BalayyaTarak Posted May 30, 2019 Share Posted May 30, 2019 నిధుల వ్యయం, బిల్లుల మంజూరుపై మెమో జారీచేసిన సీఎస్‌ ప్రభుత్వ పనుల్లో నిధులు, వ్యయం, బిల్లుల మంజూరుపై స్పష్టతనిస్తూ రాష్ట్ర ప్రభుత్వ ప్రధాన కార్యదర్శి (సీఎస్‌) ఎల్వీ సుబ్రమణ్యం మెమో జారీచేశారు. ఎఫ్‌ఆర్‌బీఎం పరిమితుల్ని పట్టించుకోకుండా చేసిన పనులతో భారం పడిందని, ఇంజినీరింగ్‌ పనులు కూడా ఖజానాపై భారం పడేలా చేశాయని ఆయన పేర్కొన్నారు. ప్రాధాన్యతల్ని పట్టించుకోకుండా చేపట్టిన ప్రాజెక్టు పనుల్ని సమీక్షించాలని అధికారులకు సూచించారు. దిగజారుతున్న ఆర్థిక వనరులు అనాలోచిత నిర్ణయాలను ఉదహరిస్తున్నాయన్నారు. ఆర్థిక వనరులు లేనందున ప్రభుత్వ శాఖలన్నీ ఇంజినీరింగ్‌ పనులు నిలిపివేయాలని ఉత్తర్వులు జారీచేశారు. 2019 ఏప్రిల్‌ 1 కంటే ముదు మంజూరై ప్రారంభించని పనుల్ని రద్దుచేయాలని ఆదేశించారు. 25శాతం పనులు కాని ప్రాజెక్టుల విలువను నిర్థరించి తదుపరి చెల్లింపులు చేయొద్దని సూచించారు. పేదల సంక్షేమంతో పాటు అవినీతి రహిత పాలన అందించడమే ప్రభుత్వ లక్ష్యమని సీఎస్‌ తెలిపారు. ప్రభుత్వ శాఖల కార్యదర్శులంతా నిబంధనల ప్రకారం వ్యవహరించాలని, విభాగాధిపతులు, అధికారులు తాజా నిబంధనల ప్రకారమే చెల్లింపులు చేయాలని ఆదేశించారు. ధ్రువీకరించిన పనులకు మాత్రమే చెల్లింపులు చేయాలని పే అండ్‌ అకౌంట్స్‌ కార్యాలయానికి సీఎస్‌ స్పష్టంచేశారు. One is British time, next started in 90’s with money pumping by western missionaries and evangelicals. Now the third wave is home grown with the already converted Christians marketing and forcefully converting others. Unfortunately for TDP those who are converted are becoming fanatic cult fans of Jagan and it is that much difficult for TDP. So CBN has to have counter strategy for this problem.
