LED bulbs ki ayye karchu discoms bharisthayi. Aa bulbs use cheyyatam valla every month vunde savings ni discoms theesukuntayi. Over a period of time, savings will cover the initial investment. Anything after that is profit to discoms. Neither State nor Central Govt pays. No one looses here. Win-Win situation

I think, most of the consumer energy (normal households) consumption is subsidized. If discoms can reduce the consumption of that type, they can reduce the losses. Discoms charge higher for industrial users (at profit) to compensate for subsidies, transmission losses and theft.

this sounds better. i guess upto 100 units are subsidized for house holds in andhra.

UDAY (Ujwal DISCOM Assurance Yojana) for financial turnaround of Power Distribution Companies

 

 

The Union Cabinet chaired by the Hon’ble Prime Minister Shri Narendra Modi, has today given its approval to a new scheme moved by the Ministry of Power - Ujwal DISCOM Assurance Yojna or UDAY. UDAY provides for the financial turnaround and revival of Power Distribution companies (DISCOMs), and importantly also ensures a sustainable permanent solution to the problem.

UDAY is a path breaking reform for realizing the Hon’ble Prime Minister’s vision of affordable and accessible 24x7 Power for All. It is another decisive step furthering the landmark strides made in the Power sector over the past one and a half years, with the sector witnessing a series of historic improvements across the entire value chain, from fuel supply (highest coal production growth in over 2 decades), to generation (highest ever capacity addition), transmission (highest ever increase in transmission lines) and consumption (over 2.3 crore LED bulbs distributed).

The weakest link in the value chain is distribution, wherein DISCOMs in the country have accumulated losses of approximately Rs. 3.8 lakh crore and outstanding debt of approximately Rs. 4.3 lakh crore (as on March, 2015). Financially stressed DISCOMs are not able to supply adequate power at affordable rates, which hampers quality of life and overall economic growth and development. Efforts towards 100% village electrification, 24X7 power supply and clean energy cannot be achieved without performing DISCOMs. Power outages also adversely affect national priorities like “Make in India” and “Digital India”. In addition, default on bank loans by financially stressed DISCOMs has the potential to seriously impact the banking sector and the economy at large.

Due to legacy issues, DISCOMs are trapped in a vicious cycle with operational losses being funded by debt. Outstanding debt of DISCOMs has increased from about Rs. 2.4 lakh crore in 2011-12 to about Rs. 4.3 lakh crore in 2014-15, with interest rates upto14-15%.

UDAY assures the rise of vibrant and efficient DISCOMs through a permanent resolution of past as well as potential future issues of the sector. It empowers DISCOMs with the opportunity to break even in the next 2-3 years. This is through four initiatives (i) Improving operational efficiencies of DISCOMs; (ii) Reduction of cost of power; (iii) Reduction in interest cost of DISCOMs; (iv) Enforcing financial discipline on DISCOMs through alignment with State finances.

Operational efficiency improvements like compulsory smart metering, upgradation of transformers, meters etc., energy efficiency measures like efficient LED bulbs, agricultural pumps, fans & air-conditioners etc. will reduce the average AT&C loss from around 22% to 15% and eliminate the gap between Average Revenue Realized (ARR) & Average Cost of Supply (ACS) by 2018-19.

Reduction in cost of power would be achieved through measures such as increased supply of cheaper domestic coal, coal linkage rationalization, liberal coal swaps from inefficient to efficient plants, coal price rationalization based on GCV (Gross Calorific Value), supply of washed and crushed coal, and faster completion of transmission lines. NTPC alone is expected to save Rs. 0.35 / unit through higher supply of domestic coal and rationalization / swapping of coal which will be passed on to DISCOMs / consumers.

Financial liabilities of DISCOMs are the contingent liabilities of the respective States and need to be recognized as such. Debt of DISCOMs is de facto borrowing of States which is not counted in de jure borrowing. However, credit rating agencies and multilateral agencies are conscious of this de facto debt in their appraisals. In line with the above and similar observations of Fourteenth Finance Commission, States shall take over 75% of DISCOM debt as on 30 September 2015 over two years - 50% of DISCOM debt shall be taken over in 2015-16 and 25% in 2016-17. This will reduce the interest cost on the debt taken over by the States to around 8-9%, from as high as 14-15%; thus improving overall efficiency. Further provisions for spreading the financial burden on States over three years, will give States flexibility in managing the interest payment on the debt taken over, within their available fiscal space in the initial few years. A permanent resolution to the problem of DISCOM losses is achieved by States taking over and funding at least 50% of the future losses (if any) of DISCOMs in a graded manner.

