AMTZ inks MoU with QCI for ICMED certification Shardul Nautiyal, Mumbai Tuesday, January 24, 2017, 08:00 Hrs [iST] As a step towards protecting industry from faulty medical devices and reliance on international certifications, Andhra Pradesh MedTech Zone (AMTZ) recently signed an MoU with the Quality Council of India (QCI) to promote Indian Certification for Medical Devices (ICMED) Scheme in India. Developed in collaboration with AiMeD, QCI and the NABCB – ICMED is a quality certification scheme for medical devices in the country with an aim to enhance patient safety, and increase consumer protection along with providing much needed product credentials to manufacturers to instil confidence among buyers. The scheme is also intended to significantly eliminate trading of sub-standard products or devices where supply chains are unknown, a widespread and injurious occurrence in the Indian market. The MoU was signed by Dr. Jitendar Sharma, chief executive officer, AMTZ and Dr. R. P. Singh, secretary general, QCI in the presence of Dr. Kamineni Srinivas, Health and Medical Education Minister, Government of Andhra Pradesh; Dr. Poonam Malakondaiah, principal secretary, Health Medical & Family Welfare, Government of Andhra Pradesh; Rajiv Nath, forum coordinator, Association of Indian Medical Device Industry (AiMeD); Anil Jauhri, chief executive officer, National Accreditation Board for Certification Modies (NABCB); and Mrutunjay Jena, joint director, NABCB and other distinguished guests. Currently, with no established mandatory quality certifications for medical device manufacturing sector in India, the medical devices manufactured in India lack an element of competitiveness with respect to the imported medical devices. With manufacturers forming a bee-line to start manufacturing at AMTZ, this collaboration with QCI would help the manufacturers be ICMED compliant from the first day itself. AMTZ and QCI would be working closely in this direction by joint selection of agencies for empanelment for promotion of quality in medical devices and even facilitating manufacturing of identified technologies at AMTZ. AMTZ which is India's first medical devices manufacturing park has already announced bookings of factories at a refundable fee of Rs.6,250; Rs.12,500 & Rs.25,000 for a 0.25 acre; 0.50 acre and 1.00 acre manufacturing unit respectively. AMTZ has been receiving bookings continuously since the launch of booking on 2nd October. Government of Andhra Pradesh and senior management of Andhra Med Tech Zone had also led an ‘exclusive investors meet’ at world’s largest and most attended medical devices expo -Medica on November 15, 2016 at Dusseldorf, Germany. This was AMTZ first international summit at Dusseldorf. Dr. Jitendar Sharma said that the response from industry has been very encouraging and 10 per cent of the proposed factories have already been booked since October 2, 2016 when the booking for AMTZ was launched. The zone has received applications from some of the largest companies. AMTZ would include facilities such as component testing centre, electro-magnetic interference laboratory, medical grade low vacuum molding, cabinet molding, injection molding centres, 3D designing and printing for medical grade products, sterilization and toxicity testing centre, radiation testing centre, gamma irradiation facility, rapid prototyping centre, warehousing and regulator’s office.

Division of Schedule X institutions: written arguments sought from TS, AP The committee constituted by the Union Government to hear the views of Telangana and Andhra Pradesh on division of 142 Schedule X institutions completed its sittings in Delhi on Friday and asked the two State governments to submit their written arguments within 10 days as there was no convergence of viewpoints. The committee headed by Jaideep Govind, Additional Secretary, Ministry of Home Affairs, was in particular looking into the division of AP State Council for Higher Education (APSCHE) as the Supreme Court had already ruled that it should be divided on the basis of population ratio as per the provision of the AP State Reorganisation Act, 2014 (APSR Act). “ The committee finished with the meetings. Both the States stuck to their stated viewpoints based on their own interpretation of different sections of the APSR Act. It is for the Committee to give a final decision,” sources told . The committee comprised two representatives each from Telangana and Andhra Pradesh -- ex-Chief Secretary and now Chief Advisor Rajiv Sharma and Advocate-General from Telangana K. Ramakrishna Reddy and Vice-Chairman of AP State Planning Board C.Kutumba Rao and retired IAS officer Balasubramanyam. The APDCHE issue reached the Apex Court when Andhra Pradesh challenged the order of the High Court in favour of Telangana State which claimed absolute right over the council and its building. The SC verdict was in favour of AP. Telangana State filed a review petition after the Supreme Court verdict but it was also dismissed. Yet, the problem persists as the two States interpreted the Act differently. Citing Section 75 of the AP State Reorganisation Act, 2014, Telangana said a state would have absolute ownership over the institutions located within that state and the other state could avail itself of the facilities of those institutions by entering into a memorandum of understanding. It used the same interpretation to take control over the premises of the APSCHE in Hyderabad but that was struck down by the Apex Court. Andhra Pradesh, to substantiate its arguments, cited Part VI and Section 47 of the Act which stated that all the assets and liabilities of the erstwhile state of combined Andhra Pradesh were to be apportioned between the two successor States. Ancient Buddhist site set to come alive with cultural programmes after two millennia 3-day Anupu Festival–2016 showcasing India’s rich Buddhist heritage to be inaugurated on Friday HYDERABAD: Anupu, a hitherto little known site of Buddhist excavation on the banks of River Krishna near Nagarjunasagar Dam will host cultural programmes from Friday afternoon, against the backdrop of an amphitheatre, after 1,700 years. A 3-day Infosys Foundation Anupu Festival–2016 will showcase cultural programmes against the backdrop of the amphitheatre for the first time after it was reconstructed on an 80-hectare stretch at Anupu by the Archaeological Survey of India. The ruins of an ancient Buddhist university, established by Acharya Nagarjuna, that was excavated between 1955 and 1967 when the dam was being built, have been reconstructed at Anupu, in Guntur district of neighbouring Andhra Pradesh, said the Foundation’s chairperson Sudha Murty here on Thursday at a curtain raiser. Steeped in history Every centimetre of the amphitheatre has a history. She explained that an ‘Aswamedhakunda’, possibly the only one of its kind in India, was housed in the museum on Nagarjunakonda island in the middle of the backwaters of Nagarjunasagar Dam on River Krishna, the amphitheatre was translocated to Anupu during the construction of the multipurpose project, she explained. Andhra Pradesh Chief Minister N. Chandrababu Naidu is scheduled to attend the inauguration of the festival. Infosys executive vice-president Binod Hampapur and assistant VP Infosys Development Centre at Hyderabad Manisha Saboo are expected to participate in the programme. On Friday a 3-day artist camp on the topic ‘Landscape of Anupu’ will begin at the Matha Sarovar Resort in Vijayapuri South in Guntur district in Andhra Pradesh, with 16 artists from across the country at work. Rich heritage The Anupu Festival is the second one organised by the Foundation, after a similar one held this March at Lakshmeshwara in Gadag district of Karnataka, Mrs Murty said. The festival will be inaugurated by Buddhist monks after paying floral tributes to Lord Gauthama Buddha. The festival is a celebration of India’s rich Buddhist heritage and the ancient monument will reverberate with traditional performing arts events, including folk dances of Andhra and classical dance forms and instrumental and devotional music.
