sonykongara Posted February 5, 2019 Author Share Posted February 5, 2019 కుటుంబంలో ఒక్కరికే భార్య, భర్త, ఇద్దరు పిల్లలకు కలిపి అయిదు ఎకరాలలోపు ఉంటేనే పీఎం-కిసాన్‌కు అర్హత ఫిబ్రవరి 1 లోగా భూ యాజమాన్య హక్కులున్న వారికే లబ్ధికుటుంబం యూనిట్‌గా పీఎం-కిసాన్ఈనాడు - అమరావతి, దిల్లీ ప్రధానమంత్రి కిసాన్‌ సమ్మాన్‌ నిధి (పీఎం-కిసాన్‌) మంజూరుకు రైతు కుటుంబాన్ని యూనిట్‌గా తీసుకోనున్నారు. 2018 డిసెంబరు 1 నుంచి అమలు చేసే పథకానికి ఈ ఏడాది ఫిబ్రవరి 1 నాటికి ఉన్న భూ దస్త్రాలనే పరిగణనలోకి తీసుకుంటారు. పథకం అమలుకు సంబంధించి కేంద్ర వ్యవసాయ మంత్రిత్వ శాఖ ఇప్పటికే రాష్ట్ర ప్రభుత్వాల ప్రధాన కార్యదర్శులకు లేఖలు రాసింది. అర్హులైన రైతుల గుర్తింపు ప్రక్రియను వేగంగా పూర్తి చేసి త్వరగా లబ్ధి కలిగేలా చూడాలని సూచించింది. దీనిపై విడతల వారీగా సమావేశాలు నిర్వహించి ఎప్పటికప్పుడు విధివిధానాలు తెలియజేస్తామని స్పష్టంచేసింది. ఇందులో ప్రధానాంశాలు..* ఒక్కో రైతు కుటుంబానికి ఏడాదికి రూ.6000 మొత్తాన్ని మూడు విడతలుగా (నాలుగు నెలలకోసారి రూ.2వేల చొప్పున) అందిస్తారు. 1.12.2018 నుంచి 31.3.2019 కాలానికి ఒక విడత మొత్తాన్ని మార్చి నెలాఖరు నాటికి రూ.2వేలు ఇస్తారు.* కుటుంబం అంటే భర్త, భార్య, ఇద్దరు పిల్లలు (18 ఏళ్లలోపు). వీరందరికీ కలిపి అయిదెకరాల లోపు సొంత సాగుభూమి ఉండాలి. అలాగైతేనే అర్హులు.* లబ్ధిదారుల ఎంపికకు రాష్ట్రాల్లో ఉండే భూ దస్త్రాల నమోదు విధానాన్ని ప్రాతిపదికగా తీసుకుంటారు.* 2019 ఫిబ్రవరిలోగా భూ యాజమాన్య హక్కులకు సంబంధించిన పత్రాలు ఆన్‌లైన్‌లో నమోదై ఉన్న వారినే అర్హులుగా గుర్తిస్తారు. ఒక రైతు కుటుంబానికి వివిధ గ్రామాలు/రెవెన్యూ గ్రామాల్లో ఉన్నవన్నీ పరిగణనలోకి తీసుకుంటారు. ఫిబ్రవరి తర్వాత కొత్తగా భూమి యాజమాన్య హక్కులు వచ్చే వాటిని అయిదేళ్ల దాకా పరిగణనలోకి తీసుకోరు. అప్పటికే పథకం వర్తించే ఖాతాలకు సంబంధించిన భూముల యాజమాన్య హక్కులను వారసులకు బదిలీ చేస్తే ప్రయోజనం వర్తింపజేస్తారు.* కొన్ని రాష్ట్రాల్లో కౌలు రైతులు పీఎం-కిసాన్‌ పథకం ప్రయోజనాలకు దూరమయ్యే పరిస్థితులున్నాయి. ఆయా రాష్ట్రాలు కేంద్ర ప్రభుత్వం అమలు చేస్తున్న నమూనా కౌలుదారు చట్టాన్ని అనుసరిస్తుండటమే ఇందుకు కారణంగా తెలుస్తోంది. నగదు బదిలీకి ఆధార్అర్హులైన చిన్న, సన్నకారు రైతుల వివరాలతో సమగ్ర సమాచార నిధి ఏర్పాటు చేయాలని రాష్ట్ర ప్రభుత్వాలకు కేంద్రం సూచించింది. ఇందులో భాగంగా పేరు, కులం, ఆధార్ సంఖ్య, బ్యాంకు ఖాతా, మొబైల్‌ నంబరు సేకరించాలి. మొదటి వాయిదాను రైతుల ఖాతాకు బదిలీ చేయటానికి ఆధార్ లేకుంటే కేంద్ర, రాష్ట్ర ప్రభుత్వాలు ధ్రువీకరించిన