నెల్లూరు(ఆంధ్రజ్యోతి ప్రతినిధి): అమ్మలపై ఒత్తిడి మొదలయ్యింది. పాఠశాలల పారిశుధ్యం మెరుగుకోసమంటూ తలో వెయ్యి రూపాయలు ఇవ్వాలంటూ ఇప్పుడు వెంటబడుతున్నారు. నగదు వసూళ్ల కోసం ఈ నెల 30వ తేదీన ప్రత్యేకంగా పాఠశాలల్లో తల్లిదండ్రుల సమావేశాలు నిర్వహించడానికి సన్నాహాలు చేస్తున్నారు. అమ్మఒడి పథకం కింద లబ్ధిపొందిన తల్లులందరూ ఈ సమావేశానికి తప్పక హాజరుకావాలని, సీఎం ఆదేశాల ప్రకారం ప్రతి ఒక్కరు వెయ్యి చేతబట్టుకొని రావాలని ఇప్పటికే లబ్ధిదారులకు మౌఖిక ఆదేశాలు అందాయి.

 

జిల్లా విద్యాశాఖ అధికారి నుంచి మండల విద్యాశాఖ అధికారుల వరకు నగదు వసూళ్లకే అధిక ప్రాధాన్యం ఇస్తున్నారు. మరోవైపు ప్రైవేటు పాఠశాలల యాజమాన్యాలు కూడా ఇదే స్ఫూర్తితో ముందుకు కదులుతున్నాయి. లబ్ధిదారుల వివరాలు చేతపట్టుకొని తల్లిదండ్రులకు ఫోన్లు చేసి మరీ అడుగుతున్నారు. ఇలా వెయ్యి చొప్పున వసూలు చేస్తే 22 కోట్ల రూపాయలు లబ్ధిదారుల నుంచి వెనక్కి రాబట్టనున్నారు.

 

పాఠశాలల్లో తరగతి గదులను, మరుగుదొడ్లను శుభ్రపరచడం తదితర పారిశుధ్య పనుల కోసం అమ్మఒడి పథకం కింద లబ్ధిపొందిన ప్రతి తల్లి నుంచి ఏడాదికి వెయ్యి రూపాయలు చొప్పున వసూళ్లు చేయాలన్నది రాష్ట్ర విద్యాశాఖ ఉన్నతాధికారుల నిర్ణయం. ఇందుకోసం వసూళ్లు చేసిన డబ్బులతో ఒక ఆయాను నియమించి, నెలకు 4వేలు వేతనం ఇవ్వనున్నారు. ఇందుకోసం జిల్లా విద్యాశాఖ అధికారి పేరుతో ఒక బ్యాంకు ఖాతా ప్రారంభించి వసూళ్లయిన నగదు అందులో జమ చేయాలి. అక్కడి నుంచి ప్రతి నెలా ఆయాలకు వేతనాలు చెల్లిస్తారు.

 

వసూళ్ల ముహూర్తం రేపే!

‘అమ్మ ఒడి’ పథకం ప్రారంభ సమయంలోనే ముఖ్యమంత్రి జగన్‌మోహన్‌రెడ్డి ప్రకటనతో వెయ్యి కోసం తల్లుల మీద ఒత్తిడి మొదలయ్యింది. కొద్దిరోజులుగా జిల్లావ్యాప్తంగా అన్ని పాఠశాలల్లో ఇదే చర్చ నడుస్తోంది. జిల్లా విద్యాశాఖ అధికారులు ఎంఈఓలను మానిటరింగ్‌ చేస్తుంటే వారు పాఠశాలల హెడ్‌మాస్టర్లను మానిటరింగ్‌ చేస్తున్నారు. హెడ్‌మాస్టర్లు టీచర్లను మానిటరింగ్‌ చేస్తుంటే వారు విద్యార్థుల ద్వారా తల్లిదండ్రులపై ఒత్తిడి చేస్తున్నారు. ఇప్పటికే కొంతమంది డబ్బులు ఇచ్చేశారు కూడా. అయితే ఇప్పటికి చెల్లించిన వారి శాతం నామమాత్రంగానే ఉంది. అయితే, మెజారిటీ తల్లుల నుంచి వ్యతిరేకత వ్యక్తం అవుతున్నట్లు సమాచారం. ఇచ్చినట్లే ఇచ్చి మళ్లీ వెనక్కు ఇవ్వమంటే ఎలా!? అంటూ ప్రశ్నిస్తున్నారు.

 

వచ్చిన డబ్బులను ఇప్పటికే ఖర్చుచేసిన క్రమంలో వెయ్యి రూపాయలు ఎక్కడి నుంచి తెచ్చి ఇవ్వాలో తెలియక పేద వర్గాలు సతమతమవుతున్నాయి. దీంతో ఈ వసూళ్ల కార్యక్రమం వేగవంతానికి ఈ నెల 30వ తేదీన తల్లిదండ్రుల సమావేశాలు నిర్వహిస్తున్నారు. ఈ సమావేశానికి సంబంధించి ఇప్పటికే క్షేత్రస్థాయికి సమాచారం చేరిపోయింది. ఈ సమావేశంలో పాఠశాల పారిశుధ్య నిర్వహణకు రూ.వెయ్యి ఇచ్చేలా తల్లిదండ్రులను మోటివేట్‌ చేయాలన్నది రాష్ట్ర ఉన్నతాధికారుల ఆదేశం. అయితే స్వచ్ఛందంగా ఇచ్చేలా చైతన్యపరుస్తారా లేదా బలవంతంగానైనా వసూళ్లకు పూనుకుంటారా..! అనేది 30వ తేది తరువాతి పరిణామాలతో వెల్లడవుతుంది.

