China Intrudes 423 Metres Into Indian Territory In Galwan: Satellite Pics

China's forces in the Galwan Valley have intruded 423 metres into Indian territory, an incursion which seems to be well ahead of Beijing's own 1960 Claim Line in the region.

High resolution satellite images procured by NDTV indicate that as of June 25, there were 16 Chinese tents and tarpaulins, one large shelter and at least 14 vehicles in this 423 metre stretch of Indian territory.

The Chinese claim of 1960 including the exact latitude and longitude of what Beijing believed to be its boundary in this area has been spelt out in ''Report of the Officials of the Governments of India and the People's Republic of China on the Boundary Question.''

The document, published by the Ministry of External Affairs in 1960-1961, lists Indian questions and the Chinese responses in talks held between the two sides. In response to an Indian question on the height of some peaks and location of specific passes, the Chinese side lists a series of specific coordinates of their claim, including in the Galwan river area. According to this, ''after the alignment passed over the two peaks, it went south along the mountain ridge, where it crossed the Galwan river at Long. 78° 13' E, Lat. 34° 46' N.''

The document, published by the Ministry of External Affairs in 1960-1961, lists Indian questions and the Chinese responses in talks held between the two sides.

A simple search of these coordinates on Google Earth Pro indicates the precise location of this line in the Galwan Valley. The areas to the immediate north of these coordinates should be Indian territory. Instead, as the satellite pictures indicate, there is a clear incursion here. The measurement tool on Google Earth Pro indicates that the Chinese are in occupation of 423 metres of Indian territory along the Galwan river bank to the north of its own Claim Line.

The Chinese claim of 1960, including the exact latitude and longitude of what Beijing believed to be its boundary in this area, has been spelt out in a document published by the Ministry of External Affairs in 1960.

''They are taking a very maximalist position,'' says former Foreign Secretary Nirupama Rao who was privy to boundary talks between India and China during her tenure. ''They are going far beyond their definition of their claim line as conveyed to us in the official talks.''

In his address to the nation yesterday on his monthly radio show, "Mann Ki Baat", Prime Minister Narendra Modi said, without naming China, "Those who cast an evil eye on Indian soil in Ladakh have got a befitting response. India honours the spirit of friendship. She is also capable of giving an appropriate response to any adversary, without shying away.'' On June 27, Vikram Mistry, India's Ambassador to Beijing said, "The resolution of this issue is quite straight forward from our perspective. The Chinese side needs to stop creating obstruction and hindrances in the normal patrolling patterns of the Indian troops.''

Towards the end of October 1962, the Chinese People's Liberation Army had reached their 1960 claim line in this sector after intense battles with the Indian Army deployed in the Galwan region. Following the announcement of a unilateral ceasefire by the Chinese in November 1962, the Chinese withdrew from this area. For decades, patrols by both Indian and Chinese forces here have been few and far between and it is believed that discussions on the alignment of the Line of Actual Control in Galwan did not feature in talks in the early nineties when New Delhi and Beijing met to discuss the LAC.

On June 15, in the worst fighting between Indian and Chinese forces in 53 years, 20 Indian soldiers were killed in action here including a Colonel. Army sources say that as many as 45 Chinese soldiers, including a Colonel were also killed. The fighting is believed to have taken place not just on the Chinese-occupied embankment located at a crucial XXXX of the Galwan river but also at Patrol Point 14, a spot on the Line of Actual Control which marks the extent of the Indian Army's traditional patrolling routes in this area. Patrol Point 14 is believed to be along the ridge line broadly overlooking the XXXX of the Galwan River. Several soldiers, both Indian and Chinese are believed to have fallen off the ridge to their deaths in the fighting that took place on June 15.

''What has happened in Galwan could well be a reflection of things to come in other areas along the LAC where the Chinese are seeking to impose new interpretations of the LAC,'' says Ms Rao. Reports indicate that China has already made major incursions in the Fingers region of the Pangong Lake in Ladakh and may be attempting to close in to the area near the Indian Air Force's air strip at Daulat Beg Oldie near the Karakoram Pass to the north.

The Chinese incursion in Galwan and continued construction activity in Indian territory clearly indicate that China may have no immediate plans to vacate the area. In fact, satellite images of Galwan clearly indicate a consolidation of Chinese positions in Galwan, both within Indian territory and on their side of the Line of Actual Control. This includes broadening of the valley, establishing at least 16 camps within a span of 9 kilometres, creating culverts over the Galwan river (on their side of the LAC) and positioning hundreds of heavy trucks and earth-moving equipment.

