అమరావతి, జనవరి 21 (ఆంధ్రజ్యోతి): జాతీయ స్థాయిలో నదుల అనుసంధానానికి శ్రీకారం చుడుతున్నామని చెబుతున్న కేంద్ర ప్రభుత్వం.. నిధుల విషయంలో చేతులెత్తేస్తోంది. మార్కెటింగ్‌, వివిధ రాష్ట్రాల మధ్య సంధానకర్తగా పనిచేయడం వరకే తన పాత్రను పరిమితం చేసుకోవాలని అనుకుంటున్నట్లు కనిపిస్తోంది. ఇటీవల నదుల అనుసంధానంపై కేంద్ర జల వనరుల మంత్రి నితిన్‌ గడ్కరీ రాష్ట్రాలతో సమావేశమయ్యారు. ఈ సందర్భంగా ఆయన చేసిన వ్యాఖ్యలను పరిశీలిస్తే నిధుల విషయంలో కేంద్రం అంత సుముఖంగా ఉన్నట్లు లేదని అవగతమవుతోందని రాష్ట్ర జల వనరుల శాఖ వర్గాలు చెబుతున్నాయి.
 
 
విశ్వసనీయంగా తెలిసిన సమాచారం ప్రకారం.. నదుల అనుసంధాన ప్రక్రియను కేంద్రం చేపడుతున్నప్పటికీ.. నదీ జలాల అంశం రాష్ట్రాల పరిధిలోదే అయినందున.. రాష్ట్రాల సమ్మతితోనే ఈ కార్యక్రమం ముందుకు సాగుతుందని గడ్కరీ సదరు సమావేశంలో స్పష్టం చేసినట్లు తెలిసింది.
 
‘రాష్ట్రాలు ఇప్పటికే పలు ప్రాజెక్టులను భారీ వ్యయంతో నిర్మిస్తున్నాయి. అనుసంధానానికి ఉపకరించే ఆ ప్రాజెక్టులకయ్యే వ్యయాన్ని.. జలాలు అవసరమయ్యే రాష్ట్రాలే భరించాల్సి ఉంటుంది’ అని ఆయన తెలిపారు. కాళేశ్వరం ప్రాజెక్టుకు తెలంగాణ రూ.80,000 కోట్లకు పైగా వ్యయం చేస్తోందని, నదుల అనుసంధానం ద్వారా నీరు కావాలనుకుంటున్న ఇతర రాష్ట్రాలు ఈ మొత్తంలో వాటా భరించేందుకు సిద్ధంగా ఉండాలన్నారు. నదుల అనుసంధానానికి కేంద్రం సంధానకర్తగా వ్యవహరిస్తుందే తప్ప నిధులు భారీ స్థాయిలో విడుదల చేసేందుకు సిద్ధంగా లేదని స్పష్టీకరించారు.
 
 
ఇప్పటిదాకా అనుసంధాన ప్రక్రియకు కేంద్రం 60 శాతం మేర నిధులిస్తుందని ఆశించిన నవ్యాంధ్ర, ఇతర రాష్ట్రాలకు గడ్కరీ పెట్టిన కొత్త మెలిక మింగుడు పడడంలేదు. అనుసంధానం తొలి దశలో గోదావరి జలాలను అకినేపల్లి నుంచి నాగార్జున సాగర్‌కు తీసుకెళ్లి.. అక్కడి నుంచి సోమశిల ద్వారా పెన్నా నదికి పంపి.. ఆ తర్వాత కావేరికి తరలించాలన్న ప్రతిపాదనను తీసుకొచ్చింది ఆయనే. దీనికి తెలంగాణ నీటి పారుదల మంత్రి హరీశ్‌రావు అంగీకరించలేదు. ముందుగా తెలంగాణ అవసరాల కోసం 1500 టీఎంసీల గోదావరి జలాలను కేటాయించాలని.. దీనికి అంగీకరిస్తేనే గోదావరి-కావేరి అనుసంధానానికి ఆమోదిస్తామని స్పష్టం చేశారు.
 
