Palanisami, an agricultural economist, by the counsel for Andhra Pradesh before the Brijesh Kumar Tribunal (KWDT-II) for the second day on Thursday revolved around the technicalities involved in the calculation of crop/irrigation water requirement. Ganguli, who probed the Telangana’s witness with 48 questions on Wednesday, cross-examined Mr. Palanisami with 49 more questions on Thursday — all related to working out evapo-transpiration (ET) values as part of estimating the crop water requirement. Evaporation On being asked by the AP’s counsel, the Telangana’s witness told the tribunal that there was not much difference between the ET and potential evapo-transpiration (PET). Evapo-transpiration is the process by which water is transferred from the land to the atmosphere by evaporation from the soil and other surfaces and by transpiration from plants used for estimating the crop water requirement. Water requirement Mr. Palaniswami stated that estimation of crop water requirement was worked out following the Penman Monteith method adopted and approved by Food and Agriculture Organisation (FAO) of the United Nations. Asked about the source of input data for calculating the crop water requirement, the Telangana’s witness explained that data from Agrimet publication from Indian Meteorological Department (IMD) Pune, IMD Climatological Normals 1961-1990 and that the Cropwat and Climwat softwares were used. Percolation loss Asked by the tribunal whether percolation loss has any relevance in arriving at ET values, the Telangana’s witness stated that it is one of the components used in the estimation of crop water requirement and not in ET estimation. He also explained before the tribunal how the Penman Monteith and Agrimet methods help in estimating ET properly compared to Modified Penman and other methods which over-estimate the ET. Ganguli cross-examining Telangana’s witness K. Palanisami. Methodology discussed An agricultural economist by profession, Mr. Palanisami from Coimbatore in Tamil Nadu was engaged by the Telangana Government to study the water requirements under several irrigation projects in the two States. The cross-examination of Telangana’s witness by the AP counsel on the day-one revolved around the methodologies adopted in calculating the crop water estimation or irrigation water requirement. For the analysis, he had availed three sets of data – project-wise area, crop-related co-efficient and cropping pattern-cropped area provided by the Irrigation Department of Telangana. Mr. Palanisami said he could not recall on seven occasions and that he would have to get back to the counsel later. Answering question number 50 on data to calculate evapotranspiration taken from the Gannavaram and the Machilipatnam meteorological stations of the Krishna Basin, the Telangana witness said “since the work was done one year back, I will check the worksheet and get back.” Evapotranspiration is the process by which water is transferred from the land to the atmosphere by evaporation from the soil and other surfaces and by transpiration from plants. ‘Will check and get back’ Answering question 65 about the “time period” used in the CLIMWAT software, he said, “I don’t exactly remember, but I will check.” When the AP counsel tried to get a clarification about CLIMWAT software in the very next question, Mr. Palanisami said, “Since this was done a year ago, I don’t exactly remember the notes given at that time.” Similarly he could not give answers to questions 83, 90, 95 and 96 related to evapotranspiration values taken from the Gannavaram and the Machilipatnam meteorological stations.