The Indian Army and Air Force have responded to the Chinese build-up not just in Galwan but elsewhere in Ladakh with a large-scale deployment of forces. Sources have told NDTV that the Indian Army and the Indo-Tibetan Border Police are now firmly dug in at their positions and closely monitoring the Chinese movements. The Indian Air Force Chief has said that the IAF is flying combat air patrols in response to Chinese air activity in the region. NDTV has chosen not to publish any satellite images of frontline Indian positions in Ladakh nor spell out the extent of India's substantial force build-up.

The Chinese have been enhancing their strength bringing additional boats to the friction areas of the Pangong Lake and setting up new huts to accommodate more troops even as the disengagement set in.

New trenches and tents have also come up the latest satellite imagery shows.

Presence of 13 Chinese boats at Finger 5 and 6

In the latest satellite imagery of July 29 analysed by India Today OSINT team 13 boats of the People’s Liberation Army Ground Forces Naval Wing can be seen at Finger 5 and Finger 6.

At Finger 5 three boats can be seen while 10 are at Finger 6. Each boat can carry at least 10 soldiers. This means around 130 Chinese troops usually belonging to their elite forces are present extremely close to Finger 4 that was always under Indian control.

A naval base of the PLA ground forces is visible. The images of July 29 establishes an increase in the PLA strength.

On June 15 there were 8 boats visible at Finger 6 but there has been an addition now.

The presence of additional boats is alarming and an indication of aggressive posturing many feel.

“These jetties were not there earlier at Finger 5 or 6. They used to be beyond Finger 8. A permanent presence shows they are expanding their presence to control up to Finger 4,” says Lt Gen DS Hooda, a former Northern Army Commander who has been incharge of operations in Ladakh as well.

At Finger 5, three floating temporary piers that can be used for anchoring 6 boats is visible.

Accommodation for more troops to survive winter

There are 40 prefabricated huts and about 15 tents that can be seen at a finger 5 as of July 29. Four additional tents are observed probably belonging to the boat crew.

The presence of prefabricated huts that can withstand extreme cold suggests the Chinese have already started to prepare for a long haul before the winter sets in.

Prefabricated huts can accommodate up to 12 soldiers. So at one point in time the deployment includes at least 480 troops in the huts, plus the boat crew and additional troops in the tents.

“Such huts are usually thermally insulated maintaining an optimum temperature. If they have brought them in it suggests they are definitely readying for the winter,” Lt Gen Hooda adds.

A gradual increase in the number of tents indicates they are increasing their strength at Pangong Lake and are in mood to move back even though disengagement is being discussed.

While India has also enhanced deployment and is preparing for the winter deployment this could incur huge costs of the standoff continues. “Maintaining one division in Ladakh peak winter is a challenge. Sustaining enhanced deployment of over 40,000 troops would be a challenge,” said an official.

Former Director General Military Operations Lt Gen Vinod Bhatia says the latest imagery clearly suggests the Chinese are ready for the long haul preparing for winter. “Despite the disengagement talks they have not gone back fully in Pangong ensuring the status quo ante. India also must prepare for the long haul. Indian troops are battle-hardened but Chinese are not used to stay at the front lines during harsh winter,” he said.

After disengagement talks China enhanced strength at Pangong

Since July 15, a day after the fourth round of Corps Commander level talks while the Chinese moved back from Finger 4 to Finger 5 they continued to strengthen their positions between Finger 5 and Finger 8. India maintains that Line of Actual Control runs through Finger 8.

The Chinese had come in 8 km west of Finger 8, which India claims is the LAC to Finger 4.

While military and diplomatic talks have resulted in partial disengagement at some of the friction points there has been no breakthrough at Pangong Lake where the standoff continues. In fact China has begun to assert that it has not made any attempts to expand its territorial claim here. “China’s customary boundary line is in accordance with the LAC on the north bank of the lake,” Chinese ambassador in New Delhi Sun Weidong said on Thursday.

Former Deputy Chief of Army Lt Gen Gurmeet Singh says these are intimidating tactics to negotiate in the Finger area. “They have been attempting to change status quo. They are trying to indulge in face saving because they know they will eventually have to pull back. This is the last area to be disengaged so they are delaying things,” he said.

 

More military commander level talks are expected to discuss Pangong Lake and Gogra area where disengagement has not happened as discussed.

Pangong and Gogra still volatile

China might have claimed that disengagement in most friction points is complete but India maintains not much has changed at Gogra and Pangong Lake for over a fortnight and new status quo has emerged, sources said.

“In Pangong and Gogra areas disengagement is still not complete. Some thinning of troops has happened but not much has changed,” said an official.

China has been silent on the status of Pangong Lake while it claims disengagement at Galwan, Hot Springs and Gogra is complete.

Chinese foreign ministry spokesperson Wang Wenbin said on Tuesday in Beijing that disengagement is complete in the three points.

Sources say troops from both sides still in close proximity to Gogra and Pangong Lake.

The Pangong Lake and Hot Spring-Gogra area that is part of Patrol Point 17A still remains volatile.