 
ఆంధ్రప్రదేశ్‌ నుంచి ఈ సమావేశానికి హాజరైన అధికారులు మాత్రం కేంద్రం విధానం ఏమిటో తెలుసుకునేదాకా.. తమ అభిప్రాయాన్ని వెల్లడించరాదన్న అభిప్రాయంతో మౌనం దాల్చారు. కావేరిలోకి 150 టీఎంసీలకు బదులు 50 టీఎంసీలనే ఎందుకు ప్రతిపాదించారని తెలంగాణ, కర్ణాటక అధికారులు గడ్కరీని ఈ సందర్భంగా అడిగారు. ఆయన స్పందిస్తూ.. తొలి దశలో 50 టీఎంసీలను.. మలిదశలో మహానది-కావేరి అనుసంధాన పథకాన్ని అమలు చేస్తే.. మిగిలిన 100 టీఎంసీలను అందిస్తామని వివరించారు. అయితే.. భారీ స్థాయిలో కేంద్రం నిధులిస్తుందని అనుకోవద్దన్నారు. గోదావరి జలాల్లో తమ వాటాను స్పష్టం చేయాలని హరీశ్‌రావు కోరడంతో ఒడిసా, ఆంధ్రప్రదేశ్‌, తెలంగాణ, తమిళనాడు, కర్ణాటక, మహారాష్ట్ర ముఖ్యమంత్రులు, జల వనరుల మంత్రులు, ఆ శాఖ కార్యదర్శులతో సమావేశాన్ని త్వరలోనే ఏర్పాటు చేస్తామని గడ్కరీ చెప్పారు.
 
 
ఆ భేటీలో ముఖ్యమంత్రులు వెల్లడించే అభిప్రాయం మేరకు మహానది-గోదావరి-కృష్ణా-పెన్నా-కావేరి నదుల అనుసంధాన ప్రక్రియపై నిర్ణయం తీసుకుందామని తెలిపారు. జాతీయ నదుల అనుసంధాన ప్రక్రియలో గతంలో ఉన్న 90:10గా ఉన్న కేంద్ర రాష్ట్ర ప్రభుత్వాల వాటాను 60:40గా కుదించిన కేంద్రం.. ఇప్పుడు దాని నుంచి కూడా తప్పించుకునే పనిలో పడిందని గడ్కరీ మాటల ద్వారా అర్థమవుతోందని జల వనరుల శాఖ వర్గాలు అనుమానిస్తున్నాయి.

even if they declare it as national project, we can't rely   on  bjp for funding as per our experience in polavaram.  under nehru, indira gandhi time irrigation projects are constructed without thinking about political benefits. feku is apt title for modi.

is there any way to transfer godavari penna link water to velugodu balancing resorvior and pothireddypadu head regulator so that raayalaseema ayacut can reduce its dependence on krishna water . currently we are getting krishna water to srisailam in september/october . raayalaseema will miss kharif completely once alamatti dam height raised. 

if it is not possible to transfer water to velugodu and pothireddypadu ,do we have any better alternatives to send godavari water to handri neeva and galeru nagari

VELUGODU- 260 meters altitude so BIG NO , pothireddypadu  - also same HIGH altitude so BIG no

But we don't need to connect them as SRISAILUM will be dedicated for SEEMA(already this year AP gave 150 TMC to 3 districts of seema and once handri-2,3 are complete another 50 TMC)

 

Summary, SRISAILUM&TUNGABADRA are good enough(unless it becomes more worse) for pothireddypadu demands as we store water there when there is flood...

