Terror not always mean killing. It is also a fear created by some groups. For those of them who think that terrorism sponsored by Pakistan was reduced, i have a different opinion. This reduction is not because of the Modi factor but because of Trump factor. I don't think Pakistan would like to take chances with Trump as US head. Pakistan are struggling to get back their lost faith with US administration and at this time, they can't afford to have something similar to terror acts they had in the past.
