Situation between govt. employees and politicians is because of two reasons... corruption and fear
1) Corruption, Both politicians and govt. employees are corrupt and give certificates with out checking, they get their share. They don't care about consequences as they know they can play with loop holes in system and laws by supporting each other.
Reason: Greed for easy money
2) Fear, Though employee does not like to certify with out checking, as politicians force, their fear for loosing job and difficulties they create in their job makes them to do what politicians want.
Reason: Fear to face life with less money, see around you! you will find many people.
These people think they do not have skills to earn money if they loose their current job, which they got by earning certificate from a university (or) They fear of about relationships in life, if they earn less than what they are earning now. They look to be genuine reasons, but they are not.
In either of case, both politicians and employees are reasons. If some one is saying only one category is the reason for this issue, he must have submitted himself to one (or) both the reasons and is playing blame game.
