If you are in UK on Tier2 ICT and you came here after Oct 2011 then you are not eligible to switch to Tier2 general (means you can't change your job at all) If you are in UK on Tier2 General then you can change your job (If it is permanent, the prospective employer should also sponsor your visa), If contract job - You should still work through your original sponsor based on some terms (80-20 or some other %) .... But getting job on Tier2 general has become very difficult now a days unless you have very hot skills like Java/j2ee, mobile app dev/testing etc...
