sonykongara Posted March 11, 2018 Share Posted March 11, 2018 source: http://www.amaravativoice.com/avnews/news/first-shock-from-center-after-tdp-ministers-came-out తెలుగుదేశం పార్టీ కేంద్రం నుంచి, అలా బయటకు వచ్చిందో లేదో, ఆంధ్రప్రదేశ్ రాష్ట్రానికి మొదటి షాక్ ఇచ్చింది కేంద్రం... అది కూడా బడ్జెట్‌ ప్రవేశపెట్టిన రోజే రాష్ట్రానికి కేంద్రం షాక్ ఇచ్చింది... బహిరంగ మార్కెట్‌ రుణాల కోసం చేసుకున్న దరఖాస్తును కేంద్ర ఆర్థిక శాఖ తిరస్కరించింది. ఇప్పటికే మీ రుణ పరిమితి అయిపోయిందని ప్రకటించింది. ఇరకా కావాలంటే అదనపు పరిమితికి అనుమతి కోసం కేంద్రాన్ని ఆశయ్రించాలని తేల్చి చెప్పింది. అంటే, అవకాసం ఉన్నా, కేంద్ర పెద్దలు చెప్తేనే, మీకు అనుమతి ఇస్తాం అంటుంది కేంద్ర ఆర్థిక శాఖ... ఇవ్వాల్సిన నిధులు ఇవ్వక, చెయ్యాల్సిన సాయం చెయ్యక, చివరకు బయట నుంచి అప్పు తెచ్చుకుంటాం అంటే కూడా కేంద్రం ఒప్పుకోవటం లేదు... దీంతో ప్రస్తుత ఆర్థిక సంవత్సరం చివరి త్రైమాసికంలో రాష్ట్రానికి ఆర్థిక సమస్యలు చుట్టుముట్టేలా కనిపిస్తోంది. చివరి త్రైమాసికం చివరి నెల్లో రూ. 3221 కోట్లు మార్కెట్‌ బారోయింగ్‌ తీసుకునేందుకు అనుమతి ఇవ్వాలంటూ గత నెల 26న కేంద్ర ఆర్థిక శాఖకు రాష్ట్ర ప్రభుత్వం లేఖ రాసింది. దీంతో కనీసం జీతాల ఖర్చు నుంచైనా గట్టెక్కేందుకు ఆస్కారం ఉంటుందని రాష్ట్ర ఆర్థిక శాఖ భావించింది. అయితే ఈ వినతిని కేంద్రం నిర్ద్వందంగా తిరస్కరించింది. కేంద్రం నుంచి నిధులు, రాష్ట్ర సొంత పన్నుల ఆదాయం కూడా తగ్గుతున్న తరుణంలో ఈ రుణం ఎంతో ఉపయుక్తంగా ఉంటుందని ఆర్థిక శాఖ చెబుతోంది. అయితే కేంద్రం మాత్రం ఈ ప్రతిపాదనను తిరస్కరిస్తోంది. జిఎస్‌డిపిలో మూడు శాతం వరకు మాత్రమే రుణాన్ని తీసుకునేందుకు ఆస్కారం ఉంది. ఈ కారణాన్ని చూపిస్తూనే రాష్ట్ర రుణ దరఖాస్తును తిరస్కరించినట్లు తెలుస్తోంది. రాజ్యాంగం లోని ఆర్టికల్‌ 293 (3)ని అనుసరించి మూడు శాతం రుణానికి అనుమతి ఇస్తున్నారు. అయితే కొన్ని ప్రత్యేక నిబంధనల మేరకు కొన్ని రాష్ట్రాలకు గత ఏడాది 3.5 శాతం వరకు ఈ పరిమితి పెంచారు. పక్కనున్న తెలంగాణకు కూడా 3.5 శాతం వర్తింపజేశారు. కొత్తగా ఏర్పడిన రాష్ట్రం, ఇబ్బందులు ఉన్నాయని తెలిసినా, రాష్ట్రానికి 3.5 శాతాన్ని వర్తింపజేసేం దుకు కేంద్రం సుముఖత వ్యక్తం చేయడం లేదు. దీంతో రాష్ట్ర ఆర్థిక శాఖ రాసిన పలు లేఖలను కేంద్రం పక్కనపెట్టేసింది. ఇప్పుడు మార్కెట్‌ బారోయింగ్స్‌ కోసం చేసుకున్న దరఖాస్తును కూడా తిరస్కరించడంతో రాష్ట్ర ఆర్థిక శాఖకు కోలుకోలేని దెబ్బ తగిలినట్లుగానే భావిస్తున్నారు. For atleast next 1 or 2 terms, anything and everything shud be done to be in power. in your opinion people won't care about corruption. but it is not true 1. revenue : people are cursing as employees demanding money for getting passbook, to correct the mistakes in webland. these employees changing records of government land/private lands/forest lands. these employees helping land grabbers 2. police : to register complaint they demand bribes. some times they are making settlements(even serious cases) in police station. 3. rto : everybody knows how to get licences 4. janma bhoomi committees: these guys(some tdp karyakarthas) are taking commissions for sanctioning houses, pensions, government loans with subsidy, ration card etc. neutral people remember these things and vote against tdp . best thing is abolish these committees, next better thing is appoint some good people as committee members. 5. irrigation : cbn want to improve ground water table to overcome drought. so he want to build check dams , repair ponds, digging rain water harvesting pit . the employees and politicians taking bribes so the quality of work is less . farmers will suffer with drought . there is scope of farmers vote against tdp. you are saying corruption doesn't matter. government is like a company . cm is ceo of company . if the company workers won't work properly , company may lose credibility . ceo going to lose his job due to lower level workers bad performance. cbn has less money for development after doubling salaries to employees. if cbn don't have money for completing development works like irrigation projects, roads, bridges , people blame cbn not employees. these employees never show loyality. even if he suck dicks of employees they won't show loyality. only common man(particularly rural people) show loyality. common people vote to a party based on benefit(common development/individual welfare) they get.
