From whatever I understood from letter.

1.) AP CM asked to release the 2014-15 revenue deficit amount on 03.01.2022. He mentioned about Polavaram project also in his letter. Pls check link below:

2.) Central govt released around 10,460 cr amount for the revenue deficit. 

3.) Expenditure was already incurred by state govt in 2014-15. The amount released should ideally be just like a compensation for the deficit.

4.) Why is the central govt asking utilisation certificates for this amount? What are the projects/schemes mentioned in the letter against which this amount is to be used? The state govt should obtain necessary regulatory approvals and ensure that the project(s) achieves it's scheduled milestones. Is this project Polavaram?

We can't rule out what Kutumbarao said. There is no clarity as per the letter. This looks like a scheme.

Compensation ki malli utilisation entra babu.... already fix chesara ey projects/schemes ki use cheyali ani?

They have asked for utilisation certificates. They have not released it as a compensation. Evo schemes/projects kinda vadukomantunaru.

Aa schemes/projects ki vadukunaka malli claim cheyyoddu antunaru. 

This is like giving advance money for some projects/schemes in the name of revenue deficit.

Just putting this in story format.

I give my wife 2000 Rs for buying groceries in Jan 2023. . I tell her if she incurs more expense I will compensate. She spends 2500 and the deficit is 500rs.

After repeated requests i give her 500Rs in the beginning of May 2023 but I tell her that she should also submit bills for the amount I gave her for May month.

The question now is whether it is a compensation or advance amount? Or is it compensation and advance both. 

Deene chavu telivithetalu antaru. Bodiya and Jaffa magic idi matram. Direct ga money icharu to save Jaffa govt like advance. Peruki matram revenue deficit compensation...this is just name sake.
