swarnandhra Posted February 9, 2018 Share Posted February 9, 2018 మోదీ చేతిలో ఏపీ!10-02-2018 02:24:16 రాష్ట్ర డిమాండ్లపై అంతా సానుకూలమే ఇక మిగిలింది రాజకీయ నిర్ణయమే లోటు మినహా మిగిలిన అంశాలపై స్పష్టత అమరావతి, ఫిబ్రవరి 9 (ఆంధ్రజ్యోతి): విభజన హామీల అమలుపై బుధ,గురువారాల్లో కేంద్ర ప్రభుత్వ అధికారులతో రాష్ట్ర అధికారులు జరిపిన చర్చలు సానుకూలంగా సాగాయని అధికారవర్గాలు తెలిపాయి. ఒక్క రెవెన్యూలోటు మినహా నిధులకు సంబంధించిన మిగిలిన సమస్యలన్నింటిపైనా స్పష్టత వచ్చిందని వారు తెలిపారు. కేంద్ర ప్రభుత్వ అధికారులు అన్ని విషయాల్లో సానుకూలంగా ఉన్నారని, విభజన హామీల్లో భాగంగా ఏపీలో ప్రారంభించాల్సిన వివిధ ప్రాజెక్టుల ఫైళ్ల పరిస్థితులను అప్పటికప్పుడు తెలుసుకుని తమకు సమాచారం ఇచ్చారని అధికారవర్గాలు తెలిపాయి. విభజన హామీలు అమలు చేసేందుకు రాజకీయపరమైన నిర్ణయం తీసుకోవడం ఒక్కటే మిగిలి ఉందని వారు అభిప్రాయపడ్డారు. విభజన హామీల అమలుపై రాష్ట్ర ఎంపీలు చేస్తున్న ఆందోళనతో కాస్త మెత్తబడ్డ కేంద్రం రెండు రోజుల క్రితం రాష్ట్ర ప్రభుత్వ అధికారులను చర్చల నిమిత్తం ఢిల్లీకి ఆహ్వానించింది. రాష్ట్ర ప్రభుత్వం లేవనెత్తుతున్న డిమాండ్లు..వాటి అమలులో ఉన్న సాధకబాధకాలపై సవివరంగా చర్చించారు. ఈ చర్చల సందర్భంగా రెవెన్యూలోటు అంశంపై రాష్ట్ర ప్రభుత్వ అధికారులు ఎక్కడా రాజీ పడకుండా తమకు రూ.16 వేల కోట్లు కావాల్సిందేనని స్పష్టం చేశారు. రూ.16 వేల కోట్ల లోటు అబద్ధమైతే పై 3 నివేదికలు ఒకేలా ఎలా వస్తాయని రాష్ట్ర అధికారులు కేంద్రాన్ని ప్రశ్నించినట్లు తెలిసింది. లోటుపై కేంద్రం అభ్యంతరాలు రాష్ట్ర విభజన తేదీ నాటి నుంచి 2014-15 ఆర్థిక సంవత్సరం చివరి వరకు ఇచ్చిన సామాజిక పింఛన్ల మొత్తం రూ.3391 కోట్లను రెవెన్యూలోటు నుంచి కేంద్రం తప్పించింది. విభజన తర్వాత పింఛన్లు పెంచారు కాబట్టి అది కొత్త పథకమని కేంద్రం వాదిస్తోంది. మార్చి 2015 నాటికి డిస్కమ్లకు ఉన్న రుణభారం రూ.1,500 కోట్లను రాష్ట్రం రెవెన్యూలోటులో చేర్చింది. దీన్ని కూడా కేంద్రం తప్పించింది. అలాగే, పీఆర్సీ బకాయిలు రూ.5,325 కోట్లు ఉన్నాయి. వీటిని కూడా కేంద్రం ఒప్పుకోవడం లేదు. రైతు రుణమాఫీ కింద రాష్ట్రం ఖర్చు చేసిన మొత్తంలో రూ.7,069 కోట్లను రెవెన్యూలోటు కింద చేర్చారు. ఇది అసలు ప్రభుత్వ పథకమే కాదు.. ఎన్నికల హామీ అంటూ కేంద్రం