I think it's reality... with Janmabhoomi comimittees, we opened doors for unemployed local guys in each village/ward to earn something... remember JC openly said in front of CBN in 2018 about the damage these committees were doing for the party..... jagan formalised these committees with volunteer system by giving govt money as salary.... this 10k promise is to appease the current volunteers not to work for ycp (atleast some%) in elections and appease our local cadre to get those 10k jobs after coming to power