 

ప్రైవేటు పాఠశాలల దుర్మార్గం:

సీఎం జగన్‌ చెప్పారు కదా అంటూ ప్రైవేటు పాఠశాలలు కూడా అమ్మఒడి పథకం కింద లబ్ధి పొందిన తల్లుల నుంచి నగదు డిమాండ్‌ చేస్తున్నాయి. ఇప్పటికే కొన్ని పాఠశాలలు వసూళ్ల పూర్తిచేశాయి కూడా. ఉదాహరణకు నెల్లూరు నగరం మూలాపేట ప్రాతంలోని ఒక ప్రైవేటు పాఠశాలలో 60 మంది తల్లులకు అమ్మఒడి పథకం కింద నిధులు అందాయి. పాఠశాల యాజమాన్యం వీరందరి వద్ద నుంచి తలో వెయ్యి చొప్పున 60వేలు వసూళ్లు చేసింది.

 

తల్లిదండ్రులకు ఫోన్లు చేసి పిలిపించి మరీ ఈ తంతు పూర్తి చేశారు. ఒకవేళ కాదు... కూడదని తిరస్కరించేవారిని ‘‘మీరు ఇంకా ఇంత ఫీజు చెల్లించాలి, అమ్మఒడి నిధులు వచ్చాయి కదా, మేము అప్లికేషన్‌ పంపడం వల్లే వచ్చాయి కదా, మా ఫీజు మొత్తం ఇప్పుడే కట్టండి’’ అని ఒత్తిడి చేస్తున్నారు. దీంతో ఎందుకొచ్చిన గొడవ అని కొందరు, ఇవ్వకపోతే ఆ కోపం పిల్లల మీద చూపుతారేమోనని కొందరూ మొత్తానికి అందరూ వెయ్యి చొప్పున చెల్లించేశారు. వేలకు వేలు ఫీజులు దండుకునే ప్రైవేటు యాజమాన్యాలు కూడా పాఠశాలల్లో పారిశుద్ధ్యం పేరుతో అమ్మఒడి తల్లులను దోచుకోవడం దుర్మార్గం.

 

అనుకున్నట్లు జరిగితే..

అమ్మఒడి పథకం కింద 2,20,607 మంది తల్లులు ఎంపికయ్యారు. వీరిలో ప్రభుత్వ పాఠశాలల్లో చదివే విద్యార్థుల తల్లుల సంఖ్య 1.65 లక్షలు. ఒక్కొక్కరి నుంచి రూ.1000 చొప్పున లెక్కిస్తే రూ.16.50 కోట్లు. ఈ పథకం కింద అర్హత పొందిన ప్రైవేటు స్కూలు విద్యార్థుల తల్లుల సంఖ్య సుమారుగా 55వేలు. వెయ్యి చొప్పున లెక్కిస్తే రూ.5.50 కోట్లు. ఇలా మొత్తం రూ.22 కోట్లు. నిజంగా పారిశుధ్య నిర్వహణకు ఇంత నిధులు అవసరమా!?.

 

వివిధ సంక్షేమ పథకాల రూపంలో వేల కోట్లు ఖర్చు చేస్తున్న ప్రభుత్వానికి ఈ చిన్న మొత్తం ఒక లెక్కా..!? ఒకవేళ తల్లులు ఉదారంగా ఇచ్చినా ఆ నిధులు సక్రమంగా అధికారులు వినియోగిస్తారనే గ్యారెంటీ ఉందా!? ప్రభుత్వ పాఠశాలల విషయం పక్కన పెడితే.. వేలకు వేలు ఫీజులు వసూలు చేసే ప్రైవేటు యాజమాన్యాలకు తరగతి గదులను శుభ్రం చేయడానికి వేరుగా ఫీజులు చెల్లించాలా..!? దీనిని అడ్డుకోవాల్సిన బాధ్యత జిల్లా అధికార యంత్రాంగం మీద లేదా..!? అనే ప్రశ్నలు వినిపిస్తున్నాయి.

i agree. they want instant gratification.

egg contains protein which helps children physical and mental growth.  if government provides healthy breakfast and midday meal along with quality english medium education, people will send their children to government schools instead of private schools.

Its about quality brother, not medium. Not all private schools are teaching in English medium. Major difference between govt and private schools are having extra classes and tution.

If we ask our teachers to do the same, then all rights and responsibilities will come in picture and govt will not be re elected.

There are more to it.

 

1. Asking teachers for census counts

2. Asking teachers for electoral duties

3. Asking teachers for all kinds of surveys in villages.

and list goes on. If we can have/use non teaching staff for other duties and make them focus only on teaching. Then we can question other things. We can question about their dedication etc.

Above 3 things they will not do all the time and not only teachers will lot other ex employees do like aganvaadi, village head etc they will

not come and do they waikoly ask some one from village to do it and give them most of the CAses they do the same .... mx days coming by 9.30 -10 leaving by 3 PM if you ask them they will tell simple I stay in town it will take 1 hour gor
