Unexpected! Andhra Pradesh tops Ease of Doing Business ranking among all states once again

Andhra Pradesh has topped the third edition of the government's Ease of Doing Business index for states.

Andhra Pradesh has topped the third edition of the government’s Ease of Doing Business index for states. The index data is collected on an online dashboard maintained by the Department of Industrial Policy and Promotion (DIPP), which conducts the ranking. Andhra Pradesh has been followed by Telangana and Haryana at the second and third spot.

It was widely expected that Jharkhand or Telangana would win the top spot as they both had perfect 100% score on ‘Reform Evidence Scorecard’ – a real-time index mapping a state’s improvement. However, after the combined score of Reform Evidence and feedback from the private sector, Andhra Pradesh left the two states behind.

In 2016, Andhra Pradesh and Telangana jointly secured the top position on Ease of Doing Business index under the Business Reform Action Plan, 2017. The Business Reform Action Plan 2017 includes 405 recommendations for reforms on regulatory processes, policies, practices and procedures spread across 12 reform areas.

Andhra Pradesh, last year’s winner, has achieved 99.3% score, followed by Gujarat 99.73%, Haryana 99.73%, Rajasthan 99.46%, West Bengal 99.46%, Chhattisgarh 99.46%, and Madhya Pradesh 99.46%. The rankings have changed dramatically over the period of time. In March, West Bengal was at the top position with 99.73% score, followed by Chhattisgarh and Madhya Pradesh tied at 99.46%.

In April, three states — West Bengal, Chattisgarh, Madhya Pradesh — have had the score of 100%. As many as 18 states had staked the claim for a perfect 100% score. Andhra Pradesh and Telangana had topped the 2016 list jointly with a 98.78% score but on a different reforms agenda with just 340-point reforms.

It is noteworthy that Mumbai (Maharashtra) and New Delhi (Delhi), the two cities, the World Bank takes into consideration for its annual Ease of Doing Business Index, have not performed well on this state index. As per the latest score, Maharashtra is at 13th rank 97.29% and Delhi is far behind at 23rd rank with a meagre 33.99%.

దిల్లీ: సులభతర వాణిజ్య ర్యాంకులను కేంద్రం విడుదల చేసింది. వాణిజ్య సంస్కరణలు, కార్యాచరణ ప్రణాళిక ఆధారంగా రూపొందించిన ఈ ర్యాంకుల జాబితాను డీఐపీపీ కార్యదర్శి రమేశ్‌ అభిషేక్‌ ప్రకటించారు. ఈ ఏడాది ప్రకటించిన జాబితాలో ఆంధ్రప్రదేశ్‌ తొలిస్థానంలో నిలవగా.. రెండో స్థానంలో తెలంగాణ, మూడోస్థానంలో హరియాణా, నాలుగో స్థానంలో జార్ఖండ్‌, ఐదో స్థానంలో గుజరాత్‌ రాష్ట్రాలు నిలిచాయి. అయితే, ఆయా రాష్ట్రాలను నాలుగు విభాగాలుగా కేంద్రం గుర్తించింది. 95శాతం పైబడి సంస్కరణల్ని అమలు చేసిన రాష్ట్రాలను ‘టాప్‌ అచీవర్స్‌’గా, 90 నుంచి 95 శాతం మేర సంస్కరణలు అమలు చేసిన రాష్ట్రాలను ‘అచీవర్స్‌’గా , 80 నుంచి 90 శాతం సంస్కరణలు అమలుచేసిన రాష్ట్రాలను ‘ఫాస్ట్‌మూవర్స్‌’గా, 80 శాతం లోపు సంస్కరణలుఅమలు చేసిన రాష్ట్రాలను ‘ఆస్పైరర్స్‌’గా గుర్తించారు. సంస్కరణల అమలులో వంద శాతం స్కోర్‌ సాధించిన రాష్ట్రాలుగా తెలంగాణ, ఆంధ్రప్రదేశ్‌, ఝార్ఖండ్‌, గుజరాత్‌ నిలిచాయి.

అయితే, టాప్‌ అచీవర్స్‌ జాబితాలో 9 రాష్ట్రాలు, అచీవర్స్‌ జాబితాలో ఆరు, ఫాస్ట్‌ మూవర్స్‌ జాబితాలో మూడు, ఆస్పైరర్స్‌ జాబితాలో 18 రాష్ట్రాలు నిలిచాయి. మరోవైపు, సంస్కరణల అమలు స్కోర్‌లో ఎక్కువ పురోగతి సాధించిన రాష్ట్రాల జాబితాలో అసోం, తమిళనాడులకు చోటు లభించింది. ఆస్తుల రిజిస్ట్రేషన్‌లో ఛత్తీస్‌గఢ్‌, నిర్మాణరంగ అనుమతుల్లో రాజస్థాన్‌, కార్మిక చట్టాల్లో బంగాల్‌, పర్యావరణ రిజిస్ట్రేషన్లకు కర్ణాటక, భూమి లభ్యతలో ఉత్తరాఖండ్‌, పన్నుల చెల్లింపులో ఒడిశా, పర్యవేక్షణ అమలులో మధ్యప్రదేశ్‌, ఐటీ పారదర్శకతలో మహారాష్ట్ర వంద శాతం స్కోర్‌ను సాధించాయి.
