They strictly follow and rule based on the strategy Divide & Rule 2. Congress make sure that people (poor people) cannot grow on their own because if they grow their childrens become educate, educated person obviously can understand what is happening in congress govt, people easily question them about their scams. So they make sure that people cannot grow on their own. 3. Congress support rich people (like ambanis, tatas etc.) to grow because they cannot divert their black money towards congress party fund and congress can spend this money during election to attract people i mention in step# 2.
