By Telugu360 అప్పులు పుట్టకపోతే బండి నడవని పరిస్థితిలోకి వెళ్లిపోయిన ఏపీ ప్రభుత్వానికి ఇప్పుడు మరితం గడ్డు పరిస్థితి వచ్చింది. ఇప్పటి వరకూ కేంద్రం ఇచ్చిన రుణ పరిమితికి తగ్గట్లుగా లోన్లు తీసుకున్నారు. ఇంకా అదనపు అనుమతి కోసం చేసిన ప్రయత్నాలు విఫలమయ్యాయి. ఆర్థికమంత్రి బుగ్గన రాజేంద్రనాథ్ రెడ్డి ఢిల్లీలో మకాం వేసి అదే పనిగా కేంద్రమంత్రులతో సమావేశం అయినా అనుమతి రాలేదు. తెలంగాణకు మాత్రం రూ. ఐదు వేల కోట్ల అదనపు అప్పులకు పర్మిషన్ ఇచ్చింది. కేంద్రం అదనపు అప్పులకు పర్మిషన్ ఇవ్వాలంటే కొన్ని నిబంధనలు పాటించారు. తీసుకున్న రుణంలో క్యాపిటల్ ఎక్స్ పెండిచర్ ఎక్కువగా ఉండాలి. అంటే అప్పుల్ని సంపద సృష్టించడానికి వాడుకోవాలి. కానీ ఏపీ ప్రభుత్వం తీసుకున్న రుణాలను నగదు బదిలీకి వాడేస్తోంది.అందుకే ఎక్కడా సంపద సృష్టి జరగడం లేదు. ఇలా సంపదను సృష్టించి ఉంటే అదనపు రుణాలకు అవకాశం ఇచ్చి ఉండేవారు. అలా లేకపోవడంతో పర్మిషన్ దక్కలేదు. క్యాపిటల్ వ్యయం ఎక్కువ చేసిన రాష్ట్రాలకు అప్పులకు అనుమతి లభించింది. మూడు నెలల కిందటే ఈ విషయంలో కేంద్రాన్ని సంతృప్తి పరిచిన రాష్ట్రం రూ. పదివేల కోట్ల అదనపు రుణాల్ని తెచ్చుకోగలిగింది. ఈ సారి మాత్రం సాధ్యం కాలేదు. అదనపు అప్పులు లభించకపోతే ఇక బ్యాంకులు, ఆర్థిక సంస్థల మీద ప్రభుత్వం ఆధారడాల్సి ఉంటుంది. అయితే ఇటీవల డిఫాల్ట్ అవుతున్న పరిస్థితులు కనిపిస్తున్నాయి. తీసుకున్న రుణాలు చెల్లించడంలేదు. ఈ కారణంగా బ్యాంకులు కూడా వెనుకంజ వేసే పరిస్థితి ఉంది. వచ్చే రెండు, మూడు నెలలు ఏపీ సర్కార్ ఆర్థఇక పరంగా మరింత గడ్డు పరిస్థితి ఎదుర్కొనే అవకాశం కనిపిస్తోంది.