UDAY is a shining example of the utilization of the best principles of cooperative and competitive federalism and has been evolved through discussions at the highest levels with multiple States. Adopting UDAY is optional for States, but provides the fastest, most efficient and financially most feasible way for providing 24X7 Power for All. It will be operationalized through a tri-partite agreement amongst the Ministry of Power, State Government and the DISCOM.

UDAY accelerates the process of reform across the entire power sector and will ensure that power is accessible, affordable and available for all. UDAY truly heralds the uday (rise), of a ‘Power’ful India.

Salient Features of UDAY

 

·        States shall take over 75% of DISCOM debt as on 30 September 2015 over two years - 50% of DISCOM debt shall be taken over in 2015-16 and 25% in 2016-17.

·        Government of India will not include the debt taken over by the States as per the above scheme in the calculation of fiscal deficit of respective States in the financial years 2015-16 and 2016-17.

·        States will issue non-SLR including SDL bonds in the market or directly to the respective banks / Financial Institutions (FIs) holding the DISCOM debt to the appropriate extent.

·        DISCOM debt not taken over by the State shall be converted by the Banks / FIs into loans or bonds with interest rate not more than the bank’s base rate plus 0.1%. Alternately, this debt may be fully or partly issued by the DISCOM as State guaranteed DISCOM bonds at the prevailing market rates which shall be equal to or less than bank base rate plus 0.1%.

·        States shall take over the future losses of DISCOMs in a graded manner and shall fund them as follows:

·        State DISCOMs will comply with the Renewable Purchase Obligation (RPO) outstanding since 1st April, 2012, within a period to be decided in consultation with Ministry of Power.

·        States accepting UDAY and performing as per operational milestones will be given additional / priority funding through Deendayal Upadhyaya Gram Jyoti Yojana (DDUGJY),Integrated Power Development Scheme (IPDS), Power Sector Development Fund (PSDF) or other such schemes of Ministry of Power and Ministry of New and Renewable Energy.

·        Such States shall also be supported with additional coal at notified prices and, in case of availability through higher capacity utilization, low cost power from NTPC and other Central Public Sector Undertakings (CPSUs).

·        States not meeting operational milestones will be liable to forfeit their claim on IPDS and DDUGJY grants.

·        UDAY is optional for all States. However, States are encouraged to take the benefit at the earliest as benefits are dependent on the performance.

NEW DELHI: Andhra Pradesh has become the first state in the country to join the Centre's scheme for revival of debt stressed power distribution companies after the state gave in-principle nod to the Power Ministry for joining UDAY. 

 

Though many other states including Jharkhand, Rajasthan, Tamil Nadu and Haryana have evinced the interest in joining the scheme, Andhra Pradesh is the first state to officially communicate its intend to avail benefits under UDAY. 

 

"Congratulations to Chief Minister of Andhra Pradesh for joining UDAY (Ujwal DISCOM Assurance Yojana) for turnaround of discoms," Power Minister Piyush Goyal tweeted today. 

 

According to a power ministry statement, Andhra Pradesh has conveyed in-principle approval to the ministry for joining UDAY Scheme (Ujwal Discom Assurance Yojana). 

 

The scheme is optional and operationalised through signing of MoU between state governments, state discoms and Centre. 

 

When the scheme was approved by the the Union Government last month, Goyal had said that discoms in Rajasthan, Uttar Pradesh, Tamil Nadu and Haryana are the biggest loss-making in the country. Besides, 6-7 other state utilities are stressed. 

 

A senior official said the states cannot officially join the scheme without approval of their respective State Cabinets headed by the chief minister as it take a little while to understand the contours of such programme.

VIJAYAWADA: Power Transmission Corporation of Andhra Pradesh (AP Transco) today said it will invest Rs 13,170 crore over the next five years to strengthen its Extra High Voltage Transmission Network and increase Power availability in the state.

Of the total planned investment of Rs 13,170 crore, Rs 8,521 crore would go into installation of electrical substations of 132 kV, 220 kV and 400 kV capacity by 2019, AP Transco's Chairman and Managing Director K Vijayanand said while address ..

Power Minister gives full marks to State

 

 

: Union Minister of State for Power, Coal, New and Renewable Energy Piyush Goyal appreciated the meritorious performance of Andhra Pradesh in the power sector, at the Power Ministers’ Conference in Goa on Friday.

He said the commitment of the A..P. government in promoting solar energy has resulted in the commissioning of a 250MW solar park in Anantapur district in a record period of 10 months. It is the first solar park in India to achieve that distinction out of 28 solar parks sanctioned by the Ministry of New and Renewable Energy, Mr. Goyal observed.

The Union Minister was also appreciative of the AP-GENCO’s maintenance of Plant Load Factor at 80.71 per cent for 2014-2015, which is higher than NTPC’s 80.23 per cent.

