energy cess would create a revenue pool which would be used for compensating states for any loss of revenue during the first five years of implementation of GST. The cess, he said, would be lapsable after five years. Jaitley said about Rs 50,000 crore would be needed to compensate states for loss of revenue from rollout of GST, which is to subsume a host of central and state taxes like excise duty, service tax and VAT, in the first year. The 4-tier tax structure agreed to has slight modification to the 6, 12, 18 and 26 per cent slab that were under discussion at the GST Council last month. The structure to agreed is a compromise to accommodate demand for highest tax rate of 40 per cent by states like Kerala.