డ్రైవింగ్‌ లైసెన్సు, ఓటరు కార్డు, ఉపాధి హామీ జాబ్‌ కార్డు తదితర పత్రాలను తీసుకోవచ్చు. తదుపరి వాయిదాలు చెల్లించాలంటే ఆధార్ తప్పనిసరిగా ఇవ్వాలి. అర్హులైన రైతులెవరూ రెండు చోట్ల పథకం లబ్ధి పొందకుండా చూడాలని రాష్ట్రాలకు కేంద్రం సూచించింది. పీఎం-కిసాన్‌ పోర్టల్‌లో వివరాలుఉపాధి హామీ నిధుల తరహాలోనే పీఎం-కిసాన్‌ సొమ్మును కూడా రాష్ట్ర నోషనల్‌ ఖాతా ద్వారా లబ్ధిదారుల బ్యాంకు ఖాతాలకు జమ చేస్తారు. దీనికి సంబంధించి జిల్లాల వారీగా లబ్ధిదారుల వివరాలను ధ్రువీకరించి పీఎం-కిసాన్‌ పోర్టల్‌లో నమోదు చేయాలి. అనంతరం లబ్ధిదారుల బ్యాంకు ఖాతాలకు నిధులు బదిలీ చేస్తారు. చెల్లింపుల అనంతరం ఇచ్చే రశీదుల ఆధారంగా కేంద్రం ఎప్పటికప్పుడు నిధులు విడుదలచేస్తుంది. పథకం అమల్లో ఎదురయ్యే సమస్యలు, అర్జీల పరిష్కారానికి జిల్లాల వారీగా ఫిర్యాదు పరిష్కార కమిటీలు ఏర్పాటు చేయాలని పేర్కొంది. గ్రామ పంచాయతీల వారీగా అర్హుల జాబితాలు ప్రదర్శించాలి. కేంద్ర స్థాయిలో పర్యవేక్షక సంస్థపీఎం-కిసాన్‌ పథకం తీరుపై పర్యవేక్షణ కోసం కేంద్ర వ్యవసాయ మంత్రిత్వ, కుటుంబ సంక్షేమ శాఖ ఆధ్వర్యంలో యూనిట్‌ను ఏర్పాటు చేసి ముఖ్య కార్యనిర్వహణాధికారిని నియమిస్తారు. పథకానికి విస్తృత ప్రచారం, అవగాహన కల్పించే బాధ్యతను ఈ విభాగం చూస్తుంది. రాష్ట్రాలు కూడా నోడల్‌ వ్యవస్థను ఏర్పాటు చేసి అమలు బాధ్యతలను అప్పగించాలి. స్టేషనరీ, లబ్ధిదారుల వివరాల పరిశీలన, ధ్రువీకరణ, అప్‌లోడ్‌ తదితర అంశాలపై క్షేత్రస్థాయిలో అయ్యే ఖర్చులను కేంద్ర ప్రభుత్వం తిరిగి చెల్లిస్తుంది. లబ్ధిదారుల గుర్తింపు, వివరాల అప్‌లోడ్‌ ప్రక్రియను వెంటనే అందజేసి కేంద్రం నుంచి లబ్ధిదారుల ఖాతాలకు నిధులు బదిలీ చేసేలా రాష్ట్ర ప్రభుత్వాలు బాధ్యత తీసుకోవాలని కేంద్ర వ్యవసాయ మంత్రిత్వ శాఖ కోరింది. People are not paying more tax, more people are paying tax ✌️ It's not correct bro..I am telling after had a discussion with the team who is working in GST implementation project in infosys. 1.PMO office it self not aware of complete end to end mechanism. 2.small scale retail business people filing GST for 2 Times for same item.His money blocked certain period. 3. There is no proof for the states has recieving more funds than earlier.As earlier state was collected VAT and all.There is no proper mechanism to distribute the money to states.this is being done by as the wish of mr modi and shaha. 4.this GST mechanism is copied from some other countries and the drafted country is not implemented this .
