does state govt have the power to launch enquiry into lapses and potential malpractices on central govt organizations?

 

for example cbi, and how it favors certain bad actors while targeting others

for example nia, how it ignores half the case and kept pressure on kodi kathi issue

for ignoring frtb limits and not doing due diligence

of course, cbn won’t do.. but is it possible for any state government?
