How can modi warn (positive ga) CBN if modi was directing the whole thing? In a way, modi was giving an ultimatum to CBN to surrender (for no apparant reason). And CBN decided not to surrender. rama123 Posted August 3, 2019 Share Posted August 3, 2019 రాష్ట్ర ప్రభుత్వం ప్రతిష్టాత్మకంగా చేపట్టిన లక్షలాది మంది గ్రామ వలంటీర్ల నియామక ప్రక్రియ నిబంధనల చట్రంలో చిక్కుకుందనే వ్యాఖ్యలు వినిపిస్తున్నాయి. ముఖ్యంగా వలంటీర్గా నియమితులయ్యేవారిని పనితీరు ఆధారంగానే కొనసాగించనున్నారు. పనితీరును ఏడాదిపాటు పరిశీలించి, బాగుంటేనే కొనసాగించాలని ప్రభుత్వం నిర్ణయించుకుంది. దీనికితోడు 9 రకాల నిబంధనలతో 35 రకాల పనులు చేయాల్సి రావడంతో అభ్యర్థులు ఆదిలోనే ఆందోళన వ్యక్తం చేస్తున్న పరిస్థితి కనిపిస్తోంది. ఇక, వలంటీర్గా నియమితులయ్యే వారికి నియామక పత్రం ఇవ్వడానికి బదులు ఒప్పంద పత్రం ఇస్తుండడం గమనార్హం. ‘‘గ్రామ వలంటీర్లుగా పనిచేయుటకు సమాజ సేవా భావము కలిగిన అర్హులైన నిరుద్యోగ యువత నుంచి దరఖాస్తు స్వీకరించి ఇంటర్వ్యూ ప్రక్రియ ద్వారా గుర్తించుట జరిగింది. ఈ ప్రక్రియలో గ్రామ వలంటీరుగా అర్హత సాధించినారని తెలియజేయుటకు సంతోషిస్తున్నాము’’ అని గ్రామ వలంటీరుకు నియామక ఉత్తర్వులకు బదులుగా ఎంపీడీవోలు ఇలాంటి పత్రాలను పంపుతున్నారు. కేవలం సామాజిక సేవ అనే అంశాన్ని ప్రాధాన్యతగా వలంటీర్లకు సమాచారం పంపుతున్నారు. దీంతోపాటు నవ నియమాలను పొందుపరిచారు. వీటికి అభ్యర్థి అంగీకరిస్తే సంతకం పెట్టి ఎంపీడీవోకు అందించాలి. దీని పక్కన ఎంపీడీవో సంతకం చేసి ఒక నకలు వలంటీరుకు అందజేస్తారు. అంటే ఎంపీడీవో, వలంటీరు మధ్య పరస్పర అవగాహనతో ఒక ఒప్పందం కుదురుతుంది. కాగా వలంటీరుకు ప్రస్తుతానికి 35 రకాల సేవలను అప్పగించనున్నారు. ఈ నెల 5 నుంచి 8 వరకు బ్యాచ్లవారీగా మండల కేంద్రాల్లో శిక్షణ తరగతులు నిర్వహిస్తారు.