At the Pangong Lake, the biggest flashpoint the Chinese did move back from Finger 4 to Finger 5 on the bank but still remain on the mountain spurs or the ridgeline.

The Indian troops are between Finger 3 and Finger 2 on the bank of the lake.

Sources said there are still no signs of the Chinese army dismantling the structures they had set up between Finger 8 and Finger 4.

The distance between troops from both sides is 4-5 km on the bank of the river but on the mountain ridges of the lake the troops are separated by less than 1 km, sources said.

China intruded into Indian territory in Eastern Ladakh in early May, the Defence Ministry acknowledged in a document showing on the news section of its website since Tuesday. Two days after it was put up on the Ministry of Defence website, the page is missing.

"Chinese aggression has been increasing along the Line of Actual Control (LAC) and more particularly in Galwan valley since May 5, 2020. The Chinese side has transgressed in the areas of Kungrang Nala, Gogra and north bank of Pangong Tso Lake on May 17-18," the ministry said in the "What's New" section on its website, under the title "Chinese Aggression on LAC".

The document said ground level interactions were held between the armed forces of both sides to defuse the situation. A Corps commanders' flag meeting was held on June 6. "However, a violent face-off incident took place between the two sides on June 15, resulting in casualties on both sides."

Subsequently, said the document, a second corps commander level meeting took place on June 22 to discuss the modalities of de-escalation. "While engagement and dialogue at military and diplomatic level is continuing to arrive at mutually acceptable consensus, the present standoff is likely to be prolonged," the ministry said.

"The situation in Eastern Ladakh arising from unilateral aggression by China continues to be sensitive and requiring close monitoring and prompt action based on the evolving situation," it added.

This morning, the document vanished from the website and the link is not working anymore. A defence ministry spokesperson said the document "did not go through him".

This is the first time any official document had taken note of what was called "Chinese aggression", since tension near the LAC started in May and escalated into the worst fight in decades between the neighbours on June 15, when 20 Indian soldiers were killed in the line of duty.

After the incident, the foreign ministry said the clashes took place because of Chinese attempts to erect structures "just across the LAC" and that Indian soldiers were being stopped from patrolling.

Citing a report on the now deleted document, Congress leader Rahul Gandhi tweeted today: "Why is the PM lying?"

Later, he also commented on the ministry taking off the document. "Forget standing up to China, India's PM lacks the courage even to name them. Denying China is in our territory and removing documents from websites won't change the facts," he tweeted.

 

At an all-party meeting on the China crisis in June, Prime Minister Narendra Modi's words sparked opposition protests. "Neither has anyone intruded into our territory nor taken over any post. Our forces are doing what they have to do to protect the country, whether it is deployment, action or counter-action. Our patrolling capacity has increased due to newly built infrastructure, especially along LAC," he said.

Later, PM Modi's office clarified that his observations that there was no Chinese presence on our side of the LAC "pertained to the situation as a consequence of the bravery of our armed forces."

India and China have had five rounds of talks over de-escalation after the Galwan valley clash.

 

 

China, according to top sources, has not pulled back troops from all the areas that it had intruded into in Ladakh near the LAC in May. China's troops are still present in the Depsang Plains region, Gogra and the Fingers region along the Pangong Lake where India and China had started a mutual disengagement by creating a buffer zone between both sides, India has said.

India has been insisting that China must withdraw its forces from areas between Finger Four and Eight. The mountain spurs in the area are referred to as 'Fingers'.

Pidi pichi fruits same Iies and narrative enni sarlu peddle chestharu what is the use? there are buffer zones at LAC where both countries claim as their areas so there is a buffer zone, since there is no clear demarcation (thanks to cong). China transgressed in those areas and were asked to move back, some they did and some they said they will do but not completely did.

Union Defence Minister Rajnath Singh on Tuesday asserted that China is in unauthorized occupation of about 38,000 square km of land in Ladakh, adding that its action shows its disregard towards our various bilateral agreements. Speaking in Lok Sabha, Singh stated that under a so-called Boundary-Agreement in 1963, Pakistan illegally handed over 5,180 square km of Indian land of Pakistan-occupied Kashmir (PoK) to China.

"As this House is aware, China is in unauthorized occupation of about 38,000 square km of land in Ladakh. Also, under a so-called Boundary-Agreement in 1963, Pakistan illegally handed over 5180 square km of Indian land of PoK to China. China's action shows its disregard towards our various bilateral agreements. The deployment of large amounts of troops by China is a violation of the 1993 and 1996 agreement," said the Defence Minister.

"As of now, the Chinese side has mobilized a large number of troops and ammunition in the LAC and interior areas. East Ladakh and Gogra, Kongka La and Pangong Lake have several friction areas on North and South Banks," he said.