తప్పించేసింది. కేంద్రం తప్పించిన మొత్తం రెవెన్యూలోటు విలువ .11,960 కోట్లు. ఇదిపోగా రూ.16,000 కోట్లలో మిగిలింది రూ.4,117 కోట్లు మాత్రమే. ఇప్పటికే రూ.4,000 కోట్లు ఇచ్చిన కేంద్రం ఇంకా ఇవ్వాల్సింది రూ.117 కోట్లేనని వాదిస్తోంది. దీనికి రాష్ట్ర అధికారులు ససేమిరా అన్నారు. రుణమాఫీ రూ.7వేల కోట్లు రెవెన్యూలోటు కింద పెట్టడంపై రాష్ట్ర అధికారులు వివరణ ఇచ్చారు. ఆ సమయంలో కొన్ని పథకాలకు ఖర్చు చేయాల్సిన నిధులను రుణమాఫీకి ఖర్చు చేశాం కాబట్టి ఆ నిధులను మాత్రమే అందులో చేర్చామని వివరించారు. ఒకవేళ రుణమాఫీ భారం మొత్తం కేంద్రంపై వేయాలనుకుంటే అప్పుడు భారం రూ.7 వేల కోట్లకు మూడింతలు పెరిగేదని కేంద్రానికి రాష్ట్ర అధికారులు తెలిపారు. రుణమాఫీ నిధులు చేర్చొద్దని గవర్నర్ నివేదిక అందినప్పుడే తమకు చెబితే, ఆ సమయంలో తమ వద్ద రూ.4,500 కోట్ల పెండింగ్ బిల్లులు ఉన్నాయని, పీఆర్సీ ఎరియర్లు ఉన్నాయని అవి కలిపేవాళ్లమని కేంద్రానికి రాష్ట్ర అధికారులు చెప్పారు. కేంద్రం వద్దంటున్న ఎఫ్ఆర్పీ నిధులు, పింఛన్ నిధులను తాము రెవెన్యూలోటు గణాంకాల నుంచి తీసేయబోమని రాష్ట్ర అధికారులు వాదించారు. ఈఏపీలపై స్పష్టత ఈఏపీలకు 90:10 నిష్పత్తిలో నిధులు చెల్లించే అంశంపై ఒక స్పష్టత వచ్చింది. ఈ మూడేళ్లలో రాష్ట్రం ఈఏపీల రుణాల అసలు, వడ్డీ కలుపుకుని సంవత్సరానికి రూ.800 కోట్లు చెల్లిస్తోంది. ఇప్పటి వరకు ఇలా చెల్లించిన రూ.2400 కోట్లను కేంద్రం రీయింబర్స్ చేయడానికి ఒప్పుకుందని రాష్ట్ర ప్రభుత్వ వర్గాలు తెలిపాయి. అలాగే, ఇకపై రెండేళ్ల పాటు చెల్లించాల్సిన రూ.1600 కోట్లను కేంద్రమే నేరుగా చెల్లించేందుకు అవగాహన కుదిరిందన్నారు. కేంద్ర ప్రాయోజిత పథకాల్లో 90:10 నిష్పత్తిలో చెల్లింపుల కింద ఈ ఐదేళ్లకు రూ.15వేల కోట్లు ఇచ్చేందుకు కేంద్రం ఒప్పుకుందన్నారు. అయితే, వీటిని నేరుగా కాకుండా వివిధ మార్గాల్లో ఇస్తామని స్వయంగా ఆర్థిక మంత్రి జైట్లీ అధికారులతో చెప్పారు. ఇందులో రూ.8వేల కోట్లు నాబార్డు, హడ్కో ద్వారా ఇప్పిస్తామని, వీటికి అసలు, వడ్డీ కేంద్రమే చెల్లిస్తుందని, ఆ రుణాలు రాష్ట్ర ఖాతాలో కాకుండా కేంద్రం ఖాతాలో తీసుకుంటారని చెప్పారు. మిగిలిన నిధులను కూడా ఇదే విధంగా రెండేళ్లలో వివిధ మార్గాల్లో చెల్లింపులు చేస్తామని కేంద్రం హామీ ఇచ్చింది. కేంద్రం చేసిన హామీలు సంతృప్తికరంగా ఉన్నాయని రాష్ట్ర అధికారులు చెబుతున్నారు.