- meeku july lo neellu kavali ante - Kaleswaram lantidi kattali krishna meeda (on top off pumping Godavari into Krishna) - Power bill tadisi poddi. and also another side TG vundi - so malli godavalu

- ayina Sept-Nov natiki takkuvalo takkuva 200 tmc vasthayi - it will be enough for basic needs in Seema districts

i asked for godavari water diversion to rayalaseema due to following reasons

1. alamatti height raise

2. telangana has control over srisailam left power plant, they are releasing water to nagarjuna sagar at their will

3. telangana constructing palamuru rangareddy with capacity 2 tmc per day

Most of the people in rayalaseema region don’t expect water to be available for irrigating lands. As long as the ground water table is stable enough for agriculture, that's all they need. Filling up all the lakes in the districts would be a start in that direction, which is exactly what CBN is doing right now.

KCR is against NALGONDA,KHAMMAM and all his irrigation plans are for UPPER T belt.......He rejected whatever proposal(dummagudem,Godavari-penna@ akinepalli)  that helps these districts till now

2) not a big issue, our side projects can empty srisailam much faster if we wanted to at higher capacity levels. Even at lower levels too we have some capability with macchumarri but we can add more pretty quickly given how fast lift irrigation projects can be completed (pattiseema). Also with the whole NS and krishna delta dependency out of Krishna water, TG will fall in line with us. We just need to do that asap.

3) I don't think this will happen anytime soon. Kaleswaram effects choosaka they will reliaze and shut this off hopefully.

I might disagree with you brother, as they don't have water they are not expecting. I have seen places in Anathapur where they were planting paddy even when one bore in the farm is working. once these people get used to the taste of getting water and cultivating lands...you cannot stop them..

Not just ground water, SEEMA area generally does not need lining all across compared to DELTA area....DELTA area soil erosion is big risk so LINING is mandatory all across with high risk....

Yes Seema ground doesn't need lining. its black soil and rock. Water should flow in seema for couple of years to reach CBN's target of 8mt ground level.

nenu krishna delta lo okka kalava ki lining choodaledu - first time Polavarm RMC ki choosi yenduku ra babu anukonna

where as - Sagar LMC starting point to Khammam area varaku begining lone lining vesaru - krishna dt lo kontha part varaku vesaru

and also same thing with Tungabadra HLC and Kakateeya canal - both had lining

if its rock areas - water loss ekkuva ani chepparu and in delta lining will gone within a year annaru

NO plan for PUMPING from RESERVOIR ground level to Rigth/Left canal...a avasaram radu mostly....

* in SEASON(almost 6-9 months) from head regulator water flows with gravity to Right canal through tunnel

* Rest of time we use above regulator storage for right/left

* No plans to pump from RESERVOUR ground(20 meters)....

Same like Sagar anukondi....Sagar lo manam bottom water ni eppudu LIFT cheyyam....we take only that is at regulator level

- In season (July - Nov), water will flow thru gravity into RMC

- There is no need after the season (after Dec) as irrigation dept need to plan accordingly with Krishna basin water by storing at Pulichintala and Sagar Tailpond. If not, Nagarjuna sagar.

Chala pathetic situation in seema. there were times when i used to rush to the checkdams to see if they are overflowing after a moderate rain. not a single drop used to be there. Seema has to have floods for few years to fill water tables.

Luckily this year we had good rains, but maintaining ground level is not that easy.

 The silt free dead storage water of nearly 100 tmcft above the spillway crest level 24.5 metres (80 ft) MSL, can also be used in downstream lift irrigation projects (Pattiseema lift, Tadipudi lift, Chintalapudi lift, Thorrigedda lift, Pushkara lift, Purushothapatnam lift, Venkatanagaram lift, Chagalnadu lift, etc.) and Dowleswaram Barrage during the summer months.

yes, seen some areas near Dhone and Kurnool - Really bad. I can imagine Anantapur area.

Need some good rains for two straight years.

Annagaru...I am optimistic that govt will save around 30 tmc of water till mid-may and start releasing water for early Kharif. in order to send water, we still might need these pumps.

For sure, ivi ayithe only season(July - Vov) lone operate chesthayi - i think the minimum draw level is 12-15 meters

As long as Srisailam gets Krishna water, Seema will get water..
