fair enough!

if vendor is not paying, your employer should fight against that company in a court.

He is inviting troubles for himself by not running your regular salary! he can not make a third party responsible for your salary.

that will make him a staffing company but not a legit employer.

but if you have changed the employer/vendor but continueing at the same client, than he may bring an issues called non-compete aggreement etc..;

if you don't belong to the above criteria..no one can stop you from filing a case and winning it with 100% chances.
