With an eye on the elections which are expectedly not far off, the BJP-led NDA seems to have softened its stance vis-à-vis Telangana and Andhra Pradesh and is keen to resolve all pending issues and consider the demands that matter most to both States. The Union government is likely to hold a joint meeting with the officials of both the states by July-end. The key issue is mainly division of assets between the two States and meeting the promises made under the AP Reorganisation Act-2014. However, the Special Category Status to Andhra Pradesh will not be included in the agenda in the meeting. The Chief Ministers of the two states will also be invited to the meeting in New Delhi, it is learnt. Highly placed officials point out that at the recent two meetings between Prime Minister Narendra Modi and Telangana and AP Governor ESL Narasimhan on June 6 and 15 in New Delhi, all the issues concerning both states were already discussed in detail. The Prime Minister is learnt to have told the Governor to find amicable solutions and dispose of all the pending issues at one go, by holding a meeting with the representatives of the two governments. All the authorities concerned of the Union government will participate in the meeting. Sources said that the demand for the establishment of steel plants in Bayyaram in Telangana and YSR Kadapa district in Andhra Pradesh, establishment of new railway zone in Visakhapatnam and the sanction of horticulture and tribal universities for Telangana, as promised in the AP Reorganisation Act 2914, will be given top priority at the meeting. The division of assets and liabilities including the long-pending bifurcation of the corporations between AP and Telangana under the Schedule 9&10 of the Act will also resolved in the meeting. Officials said the Centre is keen to address all the pending issues under the Reorganisation Act before August as many Union Ministers and also the officials of the Union government will be engaged in the Assembly elections in four states of Rajasthan, Chhattisgarh, Madhya Pradesh and Mizoram scheduled to be held this year end. After the Assembly elections, the entire administration at the Centre will be again busy with the preparations for the 2019 General Elections. As such, the sources said the Centre has only two months time (July and August) to address the issues related to both the state governments, which have been pending before the Centre.
