Vaccines & Oxygen - Then Exports and now Imports

While the supply of medical Oxygen runs low across the country and it gears up to import medical Oxygen, official data shows that nearly 9,294 metric tonnes (MT) of Oxygen was exported by India in just the first three quarters of the 2020-21 financial year.

According to the official figures of the Commerce Department, Oxygen exports in the April-January period of FY21 was more than double the total 4,502 MT of exports in the previous year. This was in the form of liquid oxygen, which can be later channeled for both industrial and medical use.

Exports to neighbouring Bangladesh far outpaced outbound shipments to any other nation, with 8,828 MT exported across the border.

While exports from India had reached a 3-year high in just the first nine months of FY21, the government has now decided to float a tender for importing a whopping 50,000 MT of medical Oxygen from abroad. In charge of creating and executing the tender, the Health Ministry recently said that it has requested the Ministry of External Affairs (MEA) to tap into India's diplomatic missions around the world to identify and explore from where oxygen can be imported.

Article deleted by Moneycontrol..This is how Baffas SM works.

Corrigendum
This article has been deleted because it portrayed a misleading picture of industrial oxygen exports from India and was causing unnecessary panic. The export of oxygen for largely industrial purposes from April 2020 to January 2021 was to the extent of 9,294 metric tonnes. This represented a little more than one day's production capacity in the country. The article should not have been published in the first place. The error is regretted.

Health Ministry Releases Tender To Import Medical Oxygen: Report
New Delhi: As India is facing an acute shortage of oxygen supply at hospitals, the government on Wednesday released a short-term global tender to import 50,000 metric ton of Liquid Medical Oxygen (LMO).

The Ministry of Health and Family Welfare has floated this global tender through HLL Lifecare, which is a government enterprise.

The global tender will be opened on April 28 and the delivery schedule will be reckoned from the date of opening of the letter of credit (LOC).

India is running out of oxygen, Covid-19 patients are dying – because the government wasted time

It took eight months to invite bids for over 150 oxygen generation plants costing just Rs 200 crore. Six months later, most still aren’t up and running.

Early in the pandemic, it became clear that oxygen would be one of the most precious commodities in the battle against the virus. Yet, it took the Narendra Modi government eight months to invite bids for new oxygen generation plants.

It seems unlikely that the delay in kickstarting the tender process was caused by a lack of funds: the outlay for 162 oxygen plants (12 plants seem to have been added later) is just Rs 201.58 crore. The money has been allocated from the PM-Cares corpus – the Prime Minister’s Citizen Assistance and Relief in Emergency Situations fund, which had received over Rs 3,000 crore in donations within four days after it was set up on March 27, 2020.

Public health experts like him have argued that the pandemic is an opportunity for India to fill the glaring gaps in its healthcare systems, one of them being the absence of piped oxygen in district hospitals that cater to lakhs of people.
“We have had tragedy after tragedy because of lack of oxygen,”

Two hours after this article was published, the health ministry put out a series of tweets, confirming that most new oxygen plants were not functional. “Out of 162 PSA Oxygen plants, 33 have been installed,” it said. “By end of April, 2021, 59 will be installed. By end of May, 2021, 80 will be installed.” It is likely the ministry meant a total of 80 plants will be installed by end of May – less than half the number of new sanctioned plants – because the numbers would otherwise add up to 172 plants.
