I hope this does not become law. As couple of others mentioned, what is needed is to

#1) make current reservation system equitable by restricting repeat beneficiaries

#2) set income limits.

#3) Restrict state government from increasing the limits beyond 50%. no exceptions allowed. 

#4) remove religion based reservation quota.

The Congress, which initially indicated it would support the bill, today said it would prefer a parliamentary committee to look into the matter. The shift drew a reality check from Union Minister Arun Jaitley, who pointed out that in its manifesto, the party supported the issue. The opposition, he said, "faces test whether they support advancement of economically backward sections only for the manifesto or here in the house as well".

The bill was passed with 323 lawmakers voting for it and only three voting against. Prime Minister Narendra Modi -- whose cabinet cleared the bill last evening -- and Congress chief Rahul Gandhi were present in the house for the voting. Neither had participated in the debate.

Vaadu biscuit veyyatam, ikkada janaalu voogi povatam......bhale undih comedy. Vaadiki nijam ga icche uddesam unte last day of the session lo pedataada? rajyasabha lo 2/3 majority tho pass cheyyagalara? No one will oppose directy it but definitely will oppose in the way of amendments. 

Everystate has their own commitments on reservations....like kapu in AP, muslim in TG etc. Ivi solve cheyyakunda yela pass avuddhi? For political reasons they will oppose it for sure. 

Take case of Kachara, would he prefer muslim reservation or EBC? Same applies to kapu reservation in AP.

Tamilnadu already has 69% reservation. Ila list cheppukuntu pothe chaala undhi

Reservations originally meant for social backwardness not about financial backwardness as per constitution 

But still constitution is not by God and it written by humans and we are not bonded slaves to that or makers of that

It is only rule book written by us and it can be amended at any time as per requirements and peoples house I.e parliament has every right to change it

So constitution assembly or old parliament thinks reservation for social backward, current people  house I.e current parliment thinks it is for economical backwardness

After few years demands to apply this to sc/st,bc reservations also.slowly gravitation moves to economical backwardness and caste quota should be removed and only ebc irrespective of caste and religion

Constitution is not a god given document and also it is not a movie script written on trash paper. Even if given by God, which god, whose God? not every one believes in same God.

 amendment can't change basic structure/fundamental rights. It is like you build ground floor of a house with pillar/basement with strength to bear 2 floors. You can't just increase the pillar size of first floor and build 2nd floor. You got to change basement and ground floor too. or demolish and whole structure build a new one (new constitution).  

no constitution in the world is written by parliament/similar representative body directly. That is for a reason. Usually, some sort of group drawn from entire spectrum of the country (some politicians, some intellectuals, ...etc) does that. Parliament only approves/disapproves such document. 

not just parliament by the way, even states has to approve some critical amendments related to federal system.
