    Going by Kalyan ram's words that "my Devara is bigger than GOT", I guess there will be multiple groups working on sea for a single cause and the internal dynamics and action shape the story. KGF has Narachi, Salar has Khansar and Devara might be about a territorial control on sea. 

    Just my wild thoughts to feed your imaginations and keep the excitation live.
