MNCs can't bribe easily anymore anywhere in the world. USA and Europe have become very strict. Recently US and Europe imposed $3.6 billion on airbus for bribes. https://www.ft.com/content/f7a01a60-442b-11ea-abea-0c7a29cd66fe

For the same reason, Volkswagen didn't invest in AP.

If they move, Kia can write off any losses and get their taxes reduced. That would be a better alternative than paying bribes to Jagga and then get penalized with large fines in USA.

Dear friends: today my company Conduent was served notice by Govt of AP to vacate our office in Millennium Towers in Vizag ( also HCL and L&T info tech) by March 30th. Our board decided to shutdown our operations of the 2400 staff and relocate those positions to Kochi and Hyderabad. In all approximately 18000 people will be vacating these buildings that were leased to us in March 2019. We invested about 21 crores to build the interiors and spend about 3 crores for hiring and relocation expenses for people who willingly moved from Bangalore and Hyderabad