He suggested to the NTPC’s top brass to visit AP-GENCO power plants, particularly the super critical unit at Krishnapatnam in Nellore district, and the unit under construction at Dr. Narla Tatarao Thermal Power Station in Vijayawada for adopting the best practices.

A.P Minister for Labour, Factories and Employment, K. Atchannaidu asserted that A.P was ready to meet the target of setting up 10,000 MW solar power in the next 10 years and also to achieve capacity addition of 5258 MW wind power during the next four years.

AP CM to launch energy efficient fans distribution programme

Andhra Pradesh Chief Minister N Chandrababu Naidu will launch the 'National Programme on Energy Efficiency Fans' at Narsapur town in West Godavari district tomorrow.

 

These energy efficient fans are proposed to be distributed to consumers at an upfront price of Rs 1,173 each as against the market price of about Rs. 1750 each, the State Energy Conservation Mission informed in a press release.

 

"Consumers can also avail an instalment facility and pay a monthly instalment of Rs 60 for two years. A domestic consumer can purchase two fans, while commercial consumers can purchase ten fans and other institutional or industrial consumers may purchase upto 50 fans," it added.

 

At the same function, Naidu would launch the distribution of LED bulbs to SC/ST consumers in the state at Rs 10 a bulb.

విజయవాడ: దేశంలో వందశాతం విద్యుత్‌ కనెక్షన్లు అందించిన మూడో రాష్ట్రంగా ఏపీ ఘనత సాధించిందని కేంద్ర విద్యుత్‌శాఖ మంత్రి పీయూష్‌ గోయల్‌ అన్నారు. ఇప్పటివరకు గుజరాత్‌, పంజాబ్‌ రాష్ట్రాలు మాత్రమే వంద శాతం విద్యుద్దీకరణ సాధించగా... తాజాగా ఏపీ వాటి సరసన స్థానం సాధించిందన్నారు. వందశాతం విద్యుద్దీకరణతో పాటు డిజిటల్‌ అనుసంధానమైన ఏకైక రాష్ట్రం ఆంధ్రప్రదేశ్‌ మాత్రమేనని స్పష్టం చేశారు.

చంద్రబాబు మాట్లాడుతూ... కేంద్ర విద్యుత్‌ శాఖతో కలిసి వినూత్న పథకాలకు తమ ప్రభుత్వం ప్రయత్నిస్తోందన్నారు. వందశాతం విద్యుద్దీకరణ సాధించిన రాష్ట్రంగా మరిన్ని కార్యక్రమాలకు శ్రీకారం చుడతామన్నారు.

City LED drive gets a pat in World Bank blog

 
 
 

The innovative programme launched by the power utilities of Andhra Pradesh in replacing the traditional streetlights in Visakhapatnam in just six weeks with LED lights has received applause from the World Bank.

The programme, initiated after the city was ravaged by Hudhud cyclone, found a mention in the World Bank blog. More than 90,000 LED streetlights were installed in the city in just six weeks as part of the rehabilitation efforts. World Bank senior energy specialist Ashok Sarkar said the corporation’s streetlighting monthly bill before the cyclone was almost US $ 4 million with US $ one million in maintenance cost.

After the LED streetlights were installed, the streetlight bill fell by 45 per cent and light levels improved by 70 per cent, he said adding these benefits were expected to last for another 15-20 years over the estimated life of LED lights. The State government launched the programme as part of the Ujala (Unnat Jyoti by Affordable LED lights for All), the zero-subsidy LED lighting programme of the Central government.

The programme was aimed at supplying LED bulbs at affordable cost to consumers eliminating the need for incentives.

Impressed by the APEPDCL achieving the lowest aggregate technical and commercial (ATC) losses among all the discoms in the country, Union Minister of State for Power, Coal, and Renewable Energy Sources Piyush Goyal has urged Chief Minister N. Chandrababu Naidu to lend the services of the APEPDCL’s Chairman and Managing Director R. Mutyala Raju to the other discoms in the country.

Mr. Goyal has specifically urged the Chief Minister to allow Mr. Raju to share the best practices adopted in the APEPDCL with other discoms in States such a Madhya Pradesh, Rajasthan, Uttar Pradesh, and Bihar.

The APEPDCL has recorded ATC losses of 5.48 per cent this year, bettering its record of 6.32 per cent for the year 2014-15. It tops the chart in achieving the lowest losses among the 48 other Discoms in the country. According to Ajay Jain, Principal Secretary, Energy, Mr. Raju will share various aspects such as smart metering, mobile Apps, and online bill payment system, apart from technical details, which has enabled the APEPDCL achieve the lowers ATC losses.
